The amendment provides responses to questions received from potential offerors, covering topics such as the ownership of propane tanks, refill schedules, pricing methodology, incumbent contractor information, and delivery logistics. Key details include:

The National Park Service is seeking a contractor to provide liquid propane gas to approximately 58 storage tanks owned by the park for a 5-year period from 09/26/2024 to 09/25/2029. The estimated annual propane usage is 41,000 gallons. The contractor will be responsible for supplying cylinders, cages, and locks at two park locations. Q4) If we were to win this bid, could we install tank monitors on the tanks to know when a delivery is needed?

A4) The contractor may install tank monitors on the tanks if the contractor chooses.

Q5) The bid is titled National Park Propane, but would we also be eligible for bidding on the gas and diesel that is listed?

A5) Federal Agencies consuming over 10,000 gallons of gasoline, diesel and non-LP heating and generator fuel annually at any one location are required to use the Defense Logistics Agency as the contractor/supplier for those fuel needs.

Q6) To be clear, the contractor would need to supply the cage and locks for the cylinders at both Big Meadows and Headquarters. Is that correct?

A6) The contractor will supply the cylinders, and cages with locks at the Big Meadows and

Headquarters locations.

Q7) The refilling schedule is clear for the cylinders. For the 58 other tanks, will orders be placed when refills are needed?

A7) The refill schedules will be established by the contractor based on consumption needs which will vary seasonally.

Q8) Is there a specific date bidders should reference for the "current BPN" on page 5 of this

RFQ for the contracting office to compare offers equally?

A8) Most recent one released within the period of your quote.

Q9) Which BPN is being used for the current contract?

A9) There is no current contract in place.

Q10) Who is the incumbent contractor (and subcontractor if applicable)?

A10) No current contract. Public information on the prior award can be found via FPDS EZ Search using purchase order # 140P4219F0019 at https://www.fpds.gov/ezsearch.

Q11) Would you consider using the OPIS average for this bid instead of the BPN newsletter?

A11) The BPN Newsletter requirement will not be changed for this procurement.

Q12) Have there been any specific areas for improvement identified with the current contractor's performance?

A12) No.

Q13) If the current contractor is using a subcontractor, could you share the name of the subcontractor?

A13) No, current contract or contractor.

Q14) What is the current award amount for this contract, and what is the current price per gallon, and markup over the BPN index?

A14) Public information on the prior award can be found via FPDS EZ Search using purchase order #

140P4219F0019 at https://www.fpds.gov/ezsearch.

Q15) Can you please provide specific details regarding the number of propane cylinders that will need to be exchanged throughout the contract period?

A15) There are currently two 12-cylinder cages, one at the Big Meadows Maintenance area and one at the park Headquarters Maintenance area.

Q16) What are the typical sizes of the cylinders that will be exchanged (e.g., 20-pound, 100-pound)?

A16) The capacity of the individual cylinders is

30 lbs.

Q17) How frequently are these cylinder exchanges expected to occur during the year?

A17) The exchange frequency depends on the mowing season-the peak periods are April-October. During the peak mowing season, all cylinders at the two locations may need to be exchanged weekly to every two weeks.

Q18) Is there a preferred or mandated delivery schedule for the bulk propane delivery, or are contractors allowed to propose a delivery schedule that aligns with the park¿s operational needs?

A18) The park currently operates on a weekly bulk delivery schedule proposed by the contractor-occasionally the park calls in needs

Q19) Are there any seasonal fluctuations in propane demand that we should consider when preparing our proposal?

A19) There is a seasonal increase in bulk consumption that normally occurs from

October-April.

Q20) Are there any specific access restrictions, entry points, or logistical considerations that contractors need to be aware of when delivering propane to Shenandoah National Park?

A20) The only periods when delivery access will occur is during gate closures due to weather events or other emergencies. The contractor will be required to sign out a key for entry into areas that are required to be secured-no park personnel are required to be present for deliveries and no coordination for deliveries are required except for unexpected closure of access roads.

Q21) Will coordination with park staff be required for delivery timing, or is there flexibility in scheduling deliveries?

A21) The contractor will have the flexibility to manage delivery schedules.

The amendment must be acknowledged with your quote (see block 11.)
