About this file
This is a Questions and Responses document for a federal procurement solicitation issued by Biscayne National Park for a minimum 30-foot vessel equipped with twin 300 HP V8 Verado engines and trailer. The document contains 40 questions submitted by a prospective contractor prior to the April 10, 2026, 4:00 PM EST deadline for questions, along with corresponding government responses addressing specification clarifications and acceptability determinations.
Key responses indicate that the government will not accept alternative hull designs, including non-stepped hulls, aluminum hulls, or high-density polyethylene construction—the specification requires hand-laid fiberglass with multidirectional fabric and foam-cored stringer systems using 100% vinyl ester resin. The government approved several substitutions including JL Audio marine radio and speakers (instead of Fusion brand), installation of customer-selected Garmin GPS and related electronics by the contractor, and installation of four batteries instead of three (one for each engine plus house bank). The government approved the contractor installing a Whelen light bar and siren system if the specific models are identified. The government specified that clarifications on center console specifications, flush deck flooring, recessed electronics boxes, acrylic windshields, leaning posts, deck bonding methods, watertight under-deck storage, foam flotation, dive platforms, and roof type must be addressed only by reference to the specification documents. For government-furnished equipment (GFE) items including Garmin GPS 7612, Icom VHF radio, Stryker spotlight, Rigid Industries boarding lights, police radio, and Whelen equipment, the government indicated that installation instructions and integration specifications would be provided. The document also clarifies that lift rings are intended for vessel lifting via crane or hoists and for maintenance and transport.

QUESTIONS AND RESPONSES
BISCAYNE NATIONAL PARK – PROCUREMENT OF MINIMUM 30 FOOT VESSEL,
W/TWIN 300 HP V8 VERADO, AND TRAILER
Note: The following questions were received prior to the deadline for questions which was 04/10/2026 at 04:00PM EST as per the solicitation.
1. Twin stepped V-hull, 24.5-degree deadrise.
Our fiberglass hull design is different than this specification. Our hulls are planning hulls with a boat racer v-bow and essentially a flat bottom. They are 50” tall with 48” internal top width tapering down to 42” internal bottom width. We have adjustable molds so that we can make this hull up to 85’ long ….so 30’ long is not a problem. There would be (2) of them connected by our aluminum 4” tall x 2” wide deck joists thru bolted to both hull’s flanges on 12” centers. Is this acceptable?
No
2. Fusion marine radio and speakers, or equal.
We would install our house system that is furnished by JL Audio, prefer them to Fusion, is this acceptable?
Yes
3. Garmin GPS installation, or equal (GFE if provided by agency).
We prefer to install the customer’s Garmin so that they pick what they want and hold the warranty, is this acceptable?
Yes
4. Garmin HD 18” radome installation, or equal (GFE if provided by agency).
Please purchase your own and we will install, is this acceptable?
Yes
5. Garmin thru-hull transducer installation, or equal.
Please purchase your own and we will install, is this acceptable?
Yes
6. LED police light bar installation, or equal.
We have not done this before, but please specify exact model or provide such and we will install Whelen light bar or equivalent
7. Siren installation, or equal.
We have not done this before, but please specify exact model or provide such and we will install Whelen siren or equivalent
8. Whelen WPA Control Siren Box installation, or equal.
We have not done this before, but please specify exact model or provide such and we will install Whelen WPA Control Siren Box or equivalent
9. Police radio installation (GFE).
We have not done this before, but please specify exact model or provide such and we will install Motorola APX 8500
10. Stryker LED spotlight installation, or equal.
We have not done this before, but please specify exact model or provide such and we will install Stryker LED spotlight or equivalent
11. Center console with locking side-door access.
Is this referring to the driver’s helm/console? …..our fiberglass console is 30” wide x 3” long x 48” tall and has a driver side entrance for shelving but no locking doors. For lockable storage, we do provide a 3’ long x 18” wide x 18” tall dockbox (w/ seat cushion and backrest) that opens for storage and can be locked, please confirm Only accept what is in the specification documents at this time.
12. Console with flush deck floor and internal false floor Can you please clarify what is meant by “console with flush deck floor and internal false floor”? Any additional details or examples would be helpful.
The deck of the interior flooring in the center console must be flush or have a false floor to make flush with deck.
13. 18” x 30” recessed, lockable electronics box.
Can you please clarify what is meant by “18” x 30” recessed, lockable electronics box”?
Any additional details or examples would be helpful.
Center console must have a recessed lockable electronics box to house electronics and keep them secure and out of the environment.
14. Clear acrylic windshield (minimum 21” height).
We can do this if you are just having a smaller t-top with need for front strataglass windshield?
Only accept what is in the specification documents at this time.
15. Leaning post with fold-down footstep.
We have one of these that we make, is this acceptable?
Only accept what is in the specification documents at this time.
16. Deck bonded with Plexus methacrylate, or equal.
Our deck is ¾” coosa board that is fastened to our aluminum c-channel deck joists on 12” centers. This composite decking surface is fiberglassed with (2) layers of 1.5oz matt fiberglass …..then sealed with a final coat of non-skid gelcoat in a customer selected color, is this acceptable?
Only accept what is in the specification documents at this time.
17. Watertight under-deck storage.
We can do this but please recognize that it costs more to modify the frame and create storage compartments that have watertight hatches. This quote has (1) port hatch into the port hull compartment and (1) starboard hatch into the starboard hull …..each compartment is ~60’ long x 48’ wide x 40” deep, will this be enough storage?
Only accept what is in the specification documents at this time.
18. Non-skid deck/cockpit.
As noted before, our deck is finished with a non-skid gelcoat. Can you please clarify what is meant by “cockpit”? Further details would be helpful A cockpit on a vessel is the area where the boat is steered, controlled, and navigated—basically the command center for operating the vessel.
19. Foam flotation and self-bailing cockpit.
Given our USCG approved design with airtight/water tight compartments on 5’ centers, there is absolutely no need for foam flotation. It is only needed if you have an open hull or aluminum pontoons. We do not need to use foam flotation as it is not needed, entrains water eventually when wet and overall is costly/adds unnecessary weight. Is this acceptable?
Only accept what is in the specification documents at this time.
20. Integrated dive platform and full transom.
We can do this but need more direction as we have done this many different ways …..concerned about what you want given that you only have a 10’ beam with twin 300hp outboards already at the transom. We look forward to getting further insight as to what you are trying to achieve.
There needs to be a platform on the transom to allow divers/swimmers to climb aboard from the stern of the vessel.
21. LED anchor light on hard T-top.
We can put lights anywhere for any purpose …..what is unclear to me is what type of top is on this boat. If you want to look at the website (www.ammanufacturing.com) you will see what we refer to as a “hardtop” that provides a roof up to full coverage of the entire deck.
We are quoting this boat as if it has a full cover hardtop. Please specify the type of top is needed Only accept what is in the specification documents at this time.
22. Three (3) Deka Group 27 batteries, or equal.
We actually install (4) batteries, one for each engine + a house bank of two batteries, is this acceptable?
Yes http://www.ammanufacturing.com/
23. Three (3) independent battery switches.
We install (4) per the above design, is this acceptable?
Yes
24. Three (3) LED chart lights installed in T-top.
Please clarify what type of roof is needed …..full cover, 2/3 cover or a traditional T-top over just the driver’s helm station?
Only accept what is in the specification documents at this time.
25. Garmin GPS 7612 (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
26. Garmin HD18 radome (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
27. Icom VHF Radio (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
28. Stryker "Go Light" LED spotlight (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
29. Seven (7) Rigid Industries LED boarding lights (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
30. Police radio and antenna (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
31. Garmin thru-hull transducer (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
32. Seaview radar plate and mount, or equal.
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
33. Whelen light bar and siren equipment (GFE).
We can install, but we need instructions and specs on where to mount it and how it should connect and be integrated into the other systems This information can be provided.
34. Seating Is there a need or requirement for seating of any type?
Only accept what is in the specification documents at this time.
35. Would you consider a non-stepped hull and solid FRP hull construction (non-Cored Hull)?
No
36. Will the customer entertain an equal or superior solution utilizing an aluminum hull?
No
37. Section II of the Equipment Specification calls for “hand-laid fiberglass using multi-directional fabric and foam-cored stringer system” and “100% vinyl ester resin construction.”
Would the Government consider an alternative hull material under an “or equal” basis, specifically High-Density Polyethylene (HDPE) construction?
No
38. We are able to offer marine-grade aluminum alloy hulls instead of hand-laid fiberglass.
Our aluminum hulls come with a lifetime warranty, ensuring durability and long-term performance.
Could you please confirm if this equivalent proposal would be acceptable?
No
39. Would the agency consider the following as an equivalent:
No
Commercial Boston Whaler boat with the Unibond system which includes some organic prefabs (plywood). No Coosa Transom.
Would they access slightly different vessel specs Beam: 9’4” Draft: 26” Fuel: 194 gallon Fusion Marine radio- JL Audio Electronics- Simrad (or CBM installed)
Trailer: other brand Trim tabs- not Kiekhaefer – will be Lenco
40. What are the intentions of the lift rings?
Lifting the vessel using crane or hoists and for maintenance and transport.
