SPECIFICATIONS (PMIS 236451)

Provide and Replace Beach Access Mats for Universal (ABA) Access Gateway National Recreation Area - Sandy Hook Unit

1.0 Intent

The intent of this contract is to purchase beach access mats for universal access sustainable ADA/ABA compliant walkway system for multiple beach centers. This project will be completed at the Sandy Hook Unit of Gateway National Recreation Area, Fort Hancock, and Monmouth County, New Jersey 07732.

2.0 The Vendor shall supply:

Twenty-one (21) rolled Beach Access Mats that are 5 foot wide and 33 feet long.

Eighty-five (85) rolled Beach Access Mats that are 5 foot wide and 50 feet long.

Delivery of all Beach Access Mats to the Sandy Hook Unit of Gateway, NRA.

Materials only - All assembly and installation will be completed by Park Personnel.

3.0 Material Specifications: Description of Beach Access Mats These walkways are to be:

Walkway systems shall be 100% ADA/ABA compliant, Mats shall be 100% accessible via wheelchairs, walkers, beach access chairs, walkers, disable persons, stroller, barefoot park visitors, or other wheeled pedestrian assistance vehicles, and for maintenance and emergency vehicles. Mats shall provide a firm and non-slip surface providing beach access, and be puncture resistant.

Width of the Beach Access Mats /Walkway system shall be 5 foot wide.

Walkways are to be durable and designed for an outdoor marine environment and extensive pedestrian and wheelchair traffic.

The mats shall be made of a Non-Woven material, and shall not fray nor show wear and tear on the surface during normal daily use. Mats shall be UV and weather resistance.

The mats shall be a light-weight beach access matting system. Lengths of the mats are to be lengths that require only two people to carry, rollout out and install, and roll-up and remove. Each mats shall come with two straps for lifting and storing the mats. The mats shall be portable and shall be an easily removable rollout beach access pathway system. Material shall have a flat structure so that sand does not get stuck underneath, causing the material to be too heavy to be quickly removed.

The mats shall provide comfort to barefoot visitors.

Walkways shall be designed for either permanent or temporary installation; and shall be able to be installed on multiple ground surfaces (i.e. sand, gravel, grass).

The walkway shall require little to no maintenance. All components shall arrive fully factory fabricated and ready for installation.

All Connectors and anchoring materials needed for proper installation shall be provided. All mats shall be easily connected to each other, and with an anchoring system that keeps the mat from shifting.

The anchoring system shall be made of non-corrosive marine grade material. The anchoring system shall consist of a single spikes (not a staple or double spike) and shall be a minimum of 20” long and go easily through the anchoring holes.

The anchoring system shall be installed flush to the mat, and not be a possible tripping hazard. A minimum of the top of the spike head is to be exposed, which can burn barefoot visitors or be a trip hazard.

Walkways shall be blue.

WARRANTY:

Vendor shall provide a certificate of warranty that meets or exceeds the requirements below. A two (2) years warranty shall be provided from the date of delivery. Should the material fail within the first two years of use, the mat will be replaced or repaired by the product manufacturer. If the manufacturer’s standard warranty does not meet these minimum requirements, a certificate of extended warranty from the manufacturer or contractor must be included.

Information Package on Walkway System Vendor must provide all information on the walkway system they are proposing. Vendor shall also provide the details of the product warranty.

4.0 Delivery

Material Delivery shall be to the Sandy Hook Unit of Gateway National Recreation Area, 26 Hudson Road, Fort Hancock, NJ 07732. Vendor shall contact COR and coordinate the delivery and unloading of materials. The Park will have a forklift to help unload the material if necessary.

5.0 Period of Performance

Material shall be delivered within 4 weeks of Contract Award. Delivery shall be performed in between the hours of 8 a.m. and 1 p.m. during the work week of Monday thru Friday excluding Federal Holidays, unless prior approval is given by the COR.
