Park: Gulf Islands National Seashore Project: Fiber Network for Davis Bayou MS PEPC Project Number: 52717
This project tiers to the Environmental Assessment (EA) entitled Bike and Pedestrian Use Enhancements at Davis Bayou, Mississippi District, Gulf Islands National Seashore, PEPC ID 36476.
Previous archaeological work in the area includes shovel testing from the park entrance to Gollott Ave, portions of the campground, and a pedestrian survey of the boat launch (McNeil, 2011), as well as further shovel testing on Park Road and Robert McGee Roads and along Knapp and VFW Roads (Bezemek, 2014). SEAC proposes to return to Davis Bayou (pending SHPO concurrence with SOW) to do additional testing at the CCC camp site as part of the Bike Pedestrian Path project.
Mitigation(s): (A list of all mitigations that will be incorporated into the above-referenced project)
• Assessment of Effect : Inadvertent Discovery: If during the progress of this project, if prehistoric or historic artifacts, such as pottery or ceramics, stone tools or metal implements, dugout canoes, or human bone or any other physical remains that could be associated with Native America cultures or early colonial or American settlement, are encountered at any time within the project area, the project shall cease all activities involving subsurface ground disturbance in the immediate vicinity of such discoveries and contact NPS Cultural Resource staff, who will contact NPS archaeologists at the Southeast Archaeological Center (SEAC), and the State Historic Preservation Office (SHPO).
• Assessment of Effect - Archeology : Archeological survey and clearance required prior to commencement of the project.
• Floodplains & Wetlands : Wetlands and Floodplains: In an effort to avoid and minimize impacts to existing resource values, a variety of mitigation measures will be implemented. In addition, Best Management Practices must be adhered to as appropriate. The conservation measures and mitigations for the proposed action include: General Conditions o 1. No contract activities will be permitted between sunset and sunrise.
o 2. No fill material is be deposited on or removed from existing vegetated areas and no fill is to be removed from adjacent areas. Hay bales are not to be used.
o 3. No clay materials are to be used during construction.
o 4. Equipment and material staging/storage areas will be identified and located outside of vegetated areas.
o 5. All trash resulting from construction or the crews is to be removed from the area daily and disposed of offsite.
o 6. If natural resource issues are identified by the NPS, work will cease until the issue is resolved.
• Wildlife Disturbance: Do not disturb any wildlife species (reptiles, migratory birds, raptors, or bats) found nesting, hibernating, estivating, or otherwise living in, or immediately nearby, worksites.
