JELA – REPAIR TWIN CANALS BOAT RAMP

QUESTION AND ANSWERS

QUES 1: On Sheet C4 of the drawing in detail 2/C4 included in the statement of work, there are notes with arrows to areas under the existing boat launch precast slabs that are not designated to be replaced. These notes describe work to be performed that include "EXCAVATED AND RE-

COMPACTED SOIL'', "MIRAFI GEOLON HP570 WOVEN POLYPROPYLENE

GEOTEXTILE OR EQUAL FOR REINFORCEMENT, SOIL SEPARATION AND

FILTRATION TO BE INSTALLED PER MANUFACTURERS" SPECIFICATIONS. Is it the intent to remove the precast ramp sections in order to accomplish this work and then reinstall these sections of ramp?

ANS 1: The only section to be removed is the last one that is currently broken, no other section needs to be removed. As per the statement of work, everything under the section that is being removed must be replaced.

QUES 2: The note for the material under the ramp section to be replaced calls for "8" DEEP 3/4

- 2" CRUSHED GRANITE / WASHED STONE". This material is not readily available in this area. Is #57 Limestone acceptable?

ANS 2: I have contacted several local vendors and they do in fact carry 3/4 - 2" crushed granite/washed stone. #57 Limestone is not acceptable.

QUES 3: The geotextile fabric under the parking area and roadways is not clearly identified.

Should Mirafi Geolon HP570 or TENSAR BX 1300 GEOG RID be used?

ANS 3: Both of these are acceptable.

QUES 4: What is the expected width of the joints between the precast sections to be sealed?

ANS 4: The measurements are on the drawings, but it should match the existing width.

QUES 5: Are materials and equipment procured for the project tax exempt.

ANS 5: There is no tax exempt clause included in this RFQ therefore no, the materials and equipment procured for the project will not be tax exempt.

QUES 6: Has any investigation been done to determine whether the panel to be replaced is in one piece and how far it has moved out of place to either side or from the bottom of the last precast section that will remain in place. If so what is the current location.

ANS 6: The broken precast section is still in place, the farthest end has broken off, which in turn caused the depressions that need to be filled as per the statement of work.

QUES 7: Is a Bid Bond needed, if so what amount?

ANS 7: Per block 13b on Page 1 of the SF1442, yes a bid bond is required. The bid guarantee shall be at least 20 percent of the bid price but shall not exceed $3 million. Looks like I missed this; 52.228-1 is listed in section L.2 by reference but I should have put it in full text and filled in the clause. I will add this to the amendment I post with the site visit sign-in sheet, agenda, and the questions and answers.

QUES 8: Are liquidated damages included?

ANS 8: Liquidated damages clause is not included in this RFQ; no liquidated damages will not apply to this contract.

QUES 9: When removing trees to expand the area, do they have to be taken offsite or can they be left in the forest?

ANS 9: SOW: Boat Turn-around area: 20. The contractor shall properly dispose of all cleared vegetation materials off-site.
