SCOPE OF WORK
Valley Forge National Historical Park Hauling and Disposal Services King of Prussia, Pennsylvania
Background Valley Forge National Historical Park is currently implementing the White-tailed Deer Management Plan and Environmental Impact Statement (plan/EIS). During the lethal reduction phase of the plan/EIS, the size of the deer population will be maintained at approximately 145 deer. Said activities will result in recovery of deer carcasses. Recovered white-tailed deer carcasses will be processed and donated for the purposes of redistribution for human consumption. As such, field dressing and handling of the carcasses conforms to clean deer dressing procedures. Clean deer dressing procedures involve the removal of all abdominal and thoracic contents or offal (no bone, no skin) and it is only these contents that will need to be disposed of. Prior to placement in the disposal container, the Park will line the dumpster with plastic and will bag and tie the remains to limit spillage.
Duration of this project may be as little as two weeks or as long as twenty-two weeks. The project is subject to cancellation at anytime due to circumstances outside the control of the Park (weather for example). We will be purchasing the services based on the project activity on a we-will-call basis.
Anticipated frequency is approximately two weekdays in September, November and December, and then one weekday per month through April, depending on project activity (could be more often, could be less often). The contractor shall be responsible for providing the personnel and equipment to perform the work, as well as ensuring that all required licensing, and permitting to properly dispose of the remains is obtained and maintained.
Applicable Regulations The Contractor shall be responsible ensuring compliance with all applicable Federal, State, and local regulations governing the disposal of animal remains. The contractor shall be licensed by the Commonwealth to transport solid waste and shall have all transportation vehicles properly marked in accordance with the State Law.
Scope This scope of work has been prepared from the current knowledge of the physical conditions and work activities. It is the responsibility of the contractor to inspect all existing conditions prior to commencement of work and also comply with the Valley Forge National Historical Park’s Health and Safety Plan, which is to include all Local, State, and Federal Codes and Regulations during the execution of the work that is to be performed in association with this project.
Schedule Base Year: September 1, 2024 – June 30, 2025 Option Year 1: September 1, 2025 – June 30, 2026 Option Year 2: September 1, 2026 – June 30, 2027 Option Year 3: September 1, 2027 – June 30, 2028 Option Year 4: September 1, 2028 – June 30, 2029 Work to be Performed
a. The contractor shall provide all personnel, equipment and incidentals for hauling and disposal of deer remains as described: offal, no bone, no skin.
b. All contractor work shall be performed on weekdays between the hours of 7:30 a.m. and 3 p.m. No work shall be performed by the contractor on Federal Holidays.
c. Hauler will provide the Park with the use of an approximately 12 cubic yard container for the period of time in-between switches and for the purpose of disposal of waste as described (bagged and tied). It may be one day or less between switches, or it may be up to 30 days between switches depending on project activity.
d. Container will be open at one end (at ground level) and the interior will be in good condition and without sharp or ragged edges that will puncture trash bags.
e. Park will provide sheets of plywood to be placed on the top of the container to serve as a lid for the container. Park will line dumpster with a continuous sheet of plastic to further prevent spillage.
f. Hauling/disposal service charge to include removal of plywood lid by contractor at time of switch.
g. Dumpster to be located behind chain link fencing in same area as existing dumpsters (physical address is 6120 County Line Road, King of Prussia, PA 19406). Park to provide access (combination or key to lock).
h. Switches to be on a will-call basis
i. The first container to be set in place on Monday, November 4th
j. The expected total need is for up to 7 switches and between 1 and 3 tons.
Unit Pricing/Billing/Invoicing Unless otherwise specified the contractor shall provide unit pricing per switch and per ton, or a flat fee per switch to include dumpster rental, hauling and disposal up to 3 tons per switch.
In all cases the contractor shall provide a copy of the trucked waste manifest to include at a minimum:
· The total tonnage disposed of, a unique manifest number, and the signature of an NPS employee at the time of the service. Failure to provide the minimum information requirements will result in non-payment.
The invoice shall include a copy of the trucked waste manifest and at a minimum the following information:
· The contract number
· A unique invoice number
· The invoice date
· The actual service dates
· The vendor name and address
· The Park name and address
· Description of services
· Quantity (in tons)
· Billed amount
Failure to provide the minimum information requirements will result in non-payment.
NPS Responsibilities The National Park Service shall:
· Allow the contractor access to the site during normal working hours during non -holiday weekdays.
· Accompany the contractor to each site and verify receipt of services.
