About this file

This is a Questions and Answers document for solicitation 140P5225Q0002 from the National Park Service for Strategic Planning Consulting Services at Gulf Islands National Seashore. The document clarifies that the Statement of Work reference documents (Final General Management Plan/EIS and Foundational Document) are posted on SAM.gov, and provides details about participation levels: the Senior Leadership Team consists of 7 members (typically 9-10 when fully staffed), with 10-15 participants expected for most milestone tasks and 10-35 participants for Milestone Task #3.

Key clarifications include: feedback sessions will be conducted virtually via MS Teams or Zoom after the in-person sessions; vendors should break out travel costs as a separate CLIN using per diem rates for ZIP code 32563; there is no incumbent as this is a new requirement; no specific format is required for past performance information; there are no page limitations or formatting requirements; and deliverable timing is specified (vision statement due within 1 month of Milestone 1, goals/objectives/draft plan due before Milestone 3, final draft with position management due after Milestone 4, and final strategic planning documents due within 1 month of Milestone 4 completion). The Strategic Action Plan should include mission, vision, goals, strategic objectives, timeline and other elements to foster accountability and align short-term operational needs with long-term strategic goals.

QUESTIONS and ANSWERS

1. Where can the SOW references documents be found?

NPS Response: Both GUIS documents are posted to SAM under Attachments:

• Final General Management Plan/Environmental Impact Statement and

• Foundational Document

2. How large is the SLT?

NPS Response: The SLT consists of 7 members (currently), but generally consist of 9-10 people when fully staffed.

3. Roughly how many park staff are expected to participate in each session?

NPS response: GUIS expects 10-15 participants for Milestone Task #1, #2 #4.

Whereas Milestone Task #3 may range in number from 10-35 participants.

4. Milestone 4: Regarding the 1-2 day session that is ‘pertinent to position management’, does GUIS want to focus on accountability of roles as they relate to various parts of the strategic action plan, or is it about identifying new positions or changes to positions to support the strategic direction?

NPS Response: 1-2 day session should focus on a position management strategy that aligns with the newly developed strategic plan. However, both of the above assumptions may be correct. Whereas NPS endeavors this session will look at the current structure and incorporate new positions (or updated PDs for current positions) to better align with the budget limitations and the new strategic plan.

5. Are the four three-hour feedback sessions envisioned to take place as part of the overall 3.5-5 day milestone sessions, or should they occur separately afterwards?

NPS Response: The feedback session will be done afterwards via virtual MS Teams or ZOOM meeting platform.

6. Should vendors break out travel costs as a separate CLIN for evaluation purposes, given that travel dates are not set?

NPS response: Yes, in planning expenses consider Lodging and M&IE Per Diem rates for ZIP Code 32563:

NOTE: The majority of the travel would likely occur during this period.

7. Is there an incumbent?

NPS response: No. New stand-alone requirement.

8. Does NPS require more than 1 example of past performance? And, if so, do you have a format that you require/would share to provide past performance information?

NPS Response: No. No specific format required. Past Performance information maybe based on one or more of the following:

(A) The contracting officer’s knowledge of and previous experience with the supply or service being acquired;

(B) Customer surveys, and past performance questionnaire replies;

(C) The Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov; or

(D) Any other reasonable basis.

9. Does NPS have a pricing format/template that you could share with us?

NPS Response: No. Pricing format/templates are available from commercial sources and or development independently. Whereas the NPS intends to based price reasonableness on competitive quotations or offers.

10. Is there a page limitation?

No restrictions included in the solicitation. For detailed instructions, please refer to FAR provision 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services. The full text can be accessed online at URL https://www.acquisition.gov/far/52.212-1

11. Would more than 4 to 6 FTEs be needed for this work with the National Park Service?

NPS Response: FTEs or the number of resources needed is not define. Offeror should use its own judgement in assessing the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain services to be performed. The offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. Offer should include a technical description of the type of services being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. Offer may include literature, or other documents. A consulting proposal helps consultants and clients reach an agreement before they work together on a project. Therefore, consulting proposals typically include extensive information about the project to ensure that the client understands project details, the role of the consultant, the consultant's pay rate and other factors. A consulting proposal can also show potential clients why they may choose a consultant for a project.

12.Are there any formatting requirements for the response (e.g. page limits, font size, etc.)?

NPS Response: No specific requirements to length or font size.

13. The ‘Strategic Action Plan’ is referenced throughout the scope of work.

Can you please clarify what the government wants included in the ‘Strategic Action Plan’; e.g. Mission? Vision? Goals? Strategic Objectives? Timeline?

other? All of the above?

NPS Response: Generally, all of the above. Whereas the SOW does mention Vision, Goals, Objectives, and a timeline. Furthermore, a strategic action plan and centralized tracking system help foster a culture of accountability and strategic focus within the organization, and help align short-term operational needs with long-term strategic goals.

14. In which Milestone Task (1-4) does the government expect a working draft? final draft? deliverable? of the ‘Strategic Action Plan’?

NPS Response:

• Vision statement due within 1 month of Milestone 1.

• Goals, Objectives and draft strategic plan are due prior to Milestone 3.

• Final draft, including position mgmt planning, due upon completion of milestone 4.

• Final strategic planning documents due within 1 month of completion of Milestone 4.
