About this file

This is a Questions and Answers document for solicitation 140P5426Q0011 issued by the National Park Service for landscaping services at Virgin Islands National Park housing units.

The contract scope is limited to mechanical grass and brush cutting with a "manicure finish" consisting of evenly cut grass, trimmed edges, and professional appearance per industry standards. Work is performed on an as-needed basis rather than a guaranteed fixed frequency, with occupied units typically receiving one scheduled cut annually and vacant units two to three times annually depending on weather and vegetation growth. String trimming is sufficient for edges along sidewalks, driveways, and building foundations; mechanical edging is not required. Tree trimming is restricted to incidental removal of small overhanging branches encroaching on structures, with more extensive tree work handled under a separate contract. Weeding and mulching of flower beds are excluded unless specifically directed by the Government. Maintenance is strictly mechanical with no herbicides, growth regulators, or chemical treatments permitted. Work hours are restricted to 7:00 a.m. to 5:00 p.m. to minimize disruption to occupants and visitors. Debris removal includes grass clippings from the current cutting cycle, with contractors responsible for all landfill tipping fees unless waived by local authority; on-site composting may be permitted at designated locations. The contract is a one-year service only with no option years. Contractors may invoice monthly upon completion of each requested service cycle. The incumbent contractor is Exquisite Lawn Care and Pressure Washing LLC under contract 140P5425P0035 with a prior award amount of $24,500.00. Lead time is defined as calendar days required for the contractor to mobilize after receiving a service request.

QUESTIONS – Solicitation 140P5426Q0011

VIRGIN ISLANDS NATIONAL PARK – LANDSCAPING SERVICES – HOUSING

Note: The following questions were received prior to the stated deadline for questions.

1. Scope of Work & Technical Definitions

1. Can the Government define the maximum allowed grass/vegetation height before a cut and the required height after a “manicure finish”? Answer: The Government does not prescribe a specific maximum allowable vegetation height prior to service. A “manicure finish” should result in evenly cut grass, trimmed edges, and a professional, uniform appearance consistent with industry standards.

2. The SOW mentions cutting “trees.” What is the maximum diameter and height for tree trimming included in this scope? Answer: The reference to “trees” in the SOW is limited in scope to incidental trimming of small overhanging branches that may encroach on structures such as gutters, roofs, or patio areas. It does not include tree removal or trimming of significant limbs, which are covered under a separate tree maintenance contract. In the event the contractor identifies trees or branches requiring more extensive work, the contractor shall notify the COR prior to taking any action. All substantive tree trimming or cutting will be handled under the established tree contract.

3. Does the “manicure finish” include mechanical edging of all sidewalks, driveways, and building foundations, or is string trimming sufficient? Answer: String trimming is sufficient to achieve the “manicure finish” requirement, including along sidewalks, driveways and building foundations. Mechanical edging is not required unless otherwise directed by the Government.

4. The SOW lists quarterly windows but also states work is “performed upon request.” Is the contractor guaranteed four cuts per year, or is the contract “on-call” with no minimum guarantee?

Answer: the quarterly windows indicate the general timeframes during which requests for landscaping services may be issued; however, work Is performed on an as-needed basis and is not guaranteed at a fixed frequency. Typically, occupied units receive one scheduled cut per year. Vacant units are serviced more frequently – generally two to three times annually – depending on weather conditions and vegetation growth.

5. Does the scope include weeding and mulching existing flower beds, or is it strictly grass and brush cutting? Answer: The scope is strictly limited to grass and brush cutting. Weeding and mulching of existing flower beds are not included unless otherwise directed by the Government.

2. Site Logistics & Environmental Constraints

6. Is the use of herbicides or growth regulators permitted to help maintain the “manicure finish,” or is maintenance strictly mechanical? Answer: Maintenance under this scope is strictly mechanical. The use of herbicides, growth regulators, or other chemical treatments to achieve or maintain the “manicure finish” is not permitted unless otherwise directed by the Government.

7. Are there specific working-hour restrictions (e.g., no power equipment before 9:00 AM) due to housing occupants or park visitors? Answer: Yes. Work may begin no earlier than 7:00 a.m.

and must conclude by 5:00 p.m. to minimize disruption to occupants and visitors.

8. Are there specific artifacts at the Catherineberg or Mandahl sites that require “no-mow” buffers or hand-clipping only? Answer: No. There are no identified artifacts at either the Catherineberg or Mandahl sites requiring “no mow” buffers or hand clipping only.

String trimming is sufficient at both locations.

9. Will the Government provide keys or gate codes for the remote housing units (Montague, Callahan, Mandahl), or must a Government escort be present? Answer: No. The Government will not provide keys or gate codes for the remote housing units (Montague, Callahan, Mandahl), and a Government escort is not required for access to these sites.

10. Is there a designated staging area for equipment or trailers, or must equipment be removed daily? Answer: Staging requirements are dependent on the duration and scheduling of the work. For services that extend beyond a single day (e.g., work performed on Thursday/Friday with a remote site scheduled for Saturday), designated staging areas may be identified and coordinated as needed. Staging arrangements will be discussed and confirmed during the scheduling of services.

3. Debris & Disposal Requirements

11. Does the National Park Service allow on-site composting of green waste, or must all debris be hauled to an approved landfill? Yes, both options may be permitted depending on the site.

Similar to designated staging areas, approved composting location will be identified where applicable. For sites without approved on-site composting areas, all green waste and debris must be properly removed and hauled to an approved landfill.

12. Can the Government confirm whether landfill tipping fees are waived for contractors performing NPS work?

RESPONSE:

Contractors are responsible for all disposal fees unless otherwise specified by local authority.

13. Does “debris removal” include removal of existing fallen limbs and accumulated leaf litter, or only debris generated by the contractor during the current cutting cycle?

4. Administrative & Pricing Structure

14. Are four additional option years (OY1–OY4) intended for this contract?

RESPONSE:

No. This requirement is intended to be a one-year service only.

15. If the contract extends beyond the base year, will price adjustments be allowed based on updated SCA Wage Determinations (FAR 52.222-43)?

RESPONSE:

Yes. Any adjustments will be handled in accordance with FAR 52.222-43, “Fair Labor Standards Act and Service Contract Labor Standards—Price Adjustment.”

16. May the contractor invoice monthly as locations are completed, or only after all locations for a quarterly request are finished?

RESPONSE:

Contractors may invoice after completion of each requested service cycle. Monthly invoicing may be permitted if aligned with completed work, subject to COR verification.

17. Is there a current or recent incumbent for this requirement? If so, what is the incumbent’s name, contract number, and award amount?

RESPONSE:

Yes.

• Contract Number: 140P5425P0035

• Contractor: Exquisite Lawn Care and Pressure Washing LLC

• Award Amount: $24,500.00 This prior requirement is similar but not identical to the current solicitation.

18. If there is an incumbent, has there been a significant change in scope or number of locations compared to the previous contract?

RESPONSE:

There are minor changes in the number of locations and service descriptions. Offerors shall base quotes solely on the PWS included in the current solicitation.

5. Evaluation & Past Performance

19. How does the Government define “lead time”? Is it the number of days from a “Request for Cutting” to mobilization on site?

RESPONSE:

Lead time refers to the number of calendar days required for the contractor to mobilize after receiving a request for service.
