MINUTE MAN NATIONAL HISTORICAL PARK GROUNDS MAINTENANCE STATEMENT OF WORK
Field MOWING
1.0 BACKGROUND
Minute Man National Historical Park preserves grounds and buildings to commemorate local events on April 19, 1775 and the start of the American Revolution.
The work described in this statement of work is intended to provide field mowing which complies with all applicable laws, rules, and regulations, and including all necessary supervision, tools, equipment including safety equipment, labor, transportation, at Minute Man National Historical Park located in the towns of Concord, Lincoln, and Lexington Massachusetts.
2.0 SCHEDULE OF WORK
2.1 Field mowing services shall be conducted between 7:00 A.M. and 3:30 P.M., Monday through Friday. No work will be conducted on weekends or holidays unless prior arrangements are made with the Contracting Officer or their representative. Field cutting and trimming shall be performed at different and various geographical locations throughout Minute Man NHP.
2.2 FIELD MOWING WORK OUTSIDE OF REGULAR HOURS:
If the Contractor desires to carry on work outside the regular hours, he shall submit application to the Contracting Officer.
The Contractor shall allow ample time, of at least 7 days, for a reply to a request to perform work outside of normal hours as stated in 2.1 SCHEDULE OF WORK.

2.4 FIELDS:
Mowing: Fields shall be mowed at a height of 6”. For quoting purposes, it is estimated that mowing operations will consist of one cut per field from September 3, 2018 through September 17, 2018 and one cut per field from May 27, 2019 through June 10, 2019 for a total of 2 cuts per field. Prior to each mowing, Contractor shall contact Contracting Officer’s Representative at 978-318-7823 for notification that mowing will commence (voice mail is acceptable).
Under no circumstances shall the Contractor mow fields when they are excessively wet. Mowing equipment shall be sharp and in good adjustment to prevent tearing of grass blades. Any trees or shrubs which become damaged by the mowing operation shall be replaced by the Contractor at no expense to the Government.
2.5 TRIMMING:
In all field areas grass and other vegetative matter shall be trimmed level along:
-around foundations, including inside foundation fencing.
-around fences and stone walls -around wayside exhibits

Trimming shall be performed during every mowing operation. The Contractor shall accomplish trimming operations to provide a uniform appearance.
2.6 INSPECTION:
Each phase of the services rendered is subject to Government inspection during the Contractor's operations and after the completion of the task. Any defective or unaccomplished work will be brought to the attention of the Contractor by the Contracting Officer or authorized representative within 24 hours. The Contractor shall meet with the Contracting Officer or his authorized representative to discuss the work in question within 48 hours after notification of faulty performance.
3.0 DAMAGE TO GOVERNMENT AND PRIVATE PROPERTY:
Extreme care shall be exercised to avoid damaging vehicles, trees, shrubs, plants, buildings or other structures. Vehicles, trees, shrubs, plants, buildings or other structures damaged or destroyed in the prosecution of the work shall be repaired or replaced as directed at no expense to the Government.
4.0 SAFETY STANDARDS:
4.1 SUBMITTALS
Contractor will submit a copy of its Safety Program.
4.2 Contractor’s employees shall be made especially aware of the large number of visitors at all location and shall take necessary precautions to safeguard their well-being.
4.3 Contractor’s employees shall follow all applicable safety standards including operating all equipment in conformance with the manufacturer's operating instructions for each, and in compliance with OSHA standards and requirements.
4.4 Precaution shall be exercised at all times for the protection of persons, (including employees) and property. The safety provisions of applicable laws, building and construction codes shall be observed. Machinery, equipment and all hazards shall be guarded or eliminated in accordance with applicable safety provisions.
4.5 Mower discharge shall at all times be aimed away from people, buildings, children and vehicles. Mower guards must be used as intended at all times for safety.
4.6 The Contractor shall provide and maintain in working order during work such fire protective equipment and devices as required by applicable safety standards and as they deem necessary and suitable for any possible class or type of fires. Extinguishers shall be non-freeze type of not less than (10) pound capacity each and must be readily available to staff operating equipment.
4.7 Mowers, weed trimmers and other equipment shall be properly maintained to operate at operating sound levels as determined by the manufacturer of the equipment or industry standards. Equipment that is generating excessive noise or is otherwise objectionable to the Park shall be discontinued from use, at the Park's request, until repairs can be affected. The Minute Man NHP Facility Manager shall be the sole judge of acceptable equipment under this section.
4.8 If the Contractor fails or refuses to promptly comply with safety requirements, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
5.0 REPORTS:
During the Contractor's performance of the work any unusual condition or situation affecting or potentially affecting the outcome of work covered under this contract shall be brought to the attention of the Contracting Officer's representative in a written report or memorandum.
6.0 WORKMANSHIP:
Use skilled and experienced personnel, carefully supervised, in such a manner as to insure full compliance with safety requirements and to ensure work performed meets results specified in Items 2.4 through 4.8.
7.0 PRE SERVICE/PERFORMANCE CONFERENCE:
Prior to commencing work, the Contractor shall meet in conference with the Contracting Officer and his designated representative at a time specified to discuss and develop mutual understandings relative to scheduling and administration of work.
