About this file
This document contains a specification section for painting a 150,000 gallon water storage tank and tower. The work involves preparing all exterior and interior surfaces of the existing tank and structure and applying new protective coatings.
For the exterior, the specification requires a three-coat paint system consisting of a primer, intermediate coat, and finish coat produced by the same manufacturer. The primer must be an epoxy type and the intermediate and finish coats are specifically identified. The finish coat color must match the existing tank color. For the interior, a two-coat system is specified using an AWWA D102 approved coating. Specific coating products are identified for the prime and finish coats.
The specification provides extensive requirements for surface preparation, coating application, curing, and cleanup. It also requires qualifications for the coating manufacturer's representative, applicator experience, quality control personnel, and competent person. Procedures must be submitted addressing planning, inspection, repair, and documentation.

Where conflicts occur between the manufacturer’s recommendations and these Specifications, the more stringent of the two shall apply unless approved otherwise by the Contracting Officer.
3.2 EXTERIOR SURFACE PREPARATION
A. The existing paint coating on the exterior of the tank was tested and found to be lead-containing paint. See Section 13 20 00 – Lead Based Paint Abatement for additional information, including test results for lead in the existing paint.
B. Clean all exterior surfaces identified for painting.
C. Remove and properly dispose of accumulated bird droppings, dirt, grease and debris from all areas to be prepared and painted prior to undertaking any paint removal or surface preparation operations. SSPC-SP-1, solvent cleaning will be required for removing all visible oil, grease, soil, and other soluble contaminants from steel surfaces.
D. The entire exterior of the tank shall be cleaned with an anti-fungal biodegradable solution using one of the two following methods:
1. A high-pressure water blast of no less than 5,000 psi HPWC (high-pressure water cleaning) at 180o F at five gallons per minute with a zero degree rotating tip (at a maximum of a 4” standoff distance) to a SSPC – SP12 WJ4 - NV2 to remove loose paint and loose rust, (SSPC SP2 & SP3 hand or power tool cleaning maybe used in inaccessible areas or when water cleaning is not possible); or,
2. A low-pressure water blast of approximately 150 psi wet abrasive water cleaning using garnet abrasive and potable water. The standoff distance shall be no less than 6” and may be increased by the Contracting Officer if the existing tightly-adhered paint is unnecessarily being removed.
E. Hand and power tool cleaning will be necessary if all loose rust and other debris are not removed by water blasting. Pack rust shall be removed as much as possible as determined by the Contracting Officer from flat services, or unbounded seams along the edges of metal to metal; contact surfaces. If necessary, supplemental hand or power tool cleaning shall be used to remove pack rust. Remove all rust scale on any flat or unbounded surface and loose pack rust that has formed on steel members. Remove tight pack rust until the highest point is a minimum of 3 mm (1/8 inch) below the surface of the surrounding steel. Exercise care to avoid any nicking or gouging of the steel during rust removal. Nicks and gouges are cause for a suspension of activities until appropriate adjustments are made to prevent a reoccurrence.
Damage to steel by the Contractor shall be repaired by the Contractor as approved by the Contracting Officer, and at no cost to, the Government.
ACAD-194701 09 97 13.24 – 8
F. If there is a question of whether all loose paint has been removed, adhesion testing of the remaining “tightly adhered” paint shall be done in accordance with ASTM D 4541-02 Standard Test Method for Pull-Off Strength of Coatings Using Portable Adhesion Testers, with a minimum value of 300 psi.
G. Final surface preparation shall be in accordance with the paint manufacturer’s recommendations. A technical representative of the manufacturer shall be onsite for product application quality assurance, and to determine compliance with manufacturer's instructions and these Specifications. See Section 1.2 A. of this specification for additional requirements.
3.3 INTERIOR SURFACE PREPARATION
A. The existing paint coating on the interior of the tank was not tested but is assumed to be lead-containing paint. See Section 13 20 00 – Lead Based Paint Abatement for additional information.
B. Cap or seal all inlet, outlet, or overflow piping inside tanks prior to beginning any surface preparation or cleaning work to prevent entry of foreign material into the piping systems.
C. It is the Contractor’s responsibility to determine the original steel conditions in selecting the abrasive and equipment required for achieving the specified surface profile and cleanliness.
D. Sandblast to SSPC-SP10 (near white) all rusted and abraded interior areas. The remaining interior areas shall be cleaned to SSPC-SP7 (brush-off blast cleaned). Select type and size of abrasive to produce a surface profile that meets the coating manufacturer's recommendations for the particular coating to be applied.
E. Surface Preparation Inspection:
1. Provide the Contracting Officer a minimum 3 days' advance notice prior to start of surface preparation work or coating application work.
2. Perform such work only in the presence of the Contracting Officer, unless the
Contracting Officer grants prior approval to perform such work in his absence.
F. Paint cleaned surfaces the same day they are approved, unless dehumidification equipment is provided and properly operated on a continuous basis throughout surface preparation. Re-blast surfaces that have started to rust before they are painted.
G. Final surface preparation, including but not limited to, final cleaning, removal of residual particles, dust, oil, etc., and establishment of interior temperature and humidity shall be in accordance with the paint manufacturer’s recommendations. A technical representative of the manufacturer shall be onsite for product application quality assurance, and to determine compliance with manufacturer's instructions and these Specifications.
