Everglades National Park Miami Dade County
Coastal Debris and Derelict Vessel Cleanup:
PMIS #245917 Improve visitor safety by removing displaced boats (Irma)
STATEMENT of SERVICES: The National Park Service (NPS) is anticipating an award of a single service contract for removing coastal debris and stranded derelict boats from Florida Bay in Everglades National Park. The qualified contractor shall have the experience to provide the following services: conduct in-water fieldwork to locate, remove and lawfully dispose of coastal debris and derelict vessels in accordance with (IAW) all Federal, state and local regulations; write a work plan; minimize impacts to natural resources; identify, remove and lawfully dispose of hazardous materials IAW all Federal, state and local regulations; attend meetings and write brief summary reports.
The contractor shall provide all equipment, such as, but not limited to, watercraft.
CONFIDENTIALITY: The information developed under this contract is the property of the U.S. Government and shall be kept in strict confidence.
PERFORMANCE PERIOD: The work on this contract shall be for a period of six (6) months from the date of award. The work shall be conducted only Monday through Friday, during daylight hours. Any requests to work on weekends must be coordinated in advance with the Contracting Officer’s Representative (COR). The Contractor shall not deviate from the Monday through Friday schedule without receiving written concurrence from the COR.
Background Everglades National Park’s Florida Bay is impacted by debris and stranded vessels. The debris and derelict vessels are a source of pollution (soil and water contamination). It is possible that some of the debris or vessels still contain petroleum products such as oil and gas, batteries or other hazardous waste. These materials can remain in the ecosystem for years or they can enter the food chain. Some of these substances are toxic to plants, animals and human environment.
Marine debris and vessels may also damage valuable habitat both when the material is pushed into place and if it continues to move. Marine debris and derelict vessels may also harm wildlife indirectly, by displacement and/or by damaging habitat. NPS wants to remove this pollution, prevent contaminants from entering the soil and water and minimize impacts to coastal habitats. The debris and vessels are located either on shore or in very shallow water. Specialized equipment (i.e. such as shallow draft vessels or float bags) will help to minimize impacts to resources (i.e. seagrass beds) and with removal efforts.
The Contractor shall propose pricing for the items in the provided bid schedule. Pricing shall include labor categories, wage rates and hours of effort per labor category. Pricing shall include all effort and costs for the removal and disposal of vessels, debris at a county approved landfill or recycling facility and for the proper disposal of all pollutants found in the vessels or debris.
STATEMENT OF WORK:
Task 1: Post Award Meeting.
The Contractor and all the principle team members shall meet with NPS representatives to clarify tasks, discuss logistics and schedule.
Deliverables
• Project meeting. Post award site visits with NPS Representatives.
• Confirm Delivery Date of Work Plan (Task 2)
Task 2: Work Plan, Project Schedule The Contractor shall submit a brief work plan and project schedule for review and acceptance by NPS representatives. The Work Plan shall include but not be limited to describing the technical approach or methodology of removal of material from each site.
Refer to Figure 1 for a map of the approximate locations of the six (6) debris sites. The plan shall include the numbers and types of equipment and staffing requirements. The plan should briefly describe for each site, what the anticipated resource impacts are going to be (i.e. cutting trees, submerged vegetation or substrate). The work plan shall also include a Safety Plan and a Disposal Plan. As a part of the Safety Plan, the Contractor shall be responsible for submitting a float plan with ENP Dispatch and shall provide a minimum of a 24 hour advance notification to either the project manager or COR when field work is going to occur. NPS representatives may conduct random or scheduled inspections of work activities. The Disposal Plan shall include a routine for taking photographs of debris and hazardous material while it is being removed and at its final disposal location. The Disposal Plan shall also describe how confirmation of lawful disposal of hazardous and non-hazardous material IAW all regulatory guidelines will be provided to NPS. Refer to Task 5 for additional detail. Contractor shall complete removal and disposal IAW the approved Work Plan schedule.
• One (1) Draft Work Plan and Work Plan schedule for review by NPS (electronic word format)
• One (1) Final Work Plan and Work Plan schedule that shall have addressed all NPS comments and edits of the Draft Work Plan and Work Plan schedule.
Task 3: Pollutants and Hazardous Waste Inventory and Removal There are four (4) locations (keys/islands or the associated shoals) where hazardous waste may be associated with coastal debris and vessels. The four (4) locations (keys/islands or the associated shoals nearby) are located in Florida Bay in Everglades National Park.
The location names and coordinates of each location that might contain hazardous materials is provided in Table 1.
All sites are within 25 miles of either Islamorada or Key Largo. EVER_29 (Porjoe Key) is approximately 25 miles north of EVER_4 (Buchanan Keys). All other sites reside between these two (2) locations. Distance to locations obviously varies depending on where you embark. There are boat ramps that allow access to Florida Bay located throughout the Florida Keys. Refer to Figure 1 for approximate locations and more detailed information is in Table 2.
Most of the material to be removed is located in very shallow water and is difficult to access with watercraft. In most cases, the bottom is sandy or marly with seagrass beds.
The Contractor shall inventory and lawfully remove and dispose of all hazardous waste IAW the Resource Conservation Recovery Act. Hazardous waste includes but is not limited to: oil, gasoline, mercury-containing lamps, batteries and air conditioning coolant.
Any pollutant or hazardous waste found at these sites must be removed prior to moving the associated debris or vessel away from the site. The pollutants or hazardous waste must be disposed of at an approved landfill. The Contractor shall have on site all equipment and materials necessary to contain any accidental discharge of the pollutants and shall be responsible for the remediation of any such discharge.
Field activities for each site must be directly coordinated with NPS representatives. Refer to Task 2, for coordination requirements.
• The inventory of hazardous waste and their masses at each site.
• Paperwork providing evidence of lawful disposal of hazardous waste IAW all Federal, state and local regulations to NPS.
• Weekly updates on work progress.
• Notify NPS when the removal of hazardous material is complete for each of the four (4) sites.
Task 4: Debris and Vessel Removal There are six (6) locations (keys/ islands/surrounding shoals) in Florida Bay in Everglades National Park where debris and vessels need to be removed. Four (4) associated with Task 3 and two (2) additional locations. The location names and coordinates of each location is provided in Table 1. Contractor shall complete removal and disposal IAW the approved Work Plan schedule.
No personal property, equipment or materials, with the exception of scrap metal, may be salvaged from the debris or vessels by the Contractor unless explicitly authorized by NPS. All scrap metal is to be removed from the vessel for recycling. The proceeds from the recycling may be retained by the Contractor to help defray disposal costs.
When NPS representatives conduct final inspection of the project site, it shall be free of any hazardous material, debris, or equipment. Any material or equipment identified by
NPS representatives at final inspection of each site shall be removed at no cost to the Government.
Debris and vessel removal activities for each site must be directly coordinated with NPS representatives. Refer to Task 2, for coordination requirements.
• Debris and vessels removed from the six (6) sites shown in Table 1.
• The Contractor shall remove all material associated with and in the vicinity of the debris or vessel at each of the six (6) project areas.
• Paperwork providing evidence of disposal of debris and vessels IAW all
Federal, state and local regulations to NPS.
• Weekly updates on work progress.
• For each vessel or debris project site, notify NPS representatives when removal has been completed for each of the six (6) sites and that the individual site is ready for inspection by NPS.
Task 5: Documentation and Final Report.
The Contractor shall submit a brief final report after completion of all work. The report shall summarize cleanup activities, methods, problems encountered for each site and shall include evidence (receipts) of lawful disposal of debris, vessels and any hazardous waste IAW all Federal, state and location regulations. Receipts must be legible and describe the type and quantity of material disposed by weight and/or volume. Required documentation includes photographs of the debris or vessel as it is being removed, while it is located on the contractor’s barge or upland staging area and its final disposal point (i.e. at landfill). All photos shall be labeled with the site ID (i.e. EVER_29).
• One (1) draft of the final report for review by the NPS (in electronic word format).
• One (1) Final Report in electronic format that shall have addressed all NPS comments and edits in the draft report.
• Evidence (receipts) of lawful disposal of hazardous waste IAW all Federal, state and local regulations.
• Evidence (receipts) of lawful disposal of coastal debris, vessels IAW all
Federal, state and local regulations.
• Photo documentation as described above.
