About this file

This document contains a comprehensive Q&A document for a federal solicitation involving painting and carpet installation work. The project encompasses approximately 1000 sq ft of flooring and 1500 sq ft of painting in six offices, a hallway, and a mailroom, with a visitor center front desk area receiving only new carpet. Key details include a proposal/bid due date of August 29, 2025 at 12pm ET, with an estimated project start date of October 1, 2025. The contractor will have 60 days from the Notice to Proceed to complete all work, with specific requirements for painting surfaces including drywall and acoustic/cork tile ceilings, which will be painted flat "Ceiling White" with walls and trim in a single color but different sheens (semi-gloss for trim, low-sheen/eggshell/satin for walls). The solicitation will result in a single contract, though subcontracting is permitted with appropriate documentation of subcontractor experience.

1. Question: The scope calls for painting the ceilings. Nearly half or more of the ceilings are a drop ceiling type material that would not be painted. Can you please clarify that we are not going to be painting these portions of the ceiling, only the drywall portions of the ceiling are to be painted?

Answer: There are two types of materials on the ceilings; drywall and acoustic/cork tile.

The acoustic/cork tile is glued solid and in good shape, it just needs to be painted. The drywall ceiling surface will get repaired as needed to make it smooth and free of defects prior to painting. The entire ceiling in the offices and hallway gets painted with flat "Ceiling White" paint.

2. Question: Is there a desired timeline for this work be to completed? I.e. One week, 2 weeks, 3 days, etc.?

Answer: The contractor will have 60 days from the issuance of the Notice to Proceed to complete all work.

3. Question: What timeframe will the work be completed? September, October, November, etc.?

Answer: Once awarded, submittals are approved and notice to proceed is given, the work can start.

4. Question: The paint specifications are given, but the color is TBD. Can you confirm if it will be 1 color for the entire space or if we will be looking at doing different colors in different areas? Utilizing 1 color consistently can create efficiencies and will help with the pricing.

Answer: The paint product requirements are on page 3 of the scope of work. Other than the ceiling surfaces which is going to be a flat "Ceiling White". The walls and trim will be the same color in all of the areas. Although it's the same color throughout there will be different sheens. The trim will be painted with semi-gloss, and the walls will be low-sheen, eggshell or satin finish.

5. Question: For the painting, the scope calls for patching the walls, there were not noticeable damage, are you looking to have all the small holes and knicks filled and smoothed out?

Answer: Yes, that's correct. There are several small holes, nicks and joints showing.

All need to be filled, feathered out and smooth surface prior to applying paint.

6. Question: Can you please provide the timeline for the proposal? When are bids due, when will colors and products be finalized, when will the award be announce, is there a clarification phase, etc.?

Answer: Proposal/bid due date is posted in the solicitation on page 1. Proposals are due August 29, 2025 at 12pm ET. Colors and products will be finalized after award.

7. Questions: Will you consider 2 contractors to complete the work, or are you desiring 1 contractor to handle both the paint and flooring?

Answer: There will be only one contract made for this requirement. It is acceptable for the awarded (Prime) contractor to sub-contract a portion of the work. If opting to subcontract part of the work, please refer to the solicitation instructions (Section L) and Evaluation Criteria (Section M) to ensure you are providing the relevant past experience/performance information for the subcontractor in your proposal.

8. Question: Is there a specific moisture test you require?

Answer: The park is not requiring a moisture test unless the product's manufacturer requires it prior to installation. Page 3 of the scope of work states " Contractor must install carpet tile according to manufactures recommendations. Same for applying the paint.

9. Question: The SOW states approximately 1000 sq ft of flooring and approximately 1500 sq ft to be painted. The areas that were pointed out to us during the site visit were the same for the flooring and the paint. What spaces are getting painted that are not getting new floor?

Answer: There are six offices, hallway, mailroom that's getting painted and new carpet, it's on page one of the scope of work. The visitor center front desk area is receiving new carpet only, no paint.

Questions related to the Admin offices

1. Question: What is the expected outcome of the cork/textured ceilings - the two options would be: skimmed to be a flat ceiling or leave the texture and just paint over it. Skimming would take longer and raise the price.

1. Answer: Leave the acoustic/cork ceilings textured. Just paint over it.

2. Question: What would be the proposed starting date for the project.

Answer: That depends on multiple factors, including the award date, timely submittals, and issuance of the Notice to Proceed. As a guide, we will aim for October 1, 2025, but that is simply an estimate and not binding.

3. Question: Will the paint contractor should be the first in the building, followed by the carpet contractor? This is how it is typically done, but I would like to make sure we will not have to work around each other in these tight spaces.

Answer: Yes. But any damage to the newly painted surfaces during the carpet installation must be repaired and the paint blended in the surrounding area.
