STATEMENT OF WORK

The purpose of this contract is to upgrade the current fire suppression system including fire panels and wiring/interface for the NEBE complex. This includes the Corson Block Building, Old Bank Building (VC) and Link Building.

Background

Description of the requirement:

1.1 The purpose of this contract is to upgrade the current fire alert system including fire panels and wiring/interface with suppression system for the NEBE complex. This includes the Corson Block Building, Old Bank Building (VC) and Link Building. The new system will improve fire safety and response as well as consolidate two separate systems with different panels and components into one location for more rapid work and response, as well as address design flaws.

This project will consider the aging components of the Visitor Center and attached Corson building’s fire protection systems, add crucial missing system components, and remove excessive detection components that were over-engineered and unnecessary.

1.2 The justification for the system upgrade is that:

The Visitor Center and Corson building’s fire alarm system is outdated and nearing the end of its service life. The Visitor Center dry-pipe fire suppression system is missing several crucial components required for Maintenance of the system, and the Corson fire alarm system has been over- Engineered and has an excessive amount of smoke and heat detectors located in nuisance areas, requiring unnecessary maintenance.

• Purpose/relationship to other projects:

This project will be to install a previously designed fire suppression system.

• Statutory/regulatory foundation:

The 2018 Life Safety and Fire Protection Risk Assessment report for New Bedford Whaling National Historical Park identified these conditions as RAC 3 and RAC 4 deficiencies – referencing NFPA 13 (2009 and 2019) and NFPA 72 (2016) and recommended that the work be performed. Section 106 of the Historic Preservation Act needs to be factored into the project.

• Background materials:

This system was previously designed in another project component. Drawings and specs are available along with floor plans of the buildings.

Objectives

• Object to install a new fire suppression system including: a new sprinkler system, a new alarm system and panel, new plumbing and electrical to support the system and a new control system.

• Program and test the new control system for the new fire suppression system.

Upgrade the current fire alert system including fire panels and wiring/interface with suppression system for the NEBE complex. This includes the Corson Block Building, Old Bank Building (VC) and Link Building. The new system will improve fire safety and response as well as consolidate two separate systems with different panels and components into one location for more rapid work and response, as well as address design flaws.

This project will consider the aging components of the Visitor Center and attached Corson building’s fire protection systems, add crucial missing system components, and remove excessive detection components that were over-engineered and unnecessary.

2.1.1 Task 1 – Demolition of Old System

Remove necessary plumbing, electrical and components of old system that cannot be re-utilized or do not meet codes and standards. Remove old sprinkler systems and panels and detectors, pull handles, sensors, etc that do not meet codes and standards.

Components that can be reused will be consolidated or upgraded as possible.

2.1.2 Task 2 – Upgrade Sprinkler System

Upgrade sprinkler system which services the NEBE complex. The system shall have wet and dry sections and will serve all spaces of the complex, working off of 2 main lines of water supply.

2.1.3 Task 3 – Upgrade and Consolidate Electrical / Alarm Systems

Upgrade and consolidate the alarm system that covers the entire NEBE complex to work together off of a central control system and panel with sub panels in each building. This will include all supportive electrical work.

2.1.4 Task 4 – Installation and Programming of New Control System

Install a control system for the new fire suppression system and program it as needed to fully operate system in accordance with all law and regulation.

2.1.5 Task 5 – Inspection and Testing Of New System

Inspect and test the new system to ensure compliance with all state and federal law, regulations and fire codes.

Delivery

• Deliverables:

A complete fire suppression system for the NEBE complex and all sub-systems and components thereof. The system will be inspected and tested and in full compliance with state and federal building and fire code standards. RM-58 and section 106 of the

Historic Preservation Act will be followed.

Contracting Officer Representative (COR):

The COR on this project will be Janine Da Silva, the Cultural Resource Specialist of New Bedford Whaling National Historical Park. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance:

maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government *drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A copy of the letter of designation issued to Janine, and Janine’s contact information, will be sent to the Contractor, stating the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

Recognized Federal Holidays:

Contractor is not required to perform routine services on holidays unless emergency services are requested.

The contractor is responsible for conducting routine services, between the hours of 7:30 a.m. – 4:00 p.m. ET Monday thru Friday, except when the Government facility is closed due to local or national emergencies, weather related closures, administrative closings, or similar Government directed facility closings. The contractor will not be reimbursed when the government facility is closed for the above reasons unless emergency services are requested.

DEFINITIONS:

CONTRACTOR - a supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

CONTRACTING OFFICER (CO) - the only individual who can legally bind the government, a person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.

CONTRACTING OFFICER'S REPRESENTATIVE (COR) - this individual does NOT have authority to change the terms and conditions of the contract. This person is an employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor if that direction is within the scope of the contract, does not constitute a change, and has no funding implications.

DEFECTIVE SERVICE - a service output that does not meet the standard of performance associated with the Performance Work Statement.

DELIVERABLE - anything that can be physically delivered but may include nonmanufactured things such as meeting minutes or reports.

KEY PERSONNEL - contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the SOW. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

PHYSICAL SECURITY - actions that prevent the loss or damage of Government property.

QUALITY CONTROL - all necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

ROUTINE SERVICES - work will commence within two to seven (2-7) business days of TO issued and continue every day until the TO is complete and approved by the COR.

Contractor is responsible for tracking lost working days due to weather or other unforeseen circumstances.

Routine services are scheduled ahead of time; dates determined between COR and vendor and work is completed during normal business hours (as stated in 1.7) and COR directed/requested TO. Upon receiving a request for pricing the contractor must meet with COR with 72 hours of request.

SHALL - as used in these specifications denotes a mandatory requirement

SHOULD - as used in these specifications denotes an advisory recommendation.

SUBCONTRACTOR - one that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

TO – Task Order

Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, GFI)

Government will provide already created engineer drawings and specifications.

The Contractor shall furnish all supplies, materials, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this SOW. Contractor/Vendor will use all necessary PPE when performing work related tasks. I.E. safety goggles, hearing protection, etc.

Contractor shall be responsible for all damages to persons or properties that occur because of a Contractor’s fault or negligence. The Contractor shall take proper health and safety precautions to protect the work, workers, the public and property of others.

The contractor shall be responsible for safeguarding all government property provided for contractor use. Contractor shall repair or replace any portion of building structure, or landscape features, damaged by the Contractor in the performance of this contract.

Such damaged areas or materials shall be restored, repaired, or replaced by the

Contractor to original condition and to the satisfaction and as directed by the COR at no expense to the Government.

The Contractor shall be insured in accordance with District of Columbia, Virginia, and Maryland insurance regulations. The Government is not responsible for damage to Contractor’s equipment, vehicles, tools or materials or their employees and the personal property brought on-site. The Government will not accept any liability due to contractor employee negligence.

Security

The contracted personnel will be provided access to government spaces by NPS staff and escorted to work areas as doors are locked throughout the spaces for security. NPS staff will stay with contracted personnel in sensitive spaces.

Travel

A site visit will be preformed by contracted personnel and handled by the contractor.

Special Material Requirements and Considerations

The contractor must take care not to damage the historic fabric when taking measurements or samples. The contractor must stop work if potential, undocumented cultural and/or natural resources are encountered.

Contractor’s Proposal Package:

The following deliverables are to be submitted to Request for Proposal (RFP).

• Contractor’s Work Plan

• Contractor’s Safety Plan

• Key personnel (qualifications)

• Technical approach to perform required services

• Relevant Past Performance (MUST be within previous five (5) years, and provide contract POC email and phone number

• Proof of Insurance

Evaluation Factors – Best Value

The Government will award a task order resulting from this solicitation to the responsible offeror whose proposals conform to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Evaluation o In order to receive an acceptable rating vendors must describe equipment that would be used in completion of the project and any special considerations for the use of the equipment during normal operation hours.

Safety Plan o In order to receive an acceptable rating, the vendor must provide a safety plan which will include requirements that all employees will wear personal protective equipment (PPE) at all times while on Park Grounds while performing work.

▪ Such PPE must be OHSA compliant as per standards. Any employee of the vendor wishing to enter the building must be COVID-19 vaccinated and be prepared to show proper documentation upon entrance.

Work Plan o In order to receive an acceptable rating vendors must submit a work plan which describes how they will safely carry out the work addressed in the scope of work.

▪ If any advance assistance is required or needed by the Park Staff/NPS such as hose hook-ups, power access, etc those should be identified in the event the park cannot provide this support. In this case, the vendor must bring any necessary equipment to accomplish this.

Relevant Past performance o In order to receive an acceptable rating vendors should provide references in regard to past work completed that can be readily reached for additional details.
