About this file
This document provides responses to questions from potential offerors on a solicitation. The solicitation seeks offers for the development of an interactive virtual program to reimagine the Underground Railroad story at the New Bedford Whaling National Historical Park. The program must be compatible with mobile and internet browser interfaces. The National Park Service is the contracting agency. Offerors may propose customizing an open-source content management system or delivering content in other formats. The contractor will provide support for one year after completion. Feedback may be gathered during development. The solicitation does not require extensive filming. The technical approach, past performance history, and price proposal are due by September 18 in one PDF document.

Request for Quote Number 140P4323Q0116 Re-Imagining the Underground Railroad for the 21st Century at New Bedford Whaling NHP Amendment 0001
DESCRIPTION OF AMENDMENT/MODIFICATION
The following are a list of questions received for the Solicitation Number 140P4323Q0116, Re-Imagining the Underground Railroad for the 21st Century at New Bedford Whaling
NHP.
1) The interactive program will be “compatible with a mobile touch interface and an internet browser interface”, implying that the program is available on both mobile and computer interfaces. Will there be any scenarios where the program will be installed on a computer touchscreen in a kiosk mode?
Answer: As of right now this will only be viewed on a mobile phone and website.
There is no current plan to view this on a kiosk.
2) It is stated that the interactive program will need to be compatible with the NPS CMS.
Will updatability need to be integrated into an existing NPS CMS website?
Answer: No, the updates could be done outside of the NPS CMS. If a separate front-end page is created, the updates would be made by the contractor then would be sent to the park web specialist to update on the NPS server side.
3) To what extent is it expected that elements in this interactive program will need to be updated post-project completion?
Answer: One year after the project is completed. The extent would include anything that could cause a malfunction with the program such as a mobile phone update or web browser update.
4) Will the program interface design need to fit into an existing NPS templates, or can we create a custom front end that's hosted on the NPS server?
Answer: This can be done either way, depending upon the intent of the feature.
There are some features (e.g. MatterPort virtual tours) which are embedded as custom script iframes within an NPS template, and others which are standalones
5) Will data need to be stored in an existing CMS or can we deliver an open-source CMS customized specifically for this program that would be installed on the NPS server?
Answer: This question is the one which raised potential concerns. It is very unlikely we will install an open-source CMS on our production environment. The best approach is likely to create the StoryMap the NPS ARCGIS Online (which is cloud-based and separate from the CMS). If there's some reason this isn't possible, I've
Amendment 0001 seen other solutions pull data from JSON files, for example, or content within HTML/JS files, for example (i.e. strictly client-side).
6) Are the mobile and computer experiences on the interactive program expected to be the same in terms of functionality? Or will there be differences between them? (Ex: A presentation mode only on internet browsers for teachers to better include classroom input).
Answer: We would like the mobile and computer features to be as similar as possible but understand that some functionalities may need to be different. A presentation mode would be a nice feature to have for teachers to have, but not a mandatory need.
7) In SOW 10, one of the requested metrics is visitor feedback. Is this expected to be built into the virtual program and will be reviewed by NPS staff at a later time? Or, is this to be submitted via an alternative method, such as somewhere on the NPS website? Will a staff portal need to be developed for reviewing this feedback from users?
Answer: This will not need to be built into the virtual program. Feedback would be gathered within 5 days of launch by park staff, if any errors appear, we will contact you with the feedback provided, if changes do need to be made. No staff portal is needed for feedback.
8) For SOW 10.2 Evaluation Plan, should we assume we are gathering and addressing this feedback during production and not post-launch?
Answer: Yes, that is correct. Feedback could be gathered during the production process. Feedback could include but not limited to the park staff and partners.
9) Should we assume that we’ll deliver install files per NPS-provided specifications and NPS will install them on their server?
Answer: That's pretty close. We'll place the files on our TEST environment, send a link to make sure the output/results are what you expect. We don't debug or troubleshoot code from features, but we do run a 508-compliance check out of necessity. Once all errors and 508-compliance issues have been addressed (again, not by EDS, to be clear) then the process of copying the files to a folder within the spaces set aside for features on production can take place.
10) What’s the target period of engagement for users? Do you want users to experience the full program in one visit or is it expected that users may view different parts of the program in multiple visits to the site?
Amendment 0001
Answer: We would like the contractor to help on deciding what would be the best option to keep users engaged with the program. The goal is to have users understand the history of the Underground Railroad story line and a connection to New Bedford.
11) Will users be encouraged to move through the program somewhat linearly or do you want users to be able to jump around?
Answer: The goal is to move linearly, but we cannot predict how users move through program.
12) Can you expand on what type of services that contractor would provide for SOW 9.
Promotion and Outreach? For example, would the contractor be providing graphic design and writing for promotional materials. Would the contractor be responsible for any costs related to social media promotion (buying Facebook ads etc.)?
Answer: The most the park would need it possible still images or graphic elements from the project that we could then share on to our social media platforms. There would be no costs related to social media promotion.
13) Could you share any examples of virtual programs that serve as inspiration for this one?
Answer: We haven’t come across any similar examples of what we would like for this project. We would like to see what the contractor would envision for this concept.
14) Should we price for any original filming for videos to be included in the program? For example, new interviews, reenactments, or footage around New Bedford? Or would videos only include archival and stock imagery?
Answer: Videos can include archival and stock imagery. There are not sufficient resources available in New Bedford for video filming.
15) Pages 1-2 of the solicitation (IX.a) state that “The Government will award a contract resulting from this solicitation to the lowest-priced, responsible Offeror whose offer conforms to the solicitation requirements for technical acceptability….All evaluation factors other than price, when combined, are significantly more importance than price.”
One sentence implies that price is the most important factor; the other that technical / past performance are the most important factors for the award. Can you please clarify which it is?
Answer: Offers shall be evaluated for technical acceptability. If an offer is found technically unacceptable, it will be found ineligible for award. Therefore, all evaluation factors other than price, when combined, are significantly more
Amendment 0001 importance than price. Once all offers have been evaluated for technical acceptability, award will be made to the lowest-priced, responsible Offeror whose offer conforms to the solicitation requirements for technical acceptability.
16) For the proposal, do you need separate volumes for the sections Technical Approach, Past Performance, and Price, or can they all be together in one document?
Answer: All may be submitted in a single volume.
17) Please confirm if you just need one total number for the Price CLIN 00010 or if there is a more detailed line-item budget form we need to include?
Answer: Only a firm-fixed-price lump-sum is required.
18) Is the milestone pricing schedule negotiable? Our typical milestones align more with the total project schedule and include more spread out invoices over the course of time. For instance, we would request 5-10% after the kick off meeting, and then 10-15% after design, etc. Waiting until the end to invoice 50% is untenable for a small business.
Answer: Offerors may propose an alternative payment schedule with their offer.
19) What type of assets are already available that we can use? In pricing, we will need to decide what/how many linear videos will need to be created, for instance. Is it possible to get some order of magnitude for these assets (assume 5 90 second videos, etc) so we can price appropriately?
Answer: Assuming the contractor means videos as assets, the park has no assets on this story. That is the reason for the project. The park has a video on the Nathan and Polly Johnson House but that is a different story with a different protagonist,
20) Please confirm that the only proposal elements due on 9/18 are the Technical Approach, the Past Performance, and the Price as listed on the Solicitation document, Page 2. Are these to be delivered all in the same PDF?
Answer: Correct. Yes, they can be submitted in a single PDF.
21) Please elaborate on the current NPS content management system and website specs so we can best figure out how to create something that is compatible with them?
Answer: To be clear, Features are external to the Content Management System. It's possible to embed a feature into a CMS page via an iframe tag, but you're not going to be leveraging CMS API calls, for example, from within a feature.
Might I suggest looking at an existing feature (https://www.nps.gov/features/shen/index.html ) to get a sense of what is used?

Amendment 0001
(Primarily front end staples, like HTML, JS, CSS. We do not, for example, provide NodeJS on the backend for React to pull data via fetch calls.)
22) Should this experience be mobile first?
Answer: It should be web first but still be able to be accessible through mobile devices.
