NPS Roosevelt – Vanderbilt NHS Hyde Park, New York

SOR Statement of Requirements/Specifications

Remote Controlled Slope Mower w/Cutter

Background: The grounds crew at ROVA maintains approximately 125 acres of fields and meadows at the Roosevelt, Vanderbilt, and Eleanor Roosevelt properties. Many of the meadows have extremely steep slopes(greater than 50 degrees), especially along the Hudson River. Maintaining the slopes has historically been done by hand using scythes, string trimmers and recently, goats to a limited extent. In 1994 we purchased a Kut-Kwick ride-on slope mower to maintain the hillside. While it is a great improvement over hand work on the hillside, it exposes the operator to many hazards such as bee stings, tick exposure, pollen and dust, and potential roll-over and struck by injuries. This proposal replaces our old ride-on slope mower with a new remote-controlled mower. A remote-controlled unit will be far safer as it will minimize potential threats to the operator and remove them from the mowing equipment.

Objectives: Deliver, in new condition, one remotely controlled slope mower with detachable mower head that meets the specifications listed below.

Specifications:

Unit must be able to be controlled remotely with a range of 500 feet. The “remote” must control mower speed, engine rpms, engine start/stop, mower start/stop as well as all directional movements. The “remote” must also indicate the status of the battery, connectivity and any errors that may occurring with the mower.

Gradient for operation (all directions): 60 degrees.

Maximum height: 42 inches.

Maximum width: 62 inches.

Maximum weight (powerhead and mower attachment): 2,900 lbs.

Power: minimum 25 hp (Diesel engine preferred), engine and oil system engineered for slope operation.

Transmission Style: Hydrostatic.

Fuel Tank Capacity: Minimum 5 gallons.

Hydraulic Tank Capacity: Minimum 4 gallons.

Electrical System: 12 volt/40 amp.

Tracks: Minimum width of 8 inches, made of malleable rubber-like compound, extendable and retractable self-tensioning track system required. Extension/retraction shall be a minimum of 15 inches.

Full width safety rollbar required.

Tow hitch required.

Cutter Attachment (removable):

Cutting width: Minimum 44 inches, hydraulically operated.

Cutting height: 0-10 inches.

Cutter type: Flail type cutter.

Cutting Capacity (woody material): 0-2 inches.

Training: The contractor shall provide initial training on operation and maintenance of the unit provided.
