About this file
This is a Questions and Answers document addressing four RFIs regarding a campground refuse collection contract. The document clarifies key operational and equipment requirements for potential contractors.
Regarding equipment, contractors may initially use existing government-owned dumpsters but must provide their own replacement equipment within 24 hours when government dumpsters fail or become unsafe. The contract language will be modified to reflect actual dumpster sizes on site: six locations use 2-yard capacity dumpsters (not the 4-yard stated in the solicitation), and one location near the RV Dump Station has a non-standard 3-yard dumpster. Contractors may place a standard 4-yard dumpster at the RV Dump Station location or a 3-yard dumpster at their discretion, but no container smaller than 3-yard is permitted. Refuse collection operations are restricted to 8 a.m. to 6 p.m., with no collection allowed before or after these hours. For reporting purposes, contractors must provide year-end summation amounts of trash weight from the campground after final disposal occurs, with best reasonable estimates acceptable rather than exact figures.

RFIs 1-4
Question 1: it says in the contract paperwork contractors must provide their own dumpsters. Would the government be willing to let contractors use the existing dumpsters that are on site?
Answer 1: Yes, the contractor may initially use the existing government owned dumpsters.
At such time, when the government furnished equipment/dumpsters fail, become unusable, inoperable or otherwise deemed unsafe for use by the government/Contracting Officer, the contractor shall place their own equipment for use in the campground for refuse collection at no additional cost to the government. Replaced equipment furnished by the contractor shall be in place and fully functional no longer than 24 hours after the government furnished dumpster is deemed to be unacceptable for future use.
Question 2: What hours can the work be done in?
Answer 2: Refuse collection may occur between the hours of 8 am and 6 pm. Collection should not be occurring prior to 8 am, nor after 6 pm.
Question 3: In the SOW, it states, “the contractor is responsible for providing those summation amounts to the Government at the end of the year after final disposal has occurred” (para. r – Disposal Facility). Does this mean the contractor has to submit a record of the weight of the trash that they dump from the camp ground? If so, does it need to be an exact number or best guess?
Answer 3: Best reasonable estimate is acceptable, as it is required for reporting purposes.
Question 4: Some of the dumpsters currently on site are different sizes from that which are required on the Statement of Work..
Answer 4: Contract language shall be modified as soon as possible to reflect that the dumpster size in use in 6 of the campground locations are 2-yard capacity dumpsters, not 4-yard which is stated in the solicitation. The seventh dumpster, near the RV Dump Station is a three-yard capacity. The contractor may place a standard four-yard dumpster at that location, a two-yard dumpster is insufficient to carry the waste loading. The NPS has what appears to be a non-standard three-yard dumpster at that location. The contractor may also place a three-yard dumpster at their discretion but shall not use any container smaller than 3-yard.
