About this file

This is a Questions and Responses document for Everglades National Park's Generator Replacement Solicitation 140P5426R0007. The Q&A clarifies technical specifications and project requirements for contractors bidding on the replacement of three fixed generators at three locations: Park Headquarters, Daniel Beard Center, and Pine Island Maintenance Yard.

The document specifies generator operating voltages and electrical configurations for each location: Park Headquarters and Pine Island require single-phase 120/240V generators with 400-amp transfer switches, while Daniel Beard Center requires a three-phase 120/208V generator with 600-amp transfer switch and 260-amp generator capacity. All locations require new conduits, feeders, cables, and conductors to be installed; existing electrical infrastructure cannot be reused. Fuel tank requirements are location-specific: Daniel Beard Center and Park Headquarters each require 1,000-gallon diesel tanks, while Pine Island requires a 500-gallon tank; all tanks must be two-hour fire-rated, ballistic and impact-resistant ASTs (Fireguard or equivalent). The electrical configuration sequence at each location must follow: Meter → Service Disconnect → ATS → Panel, with manual isolation switches required for each generator. Testing must be performed under building load conditions after work completion. The contractor must provide temporary power for any outages exceeding 30 minutes, replace fencing in its entirety at locations where it exists (excluding Pine Island which has no fence), and perform work weekdays 7:00 AM to 3:30 PM unless otherwise approved, though limited weekend work is possible. The project requires certified payrolls under the Davis-Bacon Act and performance and payment bonds on Standard Forms 25 and 25A. Directional boring is permitted if necessary, and staging areas are specified for each location based on operational requirements.

Questions and Responses

Everglades National Park – Generator Replacement – Solicitation 140P5426R0007 Note: The following questions were received prior to the deadline for questions (May 20th, 2026, by 4:00 p.m. ET)

1. Can you please provide the operating voltages for the three generators?

Response:

HQ – 1 Phase 120/240 V Pine Island – 1 Phase 120/240 V Dan Beard Center – 3 Phase 120/208

2. Can the contractor reuse existing conduits, underground piping, raceways, and sleeves if they are code-compliant and in good condition, or must all existing conduits and raceways be replaced regardless of condition?

Response: New Conduits Needed

3. Please confirm the required voltage and phase configuration for each new fixed generator at Park Headquarters, Daniel Beard Center, and Pine Island Maintenance Office. Existing systems observed during the site visit included both single-phase 120/240V and three-phase 120/208V configurations.

Response: HQ – 1 Phase 120/240 V Pine Island – 1 Phase 120/240 V Dan Beard Center – 3 Phase 120/208

Fuel tanks shall be two-hour fire rated, ballistic and Impact resistant AST's, Fireguard or con vault equivalent.

4. Please confirm the required diesel fuel tank capacity and minimum runtime for each fixed generator. The SOW defines runtime requirements for portable generators but does not clearly specify requirements for fixed generators. Should all fixed generators have the same runtime requirement? Also, please confirm whether sub-base tanks or remote fuel tanks are preferred.

Response: Daniel Beard Center requires a 1000-gallon Diesel fuel Tank.

Pine Island Maintenance Yard requires a 500-gallon Diesel fuel Tank.

Park Headquarters requires a 1000-gallon Diesel Fuel Tank.

5. Please confirm the required ATS size and configuration for each location, including amperage, enclosure type, number of poles, and whether a switched neutral is required. Also confirm whether the ATS should be service-entrance rated or installed after a separate service disconnect per sequence: Meter → Service Disconnect → ATS → Panel. Additionally, please confirm whether a manual isolation switch for the generator should remain or be included as discussed during the site visit.

Response: HQ – 1 Phase 400 amps both Generator and Transfer Switch Pine Island – 1 Phase 400 amps Transfer Switch Dan Beard Center – 3 Phase 120/208, 600 amps Transfer Switch and 260 A Generator

Electrical configuration for each one:

Meter → Service Disconnect → ATS → Panel.

Each Generator will need a Manual Isolation Switch.

6. Can existing feeders and cables between the utility service, ATS/manual switch, generator, and building panel be reused if they pass inspection and testing, or must all feeders, conductors, terminations, and lugs be replaced under this project?

All mentioned above must be replaced under this project.

7. Please clarify the fencing requirements for each fixed generator location. Should fencing be replaced at all locations, only where existing fencing is removed or damaged, or only where fencing is missing or non-compliant? During the site visit, one location appeared to have no fencing, while the other two may require replacement or repair.

Response:

Fencing is to be replaced in its entirety at locations which have existing fencing.

Please exclude fencing from Pine Island Maintenance Yard as it does not have a fence.

8. The SOW requires temporary power if outages exceed 30 minutes. Please confirm the allowable outage window for each facility and whether outages longer than 30 minutes will be permitted during generator and ATS cutover if coordinated and approved in advance.

Response:

Any outage exceeding 30 minutes, temporary power needs to be provided by contractor.

9. Please confirm the required testing and commissioning procedure for the fixed generator systems. Should testing be performed using building load, load bank testing, or both? Also confirm the required test duration, load percentage, and whether testing fuel must be provided by the contractor.

Response:

All fixed Generators shall be tested by the contractor under building load conditions after completion of work.

10. Please identify the approved staging areas for materials, dumpsters, temporary generators, fuel tanks, and equipment at each site. Also confirm any site access restrictions related to visitor traffic, park operations, wildlife, vegetation, protected areas, or environmental concerns.

Response: Staging areas at Daniel Beard Center will be next to caged-in area on south side of building. Dumpsters can be placed in parking area in front of water plant. Staging Area for Park Headquarters: Staging areas are dependent on contractor requirements for space. Dumpsters can be placed in employee parking lot by handicap parking space. Temporary generator can be placed in between FPL vault and generator building. One bus parking space may be used at Earnest Coe Visitor Center. Staging area for Maintenance building will be along fence by fire hydrant within compound.

11. Please confirm whether after-hours or weekend work may be approved for critical electrical cutovers to minimize disruption to park’s operations, despite the SOW limiting work and deliveries to weekdays from 7:00 AM to 3:30 PM unless otherwise approved.

Response: Weekend work is a possibility depending on circumstances. This will be very limited.

Please follow schedule as per SOW.

12. BAA compliance of one of our suppliers is: Park HQ / Visitor Center fixed generator(43%), Daniel Beard Center fixed generator (45%), Pine Island Maintenance Yard fixed generator (34%) , and, Mobile/ Portable (36%) is this acceptable?
