About this file
This document is an Amendment (0001) to a Request for Proposal (RFP) for replacing tile flooring in museum restrooms at Springfield Armory National Historic Site. The amendment provides detailed responses to six contractor questions regarding tile replacement specifications, including clarifications about tile color and size (to be approved by Contracting Officer Representative on-site), subfloor preparation, and scope of work. The contract period of performance is 06/10/2025 to 11/30/2025, and the estimated project value is between $25,000 and $100,000. The solicitation is issued by the National Park Service, Northeast Region, with the work to be completed at the Springfield Armory National Historic Site in Springfield, Massachusetts.
The amendment addresses critical technical details such as potential subfloor replacement, tile removal, and ancillary tasks, with the government indicating that all necessary preparatory and related work shall be completed by the contract awardee. Contractors are advised that the existing floor is over 40 years old, with no specific records of the current subfloor material, and that final tile selection will require on-site approval from the Contracting Officer Representative. An organized site visit was scheduled for May 20, 2025, at 8:00 am ET at the Springfield Armory National Historic Site Visitor Center.

Request for Proposal Number 140P4325R0023 Replace Tile Floor in Museum Restrooms at Springfield Armory National Historic Site Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4325R0023, Replace Tile Floor in Museum Restrooms at Springfield Armory National Historic Site.
1) What are the required color and size of the required replacement tiles?
Answer: Final color and size will be approved by COR on site. Refer to Solicitation Attachment 1: “…reinstall new tile flooring of the same or similar material, size, and color…”.
2) The floors will likely need new plywood over the existing hardwood, since Schluter Ditra can't go over strip flooring. This will raise the floor height and affect how it meets the sanitary base, which may need to be removed and replaced—or modified by cutting the cove, though that risks cracking wall tile. Any top base without tile will also need replacing.
There may already be plywood, but it’s hard to tell due to the doorway heights. If it’s there, it’s likely in poor shape and could delaminate during tile removal.
Is this proposed approach acceptable?
Answer: This approach is acceptable.
3) Please confirm who will perform the demo and removal of partitions and toilets.
Answer: Any and all related or ancillary tasks necessary to replace tile floor shall be completed by the awardee under this contract.
4) It's assumed that the sub-floor in the ladies restroom ADA stall will need replacing. Are we to replace all the areas of apparent damage or all of the sub-flooring?
Answer: Yes any necessary repairs to the subfloor are required.
5) What is the current sub-floor material? There seems to be a possibility that there may be a hardwood sub-floor. Hardwood sub-floor is not suitable substrate for tile due to its movement.
Answer: This floor is over 40 years old and the Government has no record or information on the sub floor or what’s beneath the tile.
6) Is there a spec for the replacement tile?
Answer: Refer to Solicitation Attachment 1: “…reinstall new tile flooring of the same or similar material, size, and color…”. Final tile selection will be approved by COR on site.
