Solicitation #140P5423R0004
HID Pre‐Solicitation Site Visit Questions and Answers
1. Where is there water that we could use to mix our herbicides with?
Answer: Behind the DBC building. DBC is the building where we met to start the day off.
2. What is the toe of the mound?
Answer: The toe of the mound is where the soil from the mound stops, and the adjacent restored wetlands begin. It is not a straight line. From a treatment perspective, in general, you would work within 10 feet out from what you might consider the toe. Some of the species growing on the mound might extend out and appear to be in the adjacent wetland.
However, if a patch of say Urochloa for example is growing on the mound and extends out from what is perceived to be the toe please treat. Otherwise, the Urochloa will simply grow back up on the mound. The species we are asking you to treat do not grow out in the adjacent wetland (or at least not well at all). So, if the species we are asking you to treat is growing out from the perceived toe of the mound that means that some of the soil from the mound is present. However, again, in general, I think 10 feet from the perceived toe of the mound is a good metric.
3. Can we stage equipment at the DBC and or on the mounds overnight?
Answer: Yes. However, regarding herbicides, as the IDIQ states, you must adhere to laws and regulations regarding the storage of herbicides that are unattended. Also, your expectations for how you would like to stage and where you would like to stage must be detailed in the proposal.
Note: We did discuss security. I indicated that there is a low likely hood that vandalism could occur if equipment is left on sight, however, both government property and equipment on previous contracts have been vandalized. It does occur. It is incumbent on the contractor to be responsible for the security of their equipment.
4. Can we use Buggies, ATVS and the like?
Answer: Yes. However only on the unpaved, unimproved roads. And on the mounds. These types of vehicles cannot go off the unimproved roads or mounds into the adjacent wetlands.
We do not recommend using these vehicles on the slopes of the mounds, especially during the rainy season. They are likely to get stuck.
Note: Please make sure that the work crews, the drivers of the vehicles know that they need to stay on the unimproved roads and do not try to widen the roads to avoid the many holes and bumps in the road.
