About this file

This is Amendment 0001 to Solicitation 140P4226Q0039, issued by the National Park Service (NPS) Northeast Regional Contracting office in Philadelphia, Pennsylvania. The amendment extends the closing date for receipt of offers to August 28, 2026 at 5:00 PM Eastern Time and provides responses to 29 questions submitted by potential offerors.

The solicitation concerns tree removal and stump grinding services at a cemetery. Key scope details clarified through the Q&A include: all 26 trees (25 trees plus 1 stump) have been identified and marked with red ribbon on site; an updated map and tree list are provided as Attachment A; no ash trees requiring specialized Emerald Ash Borer quarantine protocols are included; standing trunks must be removed and stumps ground; stump grinding specifications require removal of grindings and backfill with clean topsoil; ground protection using plastic mats or plywood applies to areas inside the cemetery wall and mowed grassy areas adjacent to the parking lot; seeding, mulching, or sod restoration is required only for stumps in grassy areas along the front wall; chipped woody debris may be dispersed in wooded areas north of the parking area to a maximum depth of approximately 10 inches; and the parking lot and paved area in front of the Carriage House may be used for staging. The NPS will obtain necessary permissions for trees near property boundaries, and contractors are not responsible for determining property boundaries or obtaining neighbor permissions. Equipment must be approved by the Park Contracting Officer's Representative (COR) Charles Aznive after award. An archaeological monitor will be available with approximately one hour notice. Offerors may use subcontractor past performance examples if clearly distinguished from prime contractor experience. This amendment must be acknowledged with the quote or offer.

The purpose of this amendment is to:

1. Extend the closing date and time for receipt of offers to August 28th at 5:00 PM ET.

2. Provide responses to all questions received as follows:

Q1) Scope and Pricing for Unidentified Trees:

Section C.4 states that 26 trees are to be removed, but Appendix A only identifies 22 trees, noting that the remaining 4 will be determined by the COR prior to work beginning.

Because tree diameter (DBH), specific location, and stump grinding requirements directly dictate equipment and labor costs, how should offerors price the 4 unidentified trees? Will the Government provide assumed specifications

(e.g., maximum DBH, location, and grinding requirements) to ensure all offerors are pricing on an equal basis?

A1) All 26 trees (25 + 1 stump) were identified prior to the site visit and the tree list and map have been updated. All trees are marked on site with red ribbon.

Q2) Evaluation Criteria Clerical Error (Factor

1, Sub-Factor B): The evaluation criteria for

Sub-Factor B state that personnel must possess licenses and permits as required "where the alarm system is installed." We assume this is a clerical error. Can the Government confirm that no alarm system licenses are required, and clarify exactly which licenses or certifications must be submitted in this section beyond the ISA Arborist Certification?

A2) Yes, it is an error. The sentence should read. "Sub-Factor B-Licensing/Certifications -

Contractor personnel shall possess certificates of training, licenses, and permits as required under Section C.10 (see page 10). All offers must include documentation and proof of certifications and qualifications for each employee."

Q3) Relevant Project Experience (Factor 1, Sub-Factor C): The solicitation requires the

(C) submission of three (3) prior projects demonstrating relevant experience. If a Prime

Contractor proposes to utilize a highly qualified subcontractor for the on-site physical work, will the Government accept and evaluate the relevant past performance references of the proposed subcontractor?

A3) Yes. The Government will accept and evaluate the relevant past performance references of the proposed subcontractor, provided that the offeror clearly distinguishes which past performance examples belong to the

Prime Contractor and which belong to the subcontractor.

Q4) Debris Management and Quarantine Protocols:

Section C.9 specifies debris management and disposal protocols for Ash trees to mitigate the spread of the Emerald Ash Borer. While none of the 22 trees identified in Appendix A are

Ash trees, can the Government confirm whether any of the 4 currently unidentified trees are anticipated to be Ash trees that will require these specialized quarantine disposal measures?

A4) See Attachment A_Updated Map and Tree List, no Ash trees are marked for removal.

Q5) Could you please clarify if there is an incumbent for this opportunity? If so, what is the contract number, its value, and the name of the company?

A5) There is no incumbent.

Q6) Additionally, is it possible to extend the proposal due date? Please let me know your preferred method for proposal submission.

A6) Yes, the due date is extended until August

28th at 5:00 PM Eastern Time. Submission instructions are included in section L of the solicitation.

Q7) Am I required to use bio-based products or am I required to report the bio-based percentage of the bio-based products I choose to use?

A7) Please refer to solicitation section C.35

(p.16-17) and G.8 (p. 25-26) for biobased

Q8) How long is the lead time on the government provided archeological monitor?

A8) Park Archeologist plans to be working on site for about 1 week during the period of performance. Generally, they are available for monitoring with 1 hour notice. If additional time is needed contractor, COR and Archeologist can coordinate.

Q9) May a prime offeror satisfy Factor 1, Sub-Factor C-Relevant Project Experience and

Past Performance, using the experience of its proposed first-tier subcontractor when that subcontractor will perform the specialized tree removal, stump grinding, and disposal work? If yes, what documentation is required to establish the subcontractor's commitment and experience?

A9) Please see response to question 3.

Documentation required is listed in sections L

& M of the solicitation.

Q10) Perimeter wall damage. The cemetery is enclosed by a beautiful historic brick perimeter wall. A large in-scope tree has partially snapped and fallen onto the wall, destroying an approximately 12-foot section.

Does the Government wish to have this section repaired - along with a few other minor damaged areas around the perimeter?

A10) The wall is not to be repaired as part of this contract. The updated tree list does not include the tree that caused the damage

Q11) With the wall already breached at that location, would the Government permit temporary use of that opening as an equipment access point during performance? Doing so could ease movement of equipment and debris and shorten the performance period.

A11) Because the wall is historic and the footer is still intact the government will not permit driving over the broken section. The

to be passed over/trough the opening.

Q12) Standing trunks listed for grinding.

Several items marked for stump grinding are actually standing trunks several feet in height, with limbs already removed, rather than ground-level stumps. Removing a standing trunk is a greater level of effort than stump grinding. Please confirm whether the Government wants these felled and removed as trees or ground in place, and whether the appendix should be updated accordingly.

A12) Please reference Attachment A_Updated Map and Tree List. Yes, standing trunks to be removed and stumps ground.

Q13) Listed tree no longer present. One tree identified in the scope appears to have already been removed; a park bench now occupies that spot. Please confirm the correct total removal count, and whether this item should be deducted or replaced by one of the COR-designated trees.

There is not stump present.

A13) Please see Attachment A_Updated Map and

Tree List

Q14) Can equipment and crews use the perimeter road outside the cemetery wall along the left and rear sides. Access would materially affect work methods and price. Please confirm whether that road may be used for performance and identify any vehicle, weight, surface protection, restoration, or access restrictions. If there are mapped limits, please provide them.

A14) Park Service has received permission from its abutters to the north and east to utilize the road to access identified trees for the purposes of this contract. If utilized contractor must ensure residents and their guests, deliveries, etc. retain access and avoid parking or driving equipment on any maintained non-government property Lawns, farm fields, etc. Only 2 residences utilize the road.

Q15) The perimeter road may be privately owned.

Please confirm whether a bidder or proposed subcontractor may independently seek permission from the private owner to use that road. If so, please identify any required written permission, insurance, restoration, boundary, or proposal-disclosure terms. If NPS can identify the owner or mapped road limits, please provide that information.

A15) See answer to question 13. Contractor may independently seek permission from the abutters. Any sought permission must be approved in writing, and the COR must be notified before additional permissions are sought.

Q16) If a stump is obstructing debris removal, can we grind it down at no additional cost to improve access?

A16) Yes, all stump grinding requirements & specifications in the scope will apply.

Q17) It was mentioned that hauling away stump mulch and bringing in topsoil might be required. Since this was not in the original scope of work email, could you confirm if this is intended?

A17) Please refer to section C.9 General

Contractor Responsibilities, Stump Grinding on page 9 of the solicitation.

Q18) Who should we contact to get our equipment approved?

A18) After award all equipment approval must go through the Park COR/POC Charles Aznive.

Q19) Could you please provide an updated map, as the one on the SAM website is currently outdated?

A19) Yes, see Attachment A_Updated Map & Tree

List

Q20) Revised tree list and map. During the site visit, park personnel stated that the original tree map is no longer valid and that no trees within the cemetery's brick perimeter wall will be removed. Please confirm that no trees within the cemetery grounds remain in the contract scope. Will NPS issue a solicitation amendment

(C) containing a revised map and tree schedule that clearly identifies every tree to be removed?

For each tree, will the revised schedule identify its location, species or identifying number, approximate diameter, and whether complete removal and stump grinding are required?

A20) See Attachment A_Updated Map & Tree List

Q21) Will the scope be revised to 25 trees to be removed and 26 stumps to be ground? Should offerors base their quotations exclusively on the forthcoming revised tree list rather than

Appendix A and the original site map?

A21) Yes, please use the updated tree list

Q22) Several trees discussed during the site visit appeared to be on or near property boundaries or adjoining properties.

Before quotations are due, will NPS confirm whether each identified tree is located within property or a right-of-way controlled by NPS?

For any tree partially or wholly located on property not controlled by NPS, will NPS obtain the necessary permissions and rights of access before issuing the Notice to Proceed, or remove that tree from the contract scope?

A22) The Park Service is currently working to clarify trees close to boundaries and seek permission to remove trees that may not be wholly within the cemetery boundary. Any tree without this permission by the work start date will be adjusted to removing/ trimming branches crossing the park boundary. For trees 9-18 (see updated map) along the north and east walls permission has been granted. Permission has also been granted for trees 19 & 20.

Q23) Please confirm that the contractor will not be responsible for determining legal property boundaries or obtaining permission from neighboring property owners, and that work on any disputed tree will not proceed until NPS provides written authorization.

A23) Confirmed - Any tree without this permission by the work start date will be adjusted to removing/ trimming branches crossing the park boundary.

Q24) Ground protection outside the cemetery wall. Section C.9 requires COR-approved plastic track mats or 3/4-inch plywood when heavy equipment is operated on turf or bare soil.

Does this requirement apply to all turf and bare-soil areas outside the brick perimeter wall, including areas along the approach road and outer perimeter? If ground-protection requirements will be determined by location, will the revised map identify where mats or plywood are required?

A24) This requirement applies to all areas inside the cemetery wall and mowed grassy area adjacent to the parking lot. Cleared and wooded area immediately outside the wall do not require mats. Note: significant rutting/ destruction of the ground to be avoided if possible or repaired.

Q25) Stump grinding and archaeological monitoring

Will stump grinding be required for every tree outside the cemetery wall, or will NPS identify the specific trees that are exempt?

For example, park personnel indicated that Tree

17 or 18 may not require grinding because of its close proximity to an existing pine.

If stump grinding remains required, will an NPS archaeological monitor be required for all stump-grinding operations along the outer perimeter?

A25) See updated tree list and map. Tree 18

-oak near pine to be removed and low cut stump so as to not damage the pine. Stump does not need to be ground.

Q26) Backfill and restoration

For each stump that must be ground, does the requirement to remove the grindings and backfill the resulting cavity with clean, weed-free topsoil remain applicable? Please also confirm whether seeding, mulching, sod replacement, or any other surface restoration will be required in the revised work areas.

A26) Yes, stump grinding specifications for filling stump cavities remain with updated work areas.

Seeding, mulching, sod or other surface restoration are only required for stumps in grassy areas along the front wall facing the parking lot.

Q27) Chipping and disposal of woody debris

Would the contractor be permitted to chip suitable limbs and other woody debris directly into designated wooded areas on NPS property instead of hauling all chipped material off site?

A27) Yes, the area directly to the north of the parking area may be used for chip dispersal.

See attachment B_Wood Chips Area. Chips must be fanned out into the woods so as to avoid leaving large piles/ mounds.

Q28) If permitted, will NPS identify the approved areas and any requirements concerning maximum chip depth, distribution, distance from roads or property boundaries, and prohibited material?

A28) Even distribution will be more important than chip depth. ~10 in maximum depth. See attached map for area.

Q29) Access and traffic control

Will NPS identify approved equipment-access routes, staging areas, and temporary debris-loading areas for the revised tree locations?

Will any work along the approach road require lane closures, traffic-control plans, permits, or coordination with another property owner or roadway authority?

A29) See updated tree list and map. Trees along approach road have been removed. Parking lot and paved area in front of the Carriage House

(Barn) inside the wall may be used for staging.

Note: High appearance standards are kept especially inside the wall. Equipment should not be leaking or leaving stains on the paved areas.
