STATEMENT OF WORK:

“Exterior Wood Repair, Gutter Realignment, and

Repainting"

DATED:

“2025”

Stones River National Battlefield 3501 Old Nashville Hwy Murfreesboro, TN.37129

1. Introduction

This project involves the inspection, repair, and replacement of exterior wood elements and repainting for the Natural Resource Building and two identical housing buildings.

The scope includes:

• Inspection & Replacement of Deteriorated Wood Elements:

o Fascia boards, rake boards, and wood trim around window casings.

o Removal and replacement of rotted or damaged sections with matching materials.

• Gutter Repairs:

o Realign and resecure sagging or separated gutters to ensure proper drainage.

• Surface Preparation & Repainting:

o Scraping and removing loose or peeling paint from rake boards, gable vents, eaves, soffits, window trim, and other wooden surfaces.

o Applying exterior primer and paint to restore protective finishes.

2. Project Tasks

Pre-construction Phase – Contractor Shall:

• Conduct a detailed inspection of the Natural Resource Building and two housing buildings to:

o Identify rotted or deteriorated facia boards, rake boards, window casings, and other wood elements.

o Document sagging or separated gutters that require realignment or securing.

o Assess the extent of loose or peeling paint on wooden surfaces (rake boards, soffits, gable vents, eaves, and window casing.

Mobilization – Contractor Shall:

• Staging & Work Zone Protection o Establish a staging area for materials, tools, and debris collection.

o Install temporary barriers and signage in compliance with ANSI Z535 to protect occupants and visitors.

• Worker Safety Measures o Provide fall protection equipment (OSHA 1926.501) for elevated work areas.

o Use dust control measures such as respiratory protection for airborne debris.

Wood Inspection, Removal, and Replacement - Contractor Shall:

• Fascia, Rake Boards, and Window Trim Inspection o Assess structural integrity of fascia, rake boards, and window trim.

o Mark and record areas requiring replacement or reinforcement.

• Removal of Deteriorated Wood o Carefully remove rotted or damaged wood sections using appropriate hand tools.

o Avoid damaging adjacent surfaces.

• Installation of New Wood Trim o Install replacement wood that matches the original in species, size, and profile.

o Fasten securely using corrosion-resistant screws or nails.

o Apply wood sealant or preservative to replacement wood to prevent future deterioration.

Gutter Repair and Realignment – Contractor Shall:

• Inspection of Existing Gutters o Identify sagging or separated gutter sections that require repair.

o Verify downspouts are properly secured and functional.

• Installation & Adjustments o Reattach or realign gutters to ensure proper drainage and prevent water damage to fascia boards.

o Reinforce mounting brackets where necessary.

Surface Preparation and Painting – Contractor Shall:

• Scraping Loose or Peeling Paint o Use manual scrapers, HEPA sanders, or chemical strippers where appropriate.

• Surface Priming o Apply exterior primer to all prepped wood surfaces.

o Ensure proper adhesion before applying the final coat of paint.

• Final Painting o Apply two coats of low-VOC, high-quality exterior paint for durability.

o Use brushes or sprayers to achieve a uniform finish. (See section 5: Quality

Requirements).

3. Work Restrictions

• Work Hours: Park hours are from 7:00 AM until 4:00 PM. The Contractor may plan to work on site from 7 AM to 4:00 PM Monday thru Friday; except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractor shall not work outside of these hours, without prior approval from STRI Facility Manager.

• All employees working on the job site shall be legal to work in the United States of America and not be a prior convicted felon.

• The contractor is responsible for all materials and equipment on the job site at all times.

4. Codes, Standards, and Regulatory Compliance

• OSHA Safety Standards:

o 29 CFR 1926.501: Fall protection for ladder and scaffolding work

• ANSI Standards:

o ANSI A300: Best practices for wood repairs and maintenance.

o ANSI Z535: Proper warning signage for work areas.

• Additionally, all offerors shall comply with any and all other applicable industry-specific codes, standards and regulations that may govern or impact the Statement of Work, whether or not expressly identified herein.

5. Quality Requirements

• Material Selection: New wood trim must match existing dimensions, profiles, and species.

• Paint Application: Use high-quality, low-VOC, satin finish, exterior paints such as

Sherwin Williams Emerald Exterior Acrylic Latex or an equivalent. Paint colors for Trim and Soffit located on the attachments page (see attachment).

• Inspection and Testing: Verify wood conditions before replacement and text paint adhesion before final coating.

6. Temporary Facilities and Controls

• Work Zone Protection: Install barriers and signate per ANSI Z535.

• Contractor shall provide all safety equipment to include warning cones and barricades while on site to ensure the safety of staff, visitors, and the public.

• Debris Containment: Contractor shall collect and dispose of all wood and paint debris properly for all work areas. Old wood must be properly contained and disposed of.

7. Submittals

• Contractor shall submit a safety plan for approval.

• Contractor shall submit material & paint specifications for approval.

• Contractor shall submit a Quality Inspection report document that includes a signature block for the jobsite superintendent to sign after inspecting the finish work of each phase.

• All submittals shall be on the Government CM-16 form and approved by the project

COR.

8. Substantial Completion and Final Inspection

• Contractor shall submit a written request that the project is complete and request a final inspection. The COR will complete the inspection.

o If the COR determines that the work is not complete, he will immediately notify the Contractor, in writing, stating the reasons. After completing the work, the Contractor shall resubmit a request for another final inspection.

• Contractor shall submit to the COR the contractors first quality inspection sheet signed by the jobsite superintendent for all phases of the work.

9. Post-Construction Inspection The COR and the contractor’s project manager shall conduct the walk around to do a final inspection before demobilization. Any, and all deficiencies shall be corrected before the National Park Service will accept the project.

Site Cleanup & Equipment Removal – Contractor Shall:

• Remove all work zone barriers, scaffolding, and debris.

• Ensure the work area is clean and free of hazardous materials.

• Submit final material records and painting specifications for future reference.

• Provide recommended maintenance schedules for exterior wood preservation.

10. Measure and Payment Payment will be included under the lump sum price for this project. The contractor must ensure that they are registered in the Invoice Processing Platform at www.ipp.gov as that is the platform to submit invoices and receive payment.

11. Contracted Services Statement Contractor’s employees, performing services under this award, shall be controlled, directed, and always supervised by the assigned project manager that is fluent in the English Language. Contractor’s management staff shall ensure that employees properly comply with the performance work standards outlined in the scope of work, specifications, and contract documents. The tasks, duties, and responsibilities set forth in the Statement of Work, and Specifications may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR).
