Solicitation 140P5322R0027, GRSM Roadside Bollards Vendor Questions/Park Response

Vendor Question: 1. Does the park service think we will hit rock and if we should plan to drill through it?

Customers Response: 1.

Rock may be encountered. Vendor should be prepared to install bollards according to the statement of work.

Vendor Question: 2. Can we propose a rock clause that qualifies cost to be paid if rock is encountered? Historically rock causes the process to take roughly 4 times the amount of time to drill versus dirt.

Customers Response: 2.

No, this is a firm-fixed contract. It is your responsibility to visit the sites and determine. Your quote should reflect the possibility of rock being present.

Vendor Question: 3. Is the contractor required to pay for utility locating at each location?

Customers Response: 3.

Yes, the contractor is responsible for verification that utilities are located prior to excavation. This is typically accomplished by contacting 811, a free service. The Park will provide any known utility information.

Vendor Question: 4. Are there known waterlines or undetectable utilities to be aware of at any of the locations?

Customers Response: 4.

Most utilities would be identified through one call 811. The private waterline at Big

Creek would be marked by the Park.

Vendor Question: 5. Can the park service advise which of the various locations it believes will require traffic control or lane closures?

Customers Response: 5.

The contractor would need to follow all MUTCD Temporary Traffic control standards at all locations.

Vendor Question: 6. Can the park service provide the posted weight restrictions for the various roads accessing the sites?

Customers Response: 6.

Department of Transportation weight restrictions should be utilized.

Note: the road to one site, Big Creek, is gravel all other roads are paved.

Vendor Question #7: What is the Period of Performance, not clear.

CO Response question #7:

On the SF-1442 it states: 90 days after Notice to Proceed is issued. Start Date: 11/8/2022

I'm planning on having this awarded the week of 11/7.

I allow 10 days to provide all the documents needed to be issued an NTP. Then the contractor will have 90 days to complete the project. If there are weather delays, I will address and extend if needed.

8. Will a standard dressed (S4S) 6x6 be acceptable? It will be approximately 5 ½” x 5 ½”. Or do they need to be full sawn 6”x6”?

Response: Acceptable

9.Will a #1 grade timber be acceptable or is there a specific grade requirement?

10. Will a treatment type of 0.60 PCF of CCA-C, which is UC4B ground contact be acceptable?

11. Are the bollards concreted or packed with dirt?

they should be packed with dirt or alternatively they can use aggregate base stone.

12. Will contractors be responsible for removing any existing bollards?

There is no bollard removal associated with the contract.
