Request for Proposal Number 140P4325R0047 Cleaning Services IDIQ at Cape Cod National Seashore Amendment 0002
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4325R0047, Cleaning Services IDIQ at Cape Cod National Seashore.
1) Who is the current contractor and what is the current annual incumbent price?.
Answer: Services are currently performed by Brown Point Facility Management Solutions. Annual price is dependent on number of rental cleanings required, and therefore fluctuates.
2) Which job classification applies: 11150 – Janitor or 11240 – Maid or Houseman?.
Answer: Job classification 11150 – Janitor applies to cleaning services performed at the Salt Pond Visitor Center. Job classification 11240 – Maid or Houseman applies to cleaning services performed at the Short-Term Vacation Lease Propoerties.
3) Bed, 1 Bath House or Apartment - Provincetown appears on the Unit Price Rates Schedule twice. Once on row 8 and again on row 16. It appears row 8 should be 1 Bed, 1 bath House or Apartment – Provincetown. Can you please confirm?
Answer: Refer to the revised Unit Price Rates schedule, provided as part of this amendment.
4) Should offerors complete both Attachment 2 (Quote Schedule – Sample Task Order) and the Section B Bid Schedule (pages 10-13), or is only Attachment 2 required for proposal submission?
Answer: Both the Unit Priced Rates schedule and Attachment 2 – Quote Schedule – Sample Task Order are required.
5) If an offeror's SAM.gov profile contains current FAR 52.212-3 representations and certifications, is a separate submission of these provisions still required?
Answer: In accordance with FAR 52.212-3: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision.

6) 1.2 of the Statement of Work lists seven different properties. However, the bid schedule shows 24 different locations based on size and location. How many Short-Term Vacation Lease Properties are there in total? Can approximate square footage be provided for each property?
Answer: The SOW lists seven properties and these are the ONLY locations for short-term vacation rental cleanings for this contract. Paragraph 1.2 specifies those 7 specific locations and the number of bedrooms and bathrooms for each unit. The park would like to quote only those 7 properties. Refer to the revised Unit Price Rates schedule, provided as part of this amendment.
7) 2.1.2 and 2.2.6 of the Statement of Work contradict each other. 2.1.2 states The government shall furnish all supplies and materials necessary for the performance of the work of this contract. However, 2.2.6 states The National Park Service shall provide all toilet paper, paper towels, dishwashing soaps, kitchen trash bags, and facial tissue. The Contractor shall notify the Project Inspector, if these supplies need to be restocked at the house locations. These products will not be used by the Contractor for the contracted cleaning services. All cleaning supplies are the sole responsibility of the Contractor.
Contractor provides vacuums, mops and mop buckets, cleaning chemicals and cleaning cloths and sponges. What supplies and materials are the contractor responsible to provide, if any?.
Answer: 2.1.2 should specify that the contractor is responsible to provide ALL cleaning materials, cleaning equipment to clean each rental unit. Section 2.2.6 should specify that the National Park Service will provide toilet paper, paper towels, dishwashing soap, kitchen trash bags, and facial tissue for each rental unit.
8) Can the government confirm that all waste generated from cleaning each property can be disposed of at each house waste container located at each property? Is there a location at the Salt Pond Visitor’s Center where waste from cleaning services can be disposed of?
Answer: For the summer rental properties, the Contractor is responsible to take all waste generated from the cleaning with them upon departure after the cleaning service is complete. For the Salt Pond Visitor’s Center location, the Contractor is permitted to bag and gather the waste generated from the cleaning and put the waste contents in the chase way. The National Park Service will collect the bagged waste and dispose of it.
9) Attachment 2 shows 363 days of service for Salt Pond Visitor Center. However, 1.1 states services will not be provided on Thanksgiving, Christmas Day, and New Year’s Day. This would mean services occur 362 days a year. Can you please confirm the correct days of service for Salt Pond Visitors Center?
Answer: Attachment 2 is a Sample SOW for a Sample Task Order, will be used only for purposes of evaluating price, and will not result in award of a Task Order.
Definitive quantities shall be provided on a Task Order basis.

10) The current maximum ordering limitation is $480,000. Our analysis indicates that meeting all technical requirements may exceed this threshold. Would the government consider adjusting the maximum ordering limitation, or should offerors structure their proposals to remain within the current limit?
Answer: The Government will not increase the maximum ordering limitation.
