About this file

This document is a Questions and Answers (Q&A) record for a federal contract opportunity regarding concrete plaza installation at Old Slater Mill Campus (OSM).

The contract is a stand-alone, firm-fixed-price (FFP) contract—not an IDIQ—requiring the removal of approximately 1,850 square feet of existing blue stone and replacement with new concrete. The concrete plaza must be stamped to recreate the appearance of the existing blue stone layout, using whatever means necessary to accomplish the aesthetic goal. The concrete finish shall be completed with a broom finish for slip resistance unless otherwise specified. The scope includes working around existing granite and cement pillars that may restrict equipment access. The plaza replacement is performed on an "in-kind" basis, meaning contractors are replacing existing surfaces to match current conditions; since the plaza is already ADA accessible, no additional ADA modifications are required. River stones pressed into concrete bordering work areas may be reset during construction, though the new concrete holding them may differ in shade from existing concrete. All disturbed stones must be reset. The old blue stone material must be demolished and hauled off-site; preservation and storage are not required. Any items not specifically noted but necessary for performance in accordance with accepted industry standards shall be furnished under the contract, and contractors must perform to the standards specified in the contract documents.

Text version

RFIs 1-6 RFI #1 - There are river stones pressed into concrete bordering several of the work areas.

The vendor can reset any stones disturbed during construction, but the new concrete holding them may be a different shade than the existing concrete. We wanted to make the Government aware of this potential visual difference.

Answer 1 - Yes, we are aware it could be a different shade..

RFI#2 - Please confirm whether the area highlighted in yellow is required to be ADA compliant. The vendor noted that if this area must be ADA compliant, they may need to revisit the site to confirm feasibility and determine whether major excavation would be required.

Answer 2 - As is the plaza is ADA assessable now, so they are just replacing what is already in place. Replacement "In-Kind" we call it.

RFI#3 - Please confirm whether the area highlighted in red is included in the scope of work.

The vendor noted that granite pillars may restrict equipment access in that area, so they would need to plan accordingly if it is part of the required work.

Answer 3 - Yes, the area in red has blue stone and needs replacement. They can work around the cement pillars..

RFI#4 - The General section of the SOW reads: "This is a Firm-Fix Price (FFP) contract to provide the installation of a new concrete plaza at Old Slater Mill Campus (OSM) in place of an old blue stone plaza." This section also reads "Any items not specifically noted, but necessary for performance in accordance with accepted industry standards, shall be furnished under this IDIQ. The contractor shall perform to the standards in this contract.

In total, 1,850 square feet of blue stone will be removed and replaced with cement" Is this contract a FFP or an IDIQ?

Answer 4 – It will be a stand-alone, firm-fixed-price contract. Not an IDIQ.

RFI #5 - Section 1.4 Scope reads "and stamp the concrete to give a more appropriate and historic feel to the new plaza." Section 4.2 TECHNICAL REQUIREMENTS, subsection 4.2.4 Concrete Placement reads: "Be finished with a broom finish for slip resistance unless otherwise specified." The SOW reads as if the control will be stamped, then broom finished. Is that correct? Additionally, is the stamp style to match the existing layout?

Answer 5 - The stamp style is to recreate how the blue stone in place presently looks. You can use whatever means necessary to accomplish this.

RFI #6 - Are we to preserve and store the existing bluestone in a safe manner for NPS? Or are we to demolish and haul the material off?

Answer 6 - Demolish and haul off the old blue stone.
