Environmental Audits and Ad Hoc Services at Interior Region 2

Solicitation # 140P5121Q0040

Questions and Answers

Question 1. Please confirm the proposal due date. The notice on sam.gov indicates proposals are due June 8, 2021 at 6:00pm EDT; but page 3 of the Solicitation indicates proposals are due no later than June 7, 2021 at 1:00 p.m. EST?

Answer: Quotes are due June 08, 2021 5:00 pm Eastern Standard Time (EST) in accordance with block 10 on Standard Form 18 (SF18) for this request for quotation.

Question 2. 2. Considering that many clients are on holiday travel and given the relatively short turn around period, would the government accept submittal of existing CPARS ratings or existing Past Performance Questionnaires (PPQ) if clients cannot complete the Attachment 3 PPQ and submit directly to the government?

Answer: Yes, CPARS and previous Past Performance Questionnaires will be acceptable, permitted they meet the criteria set-forth in the solicitation.

Question 3. For this solicitation (number 140P5121Q0040), is it a sources sought or an IDIQ?

What is the percentage set aside for women-owned small business? And, is there a pre-proposal meeting?

Answer: This requirement will be awarded as a firm fixed-priced single award, 100% woman-owned small business set-aside, with no proposal meetings.

Question 4. The SOW indicates that “work in relation to the auditing portion of this TO requires the contractor to provide at least one technical employee per audit at the P-4 or P-5 level, who shall serve as the primary auditor for the auditing tasks of this TO.” Can the government provide the required qualifications (e.g., years of experience, education, certifications, etc.) for the P-3, P-4, and P-5 levels? If these levels require a specific certification such as Professional Engineer (PE), would the government consider lowering or dropping the requirement? In our past experience of performing audits, use of a PE is not required due to the nature of the work. Our team does have PEs on staff to accomplish the work, however, this would also unnecessarily increase the cost of the work with no perceived benefit to the client.

Answer: None of the levels specifically require a PE. A guide to the experience for each level mentioned in the question is included below.

P3: B.S. with minimum 2 years of experience. A Consultant (P3) is a well-rounded consulting assignment team member. Has a management, engineering, or scientific specialty. Collects data in accordance with plans developed by others. Verifies and analyzes data to identify trends and relationships as well as current and potential technical and management problems. Drafts reports of findings, along with related documentation.

Amendment 0001; RFQ # 140P5121Q0040 Attachment 0004

P4: B.S. with over 4 years of experience. A Senior Consultant (P4) is a consulting assignment senior team member or task manager on assignments with limited scope and complexity.

Collects, analyzes, and interprets data in one or more management, scientific, and engineering specialties. Develops or participates in the development of assignment methodology.

P5: B.S. with over 6 years of experience. An Associate (P5) is a mature consultant who reliably manages routine assignments, takes ownership of client relationships, and demonstrates leadership abilities. Responsible for all and/or major segments of multiple assignment outputs and deliverables.

Question 5. Is there an incumbent?

Answer: No

Question 6. Can a sample or prior report be provided?

Answer: No

Question 7. Are there current forms, checklists... that the Park Service prefers to use?

Question 8. When was the last audit performed?

Answer: Approximately five years ago. All parks are audited on a 5-year schedule.
