Questions and Answers

Question 1. The reference to the 18th Century Bronze tube cannon noted in John Muller's book A Treatise of Artillery shows no bronze 3# barrel and refers to the British Light 6# barrel on carriage in his illustrations as the lightest field cannon illustrated. That particular gun is 59" OAL, weighs nom 550# and has a bore of 3.62" Having talked to several staff at Ninety Six NHS over the years, I would believe you folks are looking to acquire a 3# Verbruggen model 1775. This barrel is nom. 36" OAL, weighs 200# and has a bore of 2.9". I would request clarification as to which British cannon you are requesting a quote for?

Answer: The "18th Century Bronze tube cannon noted in John Muller's book A Treatise of Artillery" is an oversight. The park, indeed, would like to procure a 3-pounder Verbruggen. The park was under the impression that the bore was 3 inches. If 2.9" is what the Verbruggen is supposed to be, this is acceptable for this requirement/equipment.

Question 2. I note, NPS has specified a cast bronze barrel to be supplied. While the Verbruggen and British Light 6# barrels were originally bronze, the high rejection rate of cast bronze along with the prohibitively high cost of bronze castings has led most producers of replica historic artillery to make these guns in Cast Iron with a steel sleeve installed per NPS specifications. By way of comparison, a British Light 6 Cast iron casting currently costs approximately $ 1,100.00 for the raw casting. A Light 6# bronze casting, in contrast costs approximately $ 23,000.00. Obviously, the Verbruggen, being a smaller barrel would be less expensive, but one would still be looking at a 20+ fold multiplication in cost between iron and bronze. Additionally, the US bronze foundries have been hit hard by their Chinese and Indian competitors and there are very few foundries capable and willing to cast a bronze tube. Just pointing out some obvious variances in materials and looking to make sure this is actually what you want to have quoted?

Answer: The park requested bronze because the original Verbruggens were bronze. Although the park knew that bronze is more expensive, the park was not aware of the problems with bronze manufacturing. If we can get the bronze 3-pounder/carriage/implements, that is what the park would prefer. If not, then iron is an acceptable alternative.

STATEMENT OF WORK

Construct One Full-Scale Bronze Reproduction 3-Pounder Cannon for Ninety Six National Historic Site

Ninety Six National Historic Site

National Park Service June 18, 2024

Produce One Full-Scale Bronze Reproduction 3-Pounder Cannon

PMIS: 237257

Ninety Six, South Carolina

SECTION 1—STATEMENT OF WORK INTRODUCTION

1.1. Project Location and Identification. The location of this project for which supplies are contracted is Ninety Six National Historic Site, located in Ninety Six, South Carolina.

1.2. Site Background. Ninety Six is the site of the first land battle of the American Revolutionary War in the South and also the site of the longest field siege of the American Revolutionary War. The field siege took place in an earthen fort shaped like an 8-pointed star, which allowed for musket and cannon fire from all sides.

1.3. Required Services. The purpose of this contract is to manufacture and provide one

(1) full-scale reproduction 18th Century British 3-pounder Verbruggen cannon with bronze tube, wooden carriage, and implements that will allow for the resumption of the park’s artillery interpretive program as part of the Historic Weapons Program.

The Contractor shall provide all project management, labor, tools, equipment, shipping, transport, and materials required to execute the work as described in this SOW. The work requirements for this contract are described herein.

1.4. Project Background. Ninety Six National Historic Site’s Historic Weapons Program had been using a cannon on loan from Cowpens National Battlefield’s museum collection. In 2016, park staff determined that an indention inside the tube was preventing the round from being properly seated, which caused multiple misfires and made it a safety concern. As a result, the park removed it from their historic weapons program. As a result, both the SER Collections Officer and the SER Historic Weapons Supervisor suggested that the park acquire a new cannon that falls in line with the Historic Weapons Program and that can be stored out of the elements when not in use. Purchasing a new reproduction cannon will allow the park to resume regular artillery firing demonstrations as part of its interpretive programming.

NOTE: Bronze 3-pounder cannon must be produced with the specifications listed in NPS Reference Manual 6. No variations or exceptions can be made.

1.5. Current Situation Analysis

A defect in the tube of the artillery piece that Ninety Six National Historic Site had been using makes it unsafe to fire. The plan is to replace it with a functional full-scale reproduction cannon and implements and return the retired cannon to Cowpens National Battlefield to use as exhibit only.
