SOLICITATION OVERVIEW

This is a Request for Quotation (RFQ) for commercial services prepared in accordance with the Revolutionary FAR Overhaul (RFO) FAR Part 12 model deviation and its streamlined commercial acquisition procedures. The Government anticipates award of a single purchase order containing firm-fixed-price unit rates and a separately established not-to-exceed (NTE) ceiling for additional maintenance and repair services. This solicitation is set aside exclusively for small business concerns under NAICS 238220. This RFQ does not use the Uniform Contract Format.

Requirement: Replacement, preventive maintenance, inspection, servicing, and repair of HVAC systems at Garden Key, Dry Tortugas National Park, in accordance with Attachment 1, Statement of Work (SOW).

Place of Performance: Dry Tortugas National Park, Garden Key, Monroe County, Florida. The location is remote and accessible only by boat or aircraft. Quoted prices must include all mobilization, transportation, lodging, labor, equipment, materials, freight, disposal, and other costs required by the SOW unless expressly identified otherwise.

Period of Performance: Base Year: October 1, 2026 through September 30, 2027, followed by four 12-month option periods, if exercised. Dates may be adjusted by the Contracting Officer at award without changing the duration of each period.

PRICE SCHEDULE

The quoter shall complete every unit price and extended amount. Replacement units, preventive-maintenance visits, and emergency service visits must be priced separately for each contract year. The evaluated total price will include the Base Year and all option periods. The price schedule does not replace the required separate company quotation and detailed price breakdown.

MAINTENANCE AND REPAIR ORDERING PROCEDURES

The awarded unit prices for preventive-maintenance and emergency service visits will apply during the corresponding contract year. At award, the park will establish a separate not-to-exceed (NTE) amount for additional maintenance and repair services based on available funding and anticipated need. The Government-established NTE amount is not requested in the offer and is not guaranteed to be expended. It is a funding ceiling, not authorization to perform work.

Solicitation 140P5426Q0042 | PR 0044044373 | Page 6

1. Government request. The COR or other designated Government representative may request that the Contractor diagnose a specific problem and prepare a written quotation. The request does not authorize repair work or expenditure of funds.

2. Diagnosis and site assessment. When directed, the Contractor shall coordinate access and inspect or diagnose the affected system. Any charge for diagnosis, travel, or site assessment must be identified in advance and may be incurred only when authorized in writing by the Contracting Officer.

3. Job quotation. The Contractor shall email the job quotation to both the COR and Contracting Officer. The quotation must be firm-fixed-price and include the equipment or system involved; diagnosis; proposed work; labor categories, hours and rates; parts, materials and quantities; travel, transportation, lodging, freight, mobilization, demobilization, disposal, taxes, fees, and every other cost necessary to complete the job; schedule and lead time; exclusions; and warranty terms.

4. Price consistency. Labor rates, material markups, and other pricing shall match the awarded schedule or supporting rate sheet to the maximum extent practicable. Any variance must be specifically identified and explained.

5. Written authorization. The Contractor shall not begin work based solely on a COR request, technical discussion, email acknowledgment, or verbal direction. Work may begin only after written authorization from the Contracting Officer identifying the approved scope and amount. The COR has no authority to change the contract, obligate funds, or approve an amount above an authorized ceiling.

6. Ceiling control. The Government is not obligated to order or expend the NTE amount established at award. The Contractor shall not exceed the amount authorized for an individual job or the Government-established NTE ceiling.

Costs incurred without written Contracting Officer authorization are at the Contractor’s risk.

7. Completion and invoicing. After completing the authorized work, the Contractor shall provide a service report and invoice to the COR and copy the Contracting Officer. The COR will verify satisfactory completion. After Government acceptance, the Contractor shall submit the proper invoice through IPP.gov in accordance with the award.

PACKAGING, DELIVERY, INSPECTION, AND ACCEPTANCE

All equipment shall be new, unused, commercially available, properly packaged for marine transportation, and suitable for the corrosive coastal environment. Delivery, staging, removal, disposal, installation, start-up, testing, and training required by the SOW are included in the applicable FFP line item. Inspection and acceptance will occur at Garden Key by the COR or designated representative after verification of complete and conforming performance.

QUESTIONS - 140P5426Q0042. Questions received after the deadline may not be answered.

Quotations Quotations are due no later than September 14, 2026, at 5:00 PM Eastern Time. The email subject line must read:

OFFER - 140P5426Q0042. Quotations must be received by the Contracting Officer before the stated date and time.

Late submissions will be handled in accordance with FAR 52.212-1(f).

Quotation Contents

• Signed cover letter identifying the legal business name, UEI, CAGE code, address, point of contact, telephone number, email address, and confirmation that the concern is small under NAICS 238220.

• Completed Government price schedule.

• Separate company quotation in the contractor’s standard format. The company quotation must provide a detailed price breakdown for every replacement unit, preventive-maintenance visit, and emergency service visit. At a minimum, separately identify equipment, labor categories and hours, labor rates, parts and materials, routine consumables, freight, marine transportation, travel, lodging, mobilization/demobilization, removal and disposal, testing/start-up, warranty costs, overhead, profit, and any other cost included in the offered price. A lump-sum company quotation without an adequate breakdown may be determined technically unacceptable or insufficient for a price-reasonableness determination.

• Supporting rate sheet for labor, parts/material markups, travel, transportation, mobilization, and other cost elements that may be used to develop postaward maintenance and repair job quotations under the Government-established NTE ceiling.

• Technical Capability and Approach, addressing staffing, qualifications and licenses; management and quality control; remote-island logistics; marine-corrosion protection; phased replacement; preventive maintenance;

emergency/corrective repair response; safety; documentation; and ability to perform without disruption to park operations.

• Equipment Schedule identifying manufacturer, brand, model, capacity, efficiency ratings, electrical characteristics, coastal/corrosion protection, refrigerant, controls, accessories, country of origin, and the existing system each proposed unit will replace.

• Manufacturer brochures, technical data sheets, and product literature for every proposed equipment model.

Marketing material alone is insufficient if it does not demonstrate compliance with the SOW.

• Lead-Time and Performance Schedule showing equipment production/procurement lead time; shipping and marine-delivery assumptions; anticipated date materials will be available; mobilization duration; installation sequence;

testing/start-up; and ability to meet each contract-year requirement.

• Warranty and Guarantee Terms identifying manufacturer equipment warranty, compressor warranty, parts warranty, labor/workmanship guarantee, start date, duration, registration requirements, exclusions, claims process, response time, and responsibility for travel and logistics associated with warranty correction.

• Relevant Experience and Past Performance for up to three contracts completed or substantially performed within the last five years involving comparable HVAC replacement and maintenance, preferably in remote, marine, coastal, island, or logistically constrained locations. Include customer, contract number, scope, value, performance dates, and current contact information.

• Proposed Subcontractors, if applicable. Identify each proposed subcontractor by legal name, UEI and CAGE code (if available), small-business status, address, proposed duties, estimated percentage and dollar value of subcontracted work, qualifications, licenses, relevant experience, and the method the prime contractor will use to manage and quality-control its performance. If no subcontractors are proposed, state that the quoter intends to self-perform the requirement.

Solicitation 140P5426Q0042 | PR 0044044373 | Page 8

• Exceptions and Assumptions. Clearly identify every exception, qualification, or assumption. Silence constitutes agreement with the solicitation terms.

Quotation Validity Quotations must remain valid for at least 90 calendar days after the quotation deadline. The Government may reject a quotation that fails to provide sufficient information for an efficient evaluation.

EVALUATION AND BASIS FOR AWARD

The Government intends to make one award using the streamlined commercial acquisition and simplified evaluation procedures of the RFO FAR Part 12 model deviation. Award will be made to the responsible small business whose quotation represents the best value to the Government, considering price and non-price factors. The lowest-priced quotation will not necessarily be selected. The Government may award without exchanges; therefore, quotations should contain the quoter’s best terms initially. The Government may request clarifications or conduct exchanges if advantageous.

Evaluation Factors

Factor 1 - Technical Capability and Approach, Including Subcontractors The Government will evaluate the degree to which the proposed approach demonstrates a clear, feasible understanding of the SOW, qualified staffing, quality control, safety, remote logistics, corrosion mitigation, replacement sequencing, maintenance, repair response, testing, documentation, and schedule control. If subcontractors are proposed, the Government will also evaluate their qualifications, licenses, relevant experience, assigned duties, availability, and the prime contractor’s plan for management, coordination, quality control, and compliance with applicable subcontracting limitations. Failure to identify a subcontractor whose participation is material to the proposed approach may render the quotation ineligible for award.

Factor 2 - Proposed Equipment and Lead Time The Government will assess compliance of proposed units and accessories with the SOW, completeness of brochures/data, suitability for the coastal environment, compatibility, efficiency, availability, procurement and transportation lead time, and likelihood of timely performance.

Factor 3 - Warranty and Guarantee Terms The Government will evaluate the duration, coverage, exclusions, registration, claims process, response time, labor/workmanship protection, and allocation of travel/logistics costs. Terms exceeding the minimum SOW requirements may provide additional value.

Factor 4 - Relevant Experience and Past Performance The Government will consider relevance, quality, timeliness, customer satisfaction, and successful performance in comparable environments. The Government may use information provided by the quoter and information obtained from CPARS or other reasonable sources. A quoter without relevant past performance will not be evaluated favorably or unfavorably solely on that basis.

Factor 5 - Price The Government will evaluate all replacement-unit prices, preventive-maintenance visit prices, emergency service visit prices, and all option periods. The separate company price breakdown, supporting rates, price balance, and overall price reasonableness will also be evaluated. The Government-established NTE amount for additional maintenance and repair services will not be evaluated because it will be assigned by the park at award. Option prices will be evaluated for award purposes in accordance with the applicable RFO option provision.

Comparative Best-Value Evaluation The Government may compare quotations directly rather than assign adjectival ratings or numerical scores. Non-price factors, when combined, are approximately equal in importance to price. As quotations become more equal under the non-price factors, price becomes more important. The Government may select a higher-priced quotation when its evaluated advantages justify the additional cost, or a lower-priced quotation when any technical advantage does not justify a price premium.

Solicitation 140P5426Q0042 | PR 0044044373 | Page 9

Responsibility and Eligibility Before award, the apparent successful quoter must be registered and active in SAM.gov, qualify as a small business under NAICS 238220, possess required licenses and registrations, and be determined responsible. The Government reserves the right to verify representations and request additional responsibility information.

SPECIAL CONTRACT REQUIREMENTS

No Site Visit No prequotation site visit will be conducted. Quoters shall rely on the solicitation, SOW, inventories, maps, questions and answers, and their professional expertise. Submission of a quotation confirms that the quoter has considered the remote location and all associated performance risks.

Invoicing Invoices shall be submitted through the Invoice Processing Platform (IPP.gov) after Government acceptance. Each invoice must identify the purchase order number, CLIN, period, service dates, equipment serviced, work performed, and accepted amount. Invoices for additional maintenance or repair services under the Government-established NTE ceiling must correspond to a specific written Contracting Officer authorization and an accepted service report.

Solicitation 140P5426Q0042 | PR 0044044373 | Page 11

Warranty Correction The Contractor shall correct defective workmanship and administer all manufacturer warranty claims at no additional cost during the applicable warranty or guarantee period. Unless specifically accepted otherwise at award, warranty correction includes labor, supervision, travel, transportation, lodging, freight, removal, reinstallation, testing, and documentation. Manufacturer warranty coverage does not relieve the Contractor of its workmanship obligations.

Order of Precedence Any inconsistency shall be resolved in accordance with FAR 52.212-4. The purchase order and its written modifications take precedence over the Contractor quotation. Unauthorized assumptions or exclusions do not modify the Government requirement.
