About this file
This is Amendment 0001 to Request for Proposal (RFP) 140P4326R0033 issued by the National Park Service for the replacement of parkway identification signs at Colonial National Historical Park in Virginia. The amendment provides responses to 26 questions submitted by prospective offerors, clarifications to contract requirements, and revised drawings and specifications.
Key contract details include a period of performance from October 1, 2026 to September 30, 2027, with work to be completed within 365 calendar days from Notice to Proceed. The project involves replacing identification signs of various types (A-series, B-series, C2, and Type D) throughout the park, including removal of existing concrete foundations to 6 inches below grade with backfill using topsoil and grass seed. Critical clarifications address the exclusion of Historic House Identification Signs (labeled 1-D to 12-D) from the contract scope, contractor responsibility for utility marking (with Virginia 811 deemed sufficient), provision of an NPS archeological monitor at no cost to the contractor, and requirements that the contractor coordinate ground-disturbing activities with the monitor. Additional requirements include providing three past-performance examples, submitting pricing in Volume II only, completing concrete strength testing at one test per 150 cubic yards, and providing assurances that all structural and graphic work will meet or exceed existing sign quality standards. No delegated design or Professional Engineer-sealed shop drawings are required. The contracting officer is Jason Albright at Boston National Historical Park.
