DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4326R0039, Domestic Water Improvements at Minute Man National Historical Park.
1) Missing specifications. Section B says "measurement and payment information are included in the project specifications" and Section G references spec section 013216 (schedule/SOV), but no specifications are in the package, only drawings. Confirm the drawings are the entire technical scope and identify what governs material/testing standards (AWWA, Lincoln/Concord Water Dept standards, MassDEP Private Well Guidelines?).
Correct, oversite and error. The drawings provided are the scope of work for this project. The material/testing standards are specified to the testing and lab report for the National Primary Drinking Water Regulations Initial Well Test - EPA pg 168-174 of project manual.
The well; Lincoln/Concord board of health will be engaged for permitting and MassDEP Private Well Guidelines will be the standard (except for the Initial Well Test – EPA requirements)
The AHJ for the water line work on the Inferrera House is the Lincoln Water Department.
The AHJ for the coordinated effort for horizontal boring under Lexington Rd is MassDOT (SHA massDOT SHAPS )
2) Water purveyor for Inferrera. Sheet 2 says coordinate with Concord Public Works and MassDOT; Sheet 3 says "Lincoln Water Department"; Sheet 2 says permitting by Town of Lincoln; the address is Concord. We would like to confirm which utility owns the main on Bypass Road, and which town's Board of Health/DPW issues the permits? It was stated during the site visit that the town we are to address was the town of Lincoln is that confirmed?
Lincon Water Department owns the water main(s) on Bypass Rd. Please reference photo below and AxisGIS - LincolnMA for a better understanding. The address to the house is in Concord, the town of Concord has agreed to have Lincon supply the water to this address. The town of Lincoln is to manage and administer all permits necessary for this work.

Amendment 0001
3) Trench length and route. Sheet 2 says ~700 LF of trenching. Is that the full run from Bypass Road to the house including the HDB segment, or trench only?
700’ includes the anticipated tie into the water main at the street though the house and tying to the existing water treatment system.
4) Pipe material conflict. Scope says 2" HDPE; the Typical Trench Detail shows CL52 ductile iron with 5' cover. Confirm 2" HDPE (SDR/DR rating, tracer wire?) and required cover depth (the basement note says "below 4 foot frost line").
Correct, oversite and error. The material of the new water line is to be 2” HDPE from the meter pit to the house. From the municipal water tap to the new meter pit the water line is to be 2” copper per Lincon Water Departments requirements.
In general, the trench depth is to be 5’ deep with an added 1’ bed of new sand, back filled with to withing 12”-16” of surface grade, detectable underground warning tape to be laid in a trench and then back filled.
Due to the geology of the area including glacial erratics at and below grade, trench depth and path may be flexible with coordination with COR. New water line to enter house at 4’ below exterior grade.
5) Meter pit. Size/type, cover rating, frost depth, and whether a meter pit is required at all versus an interior meter (many Lincoln/Concord services are metered inside). Who furnishes the meter, the utility or the contractor "for town to install"?
Amendment 0001
Lincon Water Department will be providing the new cellular meter. Refer to page 160 and 161 of the Project Manual for meter pit and cover. The decision to install the meter pit and all the selected components are contingent on Lincon Water Department allowing NPS to tap and tie into the town municipal water supply.
The other determining factor would be for the town to isolate and identify water loss/leaks from meter pit to the house based on the length of run. NPS has chosen for the meter pit to be placed inside the fence on the field property.
6) Backflow/PRV. Is a backflow preventer, PRV, or expansion tank required at the house service entrance? None shown.
For the water line: The new meter being supplied by Lincoln Water Department has an integrated backflow preventor. The Selected Contractor will install a pressure-reduced valve with gauge before connecting to the houses existing plumbing.
7) Testing/disinfection. Required pressure test, disinfection (AWWA C651?), and bacteriological sampling for the new Inferrera service — by contractor or utility?
This action is to be carried out by the Selected Contractor. Lincoln Water Department will direct and oversee procedure if requested. Procedure will be industry standard use of concentrated granular chlorine being administered into dry water line before wet charging. Followed by wet charging for 24 hours, discharging and flushing followed by bacteriological testing.
8) Rego well — depth basis. Is 500' a fixed contract depth or design intent? If adequate yield is reached shallower, is the price adjusted? If not reached at 500', is additional depth or hydrofracturing a change order?
500’ is to be used as a basis for estimating along with local historical well depth.
NPS has researched domestic wells withing a 5-mile radius of this location to average around 500’in depth. The price is fixed with no adjustment regardless of depth or fracking.
Consider: Energy & Environmental Affairs Data Portal for local historical well depth to better understand local subsurface aquafers.
9) Rego well — yield and quality criteria. Minimum required yield (gpm), pump test duration, and water quality parameters/lab to be tested. Who evaluates results, and what happens if quality fails (treatment is referenced but not scoped — see #14)?
The minimum required yield for the well performance is 5 GPM. The pump test will be a variable-rate test to the duration of https://eeaonline.eea.state.ma.us/Portal/#!/search/welldrilling
Amendment 0001
In the event that the NPS & EPA required testing parameters fail NPS will submit an RFI to the Selected Contractor for well treatment system to manage well testing report findings.
10) Rego electrical. Source panel, available capacity, and required circuit for the 1/2 hp pump; pitless adapter and well cap; pump controller/pressure switch location. Is the 60 LF trench shared for water and electric?
Yes, the trench is to be shared to keep digging to a minimum at this site. All bedding materials, and warning tape/flagging to comply with MA State electrical and plumbing codes.
11) Water treatment scope. Title blocks on Sheets 2 and 6 read "Inferrera House: OPTION
— New well with water treatments," which matches no CLIN. Confirm no water treatment equipment is in scope beyond reconnecting to the existing filtration systems at both houses.
Correct, oversite and error. There are NO water treatments to be installed as part of this statement of work. Each location has its own newly installed water treatment systems. As part of the work inside this statement of work the Selected Contractor is to tie new domestic water into these water treatment systems.
12) Historic stone wall crossing. "Road crossing to take place at historic break in stone wall." Any archeological monitoring or Section 106 requirements, and does NPS provide the monitor? Any stone wall restoration expected?
With the use of horizontal boring, there is no expected need to alter the intact historic stone wall. This site has multiple access points for drilling and digging machinery to enter and stage from both Lexington Rd and Bypass Rd. NPS will provide archeological monitoring for the project.
13) Trees. "Care to avoid trees and roots", is an arborist or hand digging/air spading required in specific zones? Identify protected trees.
The large broad leaf Sugar Maple indicated in red on the bellow graphic is the only tree that care must be given while trenching and bedding new water line.
The well site is free of tree interference. The staked path of the water line passes outside the drip line of this tree. NPS acknowledges that root and limb damage may occur to the trees at the break in the historic stone wall. The Selected Contractor is to coordinate with the COR where damages to vegetation and trees are necessary to complete tasks. Propper back trimming will be exercised if large
Amendment 0001 limbs are and roots are needed to be cleared.
14) Cement walkway and split rail fence. Confirm replace-in-kind if disturbed; is there a specified detail or NPS approval required?
Work as to not disturb landscape and building elements. Any alterations or abutting rework will require NPS approval.
Split rail fencing: 2 high, 11-foot Oak rails set in locust post, gravel back filled holes.
Cement walkway: Wet mixed - broom finished concrete with integral color Davis 677 Outback
15) Utility conflicts. Underground gas line parallels Lexington Road; overhead wires at the drive. Any known utility conflicts along the route, and is a utility locate/test-pit allowance expected?
The Selected Contractor is to verify and coordinate all Dig Safe due diligence prior to any digging.
NPS is only aware of those listed utilities listed above.
16) Basement work. Occupancy of both houses during work, water shutdown limits, and whether a temporary water supply is required during cutover?
Both houses will be offline for NPS or Public use for the duration of the work.
Temporary water supply is not required for the duration of the work.
