About this file
This is a Questions and Answers document for Solicitation 120P4226R0012 - Amendment 0003, a Request for Proposals for masonry rehabilitation work at Independence National Historical Park's Second Bank Block. Questions were received at the second site visit on June 11, 2026, with an extended technical questions deadline of June 15, 2026.
The document addresses six key clarifications regarding project scope and requirements. On-site parking is not available; vehicles may only load and unload materials. The project timeline is 365 days to complete after Notice to Proceed issuance, with the NTP start date based on actual mobilization after submittal approval. A partial NTP may be issued for the submittal process but will not count toward the 365-day period. Brick gutter repair, including storm drainage work, is a Base Bid Scope Item identified in the drawing set (Attachment 2 - INDE 308228 Second Bank Block CD Drawing Set 022625), not an optional item. The triangular planter is included under Division 1 - 01 27 00 - Section 3.1 (B) Optional 1 Repairs to Perimeter Walls on Subsheet A-4.4. Archeological monitoring is required due to the depth of helical piles under the Morris Statue and site wall pier off Walnut Street, per Division 1 - 01 35 13.22 - Archeological Protection specifications. Repointing and repairs to the short brick wall perpendicular to the Walnut Street exterior wall are included under the same optional perimeter walls section. Contractors must use Attachment 1 - Amend 0002 - Updated Schedule-SOW-T&C's to respond to requirements under L.2.
