Questions Regarding 140P5421Q0057

1. Do you have a breakdown on the programs that are currently in 4K and HD? No the majority of the videos are in SD. Some of the newer ones will likely be in HD.

2. Will the vendor be expected to upres the existing HD material to 4K .mov files as the final two versions of captioned/ AD deliverables? No, video quality can remain the same as provided. We simply need AD and captioning added.

3. Or, will the vendor deliver HD files as HD, again in two versions: captioned and AD , and the 4K programs as 4K in the two versons? Yes, in the same format as provided.

Please note, the majority of the videos are in SD, but some of the newer ones will likely be in HD.

4. Does NPS require a separate document /factor/ volume for the four criteria requested in the RFQ:

a. (1) Specialized Experience, (2) Technical Approach, (3) Past Performance, and

(4) Cost

b. Or can the vendor include all of this in one proposal? Please include it as part of one proposal.

5. Do you have a preference or standards as to how the captions or audio descriptions are added to the uncompressed videos? Can this be a Quicktime Caption track on the MOV file? The caption file will need to be either a .XML, .DFXP, .SRT, or .VTT file to be compatible with our website. The audio description file is an additional video file with added audio track(s) and must be in one of the following formats: .AVI, .MOV, .MP4, .M4V, .WMV, .ASF, .MPEG, .MPG, .3GP, .3G2 to be compatible with our website.

6. For the compressed video is there a particular HDR format desired or is it SDR (standard dynamic range) for the compressed video? The majority of the videos are in SDR. Some of the newer ones will likely be in HDR. We would expect the deliverables to be in the same format as the originals. HDR10 is acceptable.

7. For the compressed video can the caption data be a sidecar file such as a webvtt caption file? Is there a particular web player this is targeting? The caption file will need to be either a .XML, .DFXP, .SRT, or .VTT file to be compatible with our website. We would also need it to be compatible with YouTube (supported formats that overlap our website’s supported formats include: .DFXP, .SRT, or .VTT).

8. For the compressed versions should the audio descriptions be additional audio tracks in the same file or be separately compressed with only the audio descriptions as the audio track? The original audio track must be preserved in the separate video that has audio descriptions.

9. Is the audio 5.1 or stereo? Stereo

10. Will the NPS grant an extension to 9/14 or 9/13 for submitted responses? Not at this moment. Due date for responses is 09/07 at 3PM EST.

11. Will the delivery timeframes vary depending on how long the video is, or will each video be expected to follow the outlined timeframe regardless of length? Delivery time frames and schedule for the longer videos can be adjusted, but it is highly unlikely that a batch will contain more than 3 of the hour-long videos.

12. Does NPS anticipate most videos requiring extended audio descriptions or standard audio descriptions? Yes, we expect that most of the videos will require extended audio descriptions.

13. Under WCAG Success Criterion 1.2.6, it’s listed that prerecorded sign language interpretation must be provided to achieve Level AAA status. Is this something NPS will be pursuing outside of this scope? No And if not, would NPS be interested in pricing for this step of compliance? No

14. Under WCAG Success Criterion 1.2.8, it’s listed that an alternative for prerecorded time-based media must be provided to achieve Level AAA status. This is typically done in the form of a remediated transcript. Does NPS have interest in remediation for time-based media alternatives? No

15. Pertaining to the 10-12 batches of videos:

Minimum possible total batch duration? 30 minutes

Maximum possible total batch duration? 4 hours

If the above two are currently unknown, do you expect the 1-hour videos be spread across the batches or grouped together in a batch? Yes, the one-hour videos could be spread across the batches or the processing time could be extended.

16. Are you looking for final deliverables to be media (caption-embedded/subtitle-rendered video and open-described videos), sidecar file types, or both? We want separate caption files in one of the formats required by our website and video files with the audio description audio tracks added. Each video needing remediation will need two files returned, one caption file and one audio-described video file. The caption file will need to be either a .XML, .DFXP, .SRT, or .VTT file to be compatible with our website. The audio description file must be in one of the following formats: .AVI, .MOV, .MP4, .M4V, .WMV, .ASF, .MPEG, .MPG, .3GP, .3G2 to be compatible with our website.

17. Will work be granted to one vendor or split among multiple vendors? One vendor

18. Will questions be visible to all bidders? Questions will be posted as an amendment to the solicitation for all to see.

19. Do you plan to upload two different versions to YouTube (one with and one without

AD)? Yes

20. Where are videos on the park website hosted? ( Embedded?)Hosted on nps.gov, the

National Park Service’s website. Many of them are displayed here: Everglades National Park Videos - Everglades National Park (U.S. National Park Service) (nps.gov) What are the CC and AD standards for that video player? The caption file will need to be either a .XML, .DFXP, .SRT, or .VTT file to be compatible with our website. The audio description file is an additional video file with added audio tracks and must be in one of the following formats: .AVI, .MOV, .MP4, .M4V, .WMV, .ASF, .MPEG, .MPG, .3GP, .3G2 to be compatible with our website.

21. What are the CC and AD standards for the NP Gallery video player? The caption file will need to be either a .XML, .DFXP, .SRT, or .VTT file to be compatible with our website.

The audio description file is an additional video file with added audio tracks and must be in one of the following formats: .AVI, .MOV, .MP4, .M4V, .WMV, .ASF, .MPEG, .MPG, .3GP, .3G2 to be compatible with our website.

22. Will you need compressed and uncompressed versions of every video? The audio description file is an additional video file with added audio tracks and must be in one of the following formats: .AVI, .MOV, .MP4, .M4V, .WMV, .ASF, .MPEG, .MPG, .3GP, .3G2 to be compatible with our website.

23. Will you need AD for every video? ( Seminars included?) Yes, we anticipate that these will be presentation style with a stationary speaker and PowerPoint style slide show.

24. Are the 1 hour 2022 seminars going to be exactly 1 hour every month or can they vary in time? The times may vary slightly, but we estimate them to be between 45 minutes and 1 hour 15 mins.
