Questions and Answers 140P5324R0033 Blue Ridge Parkway Vista Tree Cutting Contract Questions
1. Question: On the parkway looking at the trees and noticed that there are more dead trees than the log sheet specifies, and they’re not marked. Will there be an NPS representative on site with the crews to specify which trees are to be taken down?
Answer: NPS will mark all the trees that need to be cut down. The contractor may schedule a time to mark the trees with the NPS representative, but a representative will not be always present while the work is happening.
2. Question: Will target trees be marked or otherwise identified by NPS personnel?
Answer: See answer to question 1.
3. Question: Are all trees located within the footprint of the vista or adjacent woods line? Or can they be located in the woods or across the roadway?
Answer: The trees are located on both sides of the roadway.
4. Question: Are any trees anticipated to fall into the roadway?
Answer: It is the contractor’s responsibility to minimize trees falling into the roadway. Any damage to the road or roadway structures (i.e. curbing, retaining walls, signs, drainage features) as a result of felling trees for this contract will be repaired at the contractor’s expense. The contractor shall use the specified traffic control measures to minimize the risks of motorist using the road.
5. Question: What level of damage to surrounding vegetation is acceptable? Does the government expect any technical aerial removal to prevent vegetation damage or can all trees be felled in one piece from the ground?
Answer: Damage to adjacent vegetation is acceptable but should be minimized to the greatest extent possible. It will be the contractor’s responsibility to eliminate any additional hazards that result from felling such as widow makers, spring poles, or adjacent trees inflicted with non-recoverable damage. Technical aerial removal may be done at the contractor’s discretion provided safety standards are met but is not expected.
6. Question: Once on the ground, do trees need to be limbed and/or bucked?
Answer: All cut trees within the limits of the contract shall be cut, de-limbed, and made to lay flat and parallel to the ground unless otherwise specified. Fallen trees and woody debris will be left on site as aesthetics and safety allows. If the tree falls outside the mowed zones or boom axe zones, bucking into smaller pieces is not necessary provided branches, trunks or limbs are parallel to the ground. If the tree falls within the mowed or boom axe zones, the contractor must haul off site or chipped into the forest. Wood chips must not accumulate to a depth greater than 4 inches. Trees must not be felled in a way that creates a risk of rolling down hill towards a target of life or property (i.e. parking lots, trails, roads, signs, structures).
Trees felled above a target that lay perpendicular to the direction of slope must be removed to eliminate the risk.
7. Question: Most of the locations on the Vista Tree Cutting Log were easy to see. However, at some of the vistas there were no visible trees that appeared to be diseased/dead. How will the contractors know for sure what work is to be done at each vista?
Answer: See answer to question 1
8. Question: Some of the locations appeared to have trees that were very dead. It is possible that by the time the contractor begins work, those trees may have already fallen. Is there a plan in place for that scenario?
Answer: The bid schedule does not identify specific trees that need to be cut and only standing trees will be marked. If a tree falls on its own after it gets marked, the contractor will provide a credit to be used to remove an alternate tree or eliminated from the value of the contract.
9. Question: Many of the vistas I observed listed multiple trees to be cut. However, I could not identify the number of trees listed. Similar question to number [7] - how do we as contractors make sure we are cutting the correct number of trees?
Answer: See answer to question 1
10. Question: Are any of the trees to be cut outside of the vista viewing area? For example, on trails, parking areas, etc Answer: Trees to be cut are on either side of the road adjacent to vista clearings. Some trees may be close to parking areas or trails.
11. Question: To clarify the PWS states that the Hazardous Substance Cleanup Plan, proof of insurance, QCP, Past performance, Safety Plan, Schedule, and Technical Proposal are all to be submitted with the offer.
Answer: We will be evaluating offerors based on page 49 of Solicitation. - "Hazardous
Substance Cleanup Plan, proof of insurance, QCP, Past performance, Safety Plan," are required after award.
12. Question: There is currently no funding for this project, correct?
Answer: There is funding for project. There may not be enough for all options. Government will award based on availability of funds.
