The contractor is also responsible for displacing standing water by placing new fill if needed during construction. While environmental permits have been obtained by the government, the contractor must arrange for utility work. Gravel specifications for the road are provided in section 32 11 00 of the solicitation.

Questions and Answers Raise Elevation of Salem Tower Access Road Solicitation 140P5421R0031
At the site visit it was mentioned that the contractor is responsible for coordinating with utility company to raise the existing overhead power lines where they cross over the road. Does the contractor have any responsibility for the costs associated with raising the power lines? The Contractor shall contact and arrange for the work of the utility companies to raise the overhead utility lines. This includes both the power (FPL) and fiber optic (ATT). Any costs charged by the utility companies associated with this work will be paid by the Government.
Is it the contractors responsibility to remove existing debris piles roughly 15 yards to the west side of the road? There is debris (trash and waste material dumped at the site) that needs to be removed in the mitigation area. It includes the rusted remains of an old vehicle and other miscellaneous trash and garbage. No hazardous materials are anticipated to be found. The Contractor shall be required to remove and dispose of this debris. If the quantity of debris exceeds the rusted vehicle and two full 20-cy dumpsters, an equitable adjustment to the contract will be made to account for the quantity of additional material. Will dewatering be permitted? The work is scheduled to be done during the time of year when the water will be at its lowest. At that time, it is anticipated the water level will be much lower than the current level. If some standing water remains on the site, it is anticipated the contractor can displace the existing water by placing the new fill.
Is all permits and fees by owner? No building permits are required on federal lands. Environmental permits have been obtained and paid for by the Government including the mitigation credits required when filling wetlands.
What is the estimated dollar budget for this project? See Project Magnitude in Section A of the solicitation.
Will the utility company be able to de-energize or raise overhead wires, so that contractor can construct their work?
