About this file
This document contains questions and answers regarding Amendment No. 0004 to Solicitation #140P4521R0013. The solicitation is for the GATE-SAHO WATER TREATMENT PLANT PHASE 2 project for the National Park Service. A question was asked about including an allowance for the electrical switch over given that the existing and new electrical equipment will occupy the same wall space. There may need to be a third set of panels, pull boxes, and automatic transfer switches installed or a temporary generator run for a significant time during the changeover. The contracting agency answered that they do not think an allowance would obtain the best price, and that the electrical contractor needs to determine their own means and methods for replacing the panels and set their bid accordingly.

Solicitation # 140P4521R0013, Amendment No. 0004
QUESTION:
Would NPS consider including an allowance for the electrical switch over?
We are getting a lot of questions from the electrical subs about how the switch from existing equipment to the new equipment given they both occupy the same wall space. Some have stated a 3rd set of panels/ pull boxes/ ats might be needed, while others see running a temp generator for a significant amount of time with a conflict when changing out the ATS.
Aligning the bids with an allowance might be the best way for NPS to cost control this requirement of the project.
ANSWER:
For the time-being, we do not think an allowance will get us the best price.
The Electrical Contractor needs to determine means and methods for replacing the panels and set their bid accordingly.
