About this file

This document is a set of questions and answers (Q&A) related to a federal contract opportunity for an Integrated Pest Management Plan for museum collections at Canaveral National Seashore. The Q&A provides clarification on aspects of the Statement of Work, including the ability to assess the space, the expected training format, and the implementation of the plan. It also indicates that the goal is to evaluate the storage and display spaces rather than the individual collection items. The related federal contract opportunity is a combined synopsis/solicitation for commercial items to provide an Integrated Pest Management Plan and Museum Housekeeping Plan for Canaveral National Seashore. The solicitation is a total small business set-aside with a response due date of June 12, 2024 and an anticipated award date at the end of June 2024. The contract will be a firm fixed price purchase order with a performance period of up to one year.

140P5424Q0023 Atch 1 to Amendment 1

Ensure to acknowledge receipt of all amendments by one of the methods identified in Block 11 of SF30

Question #1: How can we submit a proposal without seeing the actual work that needs to be done? It would be beneficial to actually see the area first.

Answer: Assessing the space is part of the contract so in lieu of a site inspection, see attached photos of and/or building footprints (Atch 2 to Amd 1 Floorplans and Photos.pdf)

Question #2: Does the NPS have floorplans of all applicable collection storage and display spaces?

Answer: See question #1.

Question #3: Is the NPS staff training outlined in SOW section 3.B. expected to be in-person? If so, can this occur during the inspection/survey site visit?

Answer: Training doesn't have to be in person. It can be via video conference toward the end of the contract period or during the site visit.

Question #4: Per SOW section 4.C., "contractor will implement initial steps of the plan". Is this meant to imply in-person implementation, or will the contractor's detailed instructions of traps numbering, and trap locations be carried out by NPS personnel?

Answer: The intention was for the awardee to number and set traps, conduct any housekeeping tasks, and/or other action items outlined in the plans.

Question #5: Approximately how many museum collection items are within the scope of this project?

Answer: Individual museum objects aren't going to be evaluated as part of this project, so those numbers aren't relevant. There are 67 objects on exhibit, but I do not have information about where those objects are within the park or numbers of objects stored in each location. The goal is to evaluate the spaces in which objects are stored/displayed. There may be objects that get individual assessment based on how they are stored or displayed but that is not the purpose of this document.

Question #6: Approximately how many museum collection items are located on each site within the scope of this project (Collections Building, Eldora House, Leeper House, Seminole Rest) Answer: See question #5.

Question #7: When will the COR be assigned for this project?

Answer: Upon award.

Question #8: Have the readers/signatories for the report been assigned? If not, when is that anticipated?

Answer: The readers will be relevant park staff and the COR (me, presumably). This type of document requires signature from the park curator and the superintendent but approval from the COR will be sufficient for the contract to be considered complete.

Note: Any answers or clarifications that add to or change any information currently in the statement of work (SOW) will be incorporated before award. Acknowledgement of these answers demonstrates offeror’s receipt of updated info.
