About this file
This is a Questions and Answers document for federal contract opportunity 140P4226Q0030, a toilet rental service for the America 250 Blue Angels airshow event at Fort McHenry.
The solicitation requires portable toilet rental services for an estimated 6,000–8,000 guests, with 66 units to be serviced during a single weekend event (June 27–28, 2026). The contractor must complete pumping, cleaning, and restocking before 9:00 AM EDT on both days with a single daily service visit per unit. If units reach capacity during the event, they will be locked until the next morning service. No on-site technician standby is required; damaged or vandalized units must be repaired or replaced within 24 hours or by the end of the rental period, whichever is sooner. The Government will provide access to a fire hydrant for water supply, requiring approximately 250 feet of hose to reach all units. No alcohol will be served at the event, and the contractor will experience no security delays for gate access. This is a new requirement with no incumbent contractor. The Government has confirmed there is no mechanism for changing unit quantity or service frequency during the contract period, and NPS will not request additional units or increased servicing frequency.

Questions and Answers 140P4226Q0030 Toilet Rental FOMC
Q1. What is the total number of guests expected to be using the portable toilets?
A1. We are estimating 6-8,000. There are other restrooms on the property so all will not use the portable restrooms.
Q2. Will alcohol be served at the event?
A2. No
Q3. The SOW requires pumping, cleaning, and restocking to be completed "before 9:00 AM EDT on both 6/27/26 and 6/28/26." Given the large crowds expected for the America 250 Blue Angels airshow, is the contractor required to perform only one (1) daily service per unit on these weekend days, or is the contractor expected to remain on-site or on-call to perform additional pumping and restocking throughout the day if units reach capacity?
A3. A single visit is correct. If unit becomes full then we will lock it until the next day until it can be cleaned in the morning.
Q4. The SOW states that personnel and equipment are subject to search by Law nforcement. Considering the strict mandate to complete all servicing prior to 9:00 AM EDT on event days, will the contractor be granted expedited gate access, or should the contractor anticipate significant security queue times that must be factored into the early-morning dispatch schedule?
A4. No there will be no security delays.
Q5. Will the Government provide access to an on-site water supply at Fort McHenry for the cleaning and disinfecting of the 66 units, or must the contractor mobilize and transport all necessary water for the weekend servicing?
A5. FOMC has a fire hydrant which the contractor can use to fill their truck if necessary.
They can hook up to a fire hydrant if they bring enough hose to make the reach. It will probably take about 250 feet of hose to reach all units from hydrant.
Q6. The solicitation states that repairs or replacements for damaged/vandalized units shall be made within twenty-four (24) hours of notification. Because the primary event duration is highly condensed (spanning a single weekend), can the Government confirm if a 24-hour response is acceptable, or if the Government anticipates requiring an on-site standby technician to address immediate operational deficiencies during the airshow?
A6. Contractor does not need to have a technician on site. Problem units will be locked as needed until contractor arrives (within 24 hours or end of rental period whichever is sooner).
Q7. Is this a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
A7. This is a new requirement.
Q8. If the Government requests additional units or an increase in servicing frequency within the 48-hour window mentioned in C.3.3, how will those additions be billed?
A8. There is no mechanism in the SOW for changing unit quantity or service frequency, and NPS will not request additional units or an increase in servicing frequency. If a unit becomes non-functional we will lock it until next servicing.
