About this file

This is a Questions and Responses document for a federal procurement solicitation (140P5426Q0030) issued by Virgin Islands National Park for the acquisition of a minimum 28-foot vessel equipped with twin 300 HP V8 outboard engines and a trailer.

The document addresses three contractor inquiries submitted prior to the July 31, 2026 question deadline. The Government rejected proposals for alternative hull materials, specifically declining to accept an all-welded commercial grade aluminum vessel or a welded HDPE hull as substitutes for the required foam-filled fiberglass hull with positive flotation. However, in response to a question regarding dive door requirements for the diving-purpose vessel, the Government indicated that a dive door should be provided as a bid option if structurally feasible, with a minimum opening near the waterline of 36 inches. The solicitation specifications for hull material, buoyancy, survivability, and overall performance remain firm requirements that proposed vessels must meet or exceed in all material respects.

Response: No.

3. The boat is for diving purposes, is a dive door a required feature?

Response: Please provide a dive door as a bid option, if it can be included without compromising the structural integrity of the vessel. The minimum opening near the waterline shall not be less than 36 inches.
