About this file
This document is a Questions and Responses file for a Virgin Islands National Park vessel procurement solicitation (140P5425Q0029). The solicitation seeks a minimum 32-foot vessel with specific technical requirements, including a preference for a 33-foot vessel with a step hull and twin 350 V10 engines. The questions and responses clarify technical specifications, indicating flexibility on vessel length (33 feet is acceptable) and hull design, while maintaining specific requirements such as preferring an infused vinylester resin hull over Unibond construction. The responses provide detailed rationales for technical preferences, emphasizing the vessel's intended use for border security initiatives in challenging maritime conditions with sea states ranging from 5 to 7 feet.

QUESTIONS AND RESPONSES
VIRGIN ISLANDS NATIONAL PARK – PROCUREMENT OF MINIMUM 32 FOOT VESSEL
STEP HULL, W/TWIN 350 V10 ENGINES, AND TRAILER – 140P5425Q0029
Note: The following questions were received prior to the deadline for questions which was 07/09/2025 at 12:00PM EST as per the solicitation.
1. Is a 33’ boat acceptable?
Yes, a 33-foot vessel is acceptable, as anything shorter would compromise the vessel's effectiveness. Given that sea conditions often range from 5 to 7 feet, this size provides the optimal balance of stability and performance. A 33-foot vessel is better equipped to patrol our international border waters and respond more accurately and swiftly than a smaller craft.
2. Is a non-stepped hull acceptable?
With this hull design, the vessel can achieve higher speeds more efficiently, and both lift and trim are more controllable across the entire speed range. This provides the operator with greater stability, reducing the need to manage these factors manually—especially critical during high-speed vessel pursuits. The overall goal is to enhance efficiency and handling at all operating speeds. This will also factor the area of operation.
3. Is the infused vinylester resin hull a hard requirement? We are able to provide a Brunswick Commercial Boston Whaler boat with Unibond construction.
While I understand the advantages of Unibond construction, vinylester resin offers superior impact resistance, fatigue resistance, and lower water absorption. Both materials are strong, but given the intended operational use of this vessel, vinylester is the more suitable option.
We have previously procured vessels constructed with Unibond, and due to environmental factors, we found ourselves needing replacements sooner than anticipated. Considering this vessel will primarily support border security initiatives, vinylester construction would better meet our durability and performance requirements at this time.
