140P4523Q0026: SURVEY 81 HISTORIC RUGS- THOMAS EDISON NATIONAL HISTORICAL PARK, WEST ORANGE, NJ – QUESTIONS AND ANSWERS

A Pre-proposal meeting is meant to give an overview of the project to potential bidders. You will not be examining all 81 rugs in-depth during this process. The Pre-proposal meeting gives you an opportunity to assess on-site conditions where the on-site work will be performed. This walk through will last approx. 30 minutes.

Question: According to the list it looks like about 60 of the 81 carpets are in storage.

Would I be looking at any of those, if so how many and would I be unrolling and rerolling on my own?

Answer: You will not be unrolling and rerolling any rugs during the Pre-proposal meeting. You will see a significant portion of the rugs during the on-site visit. Some may be packaged in a protective covering. This meeting is not intended for individual survey of each of the rugs but for an overall review of the project as a whole.

Question: Is there a priority list, or do you expect to have all of the carpets looked at?

Answer: All 81 rugs will be surveyed for this project. Please see the statement of work for more details.

Question: On the practical side, one day or a portion of a day is not nearly enough for looking in depth at such an amount of carpets.

Answer: Please see the statement of work for details about the period of performance for this project.

Question: Are there dimensions for the carpets?

Answer: We do not have specific dimensions available at this time. However, some general assessments can be made about size as some are identified as throw rugs and bath rugs.

Question: What provenance info are you expecting for the carpets?

Answer: Please see the statement of work for more details.

Question: Can we view the rug and/or get rug sizes?

Answer: You will view the majority of the rugs during any on-site Pre-proposal meeting that you attend. Accurate rug sizes are not available at this time but one could make a general assessment about the size of some of the rugs listed on the objects’ list as some are identified as throw rugs and bath rugs.

Question: Can we view the area the work will be performed?

Answer: The 81 historic rugs for survey are located throughout Glenmont on several different floors and in several different rooms, both in storage and in period exhibit rooms. You will view these areas if you choose to attend an on-site Pre-proposal meeting.

Question: Do we only have 30 hrs in total to complete the task at hand?

Answer: The Selected Contractor must complete the entire project within an eight month timeframe which begins on the date of award. On-site work/pick up/drop off/packing may only be done between the hours of 9:00 am and 3:30 pm, Monday through Thursday, excluding holidays. On-site work is subject to weather conditions, other state of emergency conditions, or government shutdown. Access is by advanced appointment only.

Question: Is there a cleared space to unroll the rugs?

Answer: No. Some of the rugs in storage are rolled and the Victorian mansion does not provide adequate space to completely unroll them for inspection. Rugs will be reviewed and analyzed on the basis of what can be seen and handled. This requirement also applies to any on-site visit that may be conducted as part of the bidding process.

Question: Are we required to have physical pictures of items that we archive or can this be done digitally?

Answer: The Selected Contractor will provide the following. 1. three bound paper hard copies of the completed rug condition survey on 8 1/2 x 11 paper with color photographs 2. one electronic copy of the completed condition rug survey in PDF format on a flash drive.
