About this file
This document contains questions and answers related to federal contract opportunity 140P5323R0034 to rehabilitate campgrounds within Blue Ridge Parkway. The opportunity involves installing ADA compliant concrete pads and picnic tables at campsites, as well as fire rings and gravel bases. Acceptable materials include 57 stone for non-ADA site bases, 4,000 psi concrete for ADA pads, and 11-inch tall fire ring walls for standard sites. While the specified picnic table supplier is in California, alternative proposals will be considered if more cost effective while meeting durability and accessibility requirements. Site mixed concrete is acceptable for small fire ring anchors but not main ADA pours. Commercial vehicles performing the work are allowed on the Blue Ridge Parkway despite some load and axle restrictions.

Questions and Answers
140P5323R0034
1. Question: Page 3 of the statement of work states to allow 500 SF of concrete pad, with a part of this being a 16' x 24' pad , for the ADA campsites. This would leave about 29' of
4' wide sidewalk. Does the 16' x 24' pad also house the tent and fire ring ?
Answer: The 16’ by 24’ pad is intended to house the picnic table (which is 7’ long and requires a minimum 3’ clearance around) and the fire ring (which requires a minimum 4’ clearance all around), and still accommodate flow through to the tent pad and bear proof food storage containers. The 500 sq is a max average per site. The extra volume is to allow for 5’ sidewalk to and from the site parking and bathroom sidewalk/access.
2. Question: The layout of campsites on page 6 of the statement of work does not match the
500 SF of concrete for the ADA sites? They show 16' x 16' or 18' x 12' tent sites, 14' x 24' sites for picnic tables and fire rings?
Answer: That layout features smaller picnic tables than those this contract asks to be installed and is show as an example layout and to demonstrate spacing.
3. Question: Will there be additional asphalt paving required? Price schedule does not indicate any?
Answer: The scope of work for this project does not have asphalt paving work, though there is concrete work. Contractor to be mindful of edge of asphalt, if broken contractor will be expected to repair.
4. Question: Can we use stone aggregate to fill holes and reinforce existing conditions for new equipment loads. I know that the park does not allow outside soil to be brought onsite.
Answer: Contractor can use stone or approved fill dirt to fill voids/holes, sources will need to be inspected by NPS natural resource staff unless certified as weed free. It is true that soil can be very difficult to source where gravel is often easier.
5. Question: What gravel material do you require for the pads at the non ADA sites?
Answer: 57 stone is to be used as structural and drainage support for under new tables as base
6. Question: A quantity of (48) Standard Fire Rings: L-32/__/TB (I need to know how high the sides are specified to be on these fire rings.)
Answer: The Non-ADA fire rings will need to be at least 11” high. (Scope specified the non-ADA fire rings will be at least 11” tall to prevent spread of fire; L-32/11/TB 32” with tip back anchors).
Please note the ADA sites have a different specified fire ring. (Pilot Rock FSDW-
30/18/TB Wheelchair Accessible Double-Walled Firering for accessible sites)
7. Question: Do you have an alternative approved picnic table supplier? The one specified is in California and the freight to VA costs more than the tables.
Answer: We prefer the tables specified due to know durability, however we would be very open to you can proposing a similar table that had a concrete top, is ADA accessible at both ends, has a steel bench/frame to attach the locust/white-oak benches too and is made for high use 50+ year life cycle it can be considered now to allow for consideration before bid period ends.
Previously ordered tables were the 100FSS, 92"SmoothTop Picnic Table FS legs, and custom steel plates for benches (no concrete benchs), natural acrylic sealer on concrete, epoxy coated rebar, and custom lumbar hardware package for wood bench seats at 2.75"x11.5"x92" for bolts to attach to table.
8. Question: The concrete supplier has raised concerns about the ability to use the Blue
Ridge Parkway due to the restrictions of commercial vehicles, weight restrictions and limits on the number of axles allowed. It is my understanding that the NPS operates the
BRP and has authority over the BRP. Will the NPS allow the necessary traffic to perform this contract to use the BRP?
Answer: I have attached the load limits for the Parkway, and yes commercial vehicles preforming work for the Parkway/NPS are allowed on the parkway.
9. Question: An exception for these limits will need to be made to allow to allow for more than 2 axle trucks to deliver materials.
Answer: See above remarks and attachment.
10. Question: Also, will site mixed concrete be acceptable?
Answer: Site mixed concrete is acceptable for the small tip-back anchor pours for the fire rings. For the 4,000 psi or greater ADA concrete work, site mixed will not be accepted.
