The National Park Service (NPS) is seeking a Time and Materials Purchase Order for conservation treatment of historic collections, specifically targeting four different artifacts (EDIS 328024A, FLNI 315127A, MORR 214328B, and SARA 320407A). The procurement is a Total Small Business Set-Aside under NAICS code 541990, with a small business size standard of $19.5 million.

The solicitation requires offerors to provide detailed technical qualifications, including key personnel certifications in conservation treatment, a minimum of two similar past project references, and comprehensive past performance documentation. The contract period is from August 11, 2025 to August 10, 2026, with a total of 580 anticipated labor hours across the four artifacts. Quotes are due by 12:00 PM EDT on July 22, 2025, and must be submitted via email to Melvin Gartrell. The government will award the contract to the lowest-priced, technically acceptable offeror, with evaluation factors weighted such that non-price factors are equal to price.
