Statement of Work Grounds Maintenance at Valley Forge National Historical Park
1400 North Outer Line Drive King of Prussia, PA 19406
1.0 OJECTIVE AND LOCATION
A) The work is being performed at Valley Forge National Historical Park (VAFO or the “Park”), which is located in Upper Merion Township, Montgomery County, Pennsylvania
B) The Park requires mowing and grounds maintenance services described in this scope of work. The scope of work reflects optional activities, any of which the Park may exercise in its sole discretion.
C) The contractor shall provide all personnel, equipment, tools, supervision, labor, and services necessary to complete all described grounds maintenance services at VAFO, Approximately 43 acres in the base scope of work (Appendix A – E) and an additional 5 acres in the option(s) (Appendix G-H).
Additionally, option A Appendix F includes treatment service for the “Mini-parade grounds”.
D) This scope of work has been prepared form current knowledge of the physical conditions and previously disclosed surveys and work activities.
E) Contractor is responsible to field verify all measurements and site conditions prior to bidding and before any maintenance activities take place.
2.0 Scope of Work
BASE Activities:
A) Contractor will perform mowing and additional grounds maintenance, to include edging, trimming and clean up, on approximately 43 acres as depicted on maps in Appendices A-D.
This work includes the main parking lot islands as identified on Appendix A. The items, as described below, also apply to the option areas (options B) found in Appendices G-H upon award of the options.
a. Prior to beginning work, the contractor shall remove all debris and trash from the contract areas and disposed of properly so not to affect the grounds maintenance activities. Debris, such as tree limbs, fruit, seeds, or other vegetative items that have fallen into the area from the trees, shrubs and plants shall be removed from the site so not to affect the grounds maintenance activities.
i. Vegetative items within the contracted areas that must be removed shall be piled at a location that is accessible to maintenance staff for pick up or, when near a wooded area, the objects shall be relocated within the edge of the tree line.
ii. Contractor shall coordinate with the COR to determine the allowable locations for piling for pick up and if a wood line is acceptable for relocation of vegetative items.
b. Contractor will hard edge all sidewalks within the depicted areas. Hard edging of sidewalks is to be done in such a manner as to not chip or damage the sidewalk material.
i. All sidewalks and curbs will be mechanically edged using a stick edger, string trimmer, or equivalent throughout the contract period to maintain a neat appearance. Turf along sidewalks and curbs shall be edged at the time of mowing activities taking place in the designated area. Groundcover must be maintained in a healthy, vigorous growing condition. Maintainable groundcover, or groundcover with a clearly defined line, must be trimmed back from sidewalks and curbs if new growth appears.
c. Grass and weeds shall be trimmed around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumper blocks, boulders, and other fixed obstacles.
Trimming height shall match surrounding area grass heights. Damage to trees, shrubs, signposts, etc., from trimming shall be repaired by the contractor.
i. The contractor shall also trim along curb lines where curbing meets driving and parking surfaces.
ii. Vegetation growing in sidewalks, curbs, cracks and other hard surfaces within the contracted areas must be maintained so there are no weeds growing in them.
d. Clean up shall include removal of grass clippings from all paved and concrete surfaces within the contracted areas. During the fall season, this shall also include the removal of leaves and pine needles from the same areas and include gravel parking lots.
B) Redoubt and Bake oven: Monthly (April thru November, inclusive) mow redoubt and bake oven areas, depicted in Appendix E, to no less than 6 inches grass height. The area comprises approximately 13,200 SQ FT.
C) Contractor shall take measures to ensure the trees within the contracted areas are not damaged by any grounds maintenance activities required as part of this scope of work. Any damage to trees from grounds maintenance activities shall be immediately reported to the COR. If the damage is found to be significant enough to impact the trees viability, the contractor will be responsible for replacement costs of $500 per tree.
a. Damages considered significant enough to impact the trees viability include but are not limited to: damage greater than 4 square inches, or damage that penetrates deeper than the bark layer of the tree.
D) All areas currently maintained shall continue to be maintained as described in this section.
Contractor shall maintain grass in improved areas of VAFO as manicured lawn. Cutting height on improved grounds shall be between 3 and 4 inches.
E) Typical width of mown area adjacent to paved trails shall be 6 feet off trail edge. Any area between a paved trail and a road shall be completely mown. Other areas adjacent to roads shall be mowed from the road edge out to the tree trunks (estimate 8-10 feet).
F) Clippings shall be picked up or mulched when visible after mowing, and removed from all concrete/paved surfaces including but not limited to sidewalks, picnic shelter floors, and parking lots.
G) Contractor shall repair all damaged areas. Areas damaged by contractor vehicles or staff shall be seeded, sprigged, or sodded to meet the standards of surrounding areas.
a. Contractor will promptly repair, at their cost, any damages to turf or vegetation.
b. Seed mix will be provided by the COR and is dependent on the area to be restored.
H) The contractor and the Contracting Officer’s Representative (COR) will establish a cutting schedule based on the number of cuts procured by the Park. Not to exceed 30 cuts per year.
a. All awarded areas must be completed each week.
b. Cutting schedule must include monthly trimming of the redoubt and bake oven
I) Cutting and grounds maintenance period will be between April 1 and November 30.
J) The work included in this scope must be completed between dawn and dusk.
a. There are three areas that must be completed between dawn and 10:00am. These areas are identified by yellow clouds and found in Appendices A and C.
b. No work may be preformed on Saturday or Sunday or on Federally recognized holidays without prior approval from COR and Contracting Officer (CO).
i. Requests for weekend or holiday work must be received a minimum of 48 hours prior to the date being requested.
ii. There will be NO exceptions for mowing outside of the provided hours (dawn to dusk, and dawn to 10:00am in yellow clouded areas).
Options:
A) Option A: One time per year, to be coordinated with the COR, aerate “mini-parade ground” area, as depicted in Appendix F; apply high quality purchased compost to the depicted area two times per year, each spring and fall; and over seed the area (with park approved heavy use seed) each fall. The “mini parade ground” area contains approximately 20,000 SQ FT.
B) Option B: Contractor shall follow the scope as provided for the base contract mowing areas.
Option B includes the areas reflected in Appendix G-H.
3.0 GENERAL INFORMATION
A) Contractor is responsible to field verify all measurements and site conditions prior to biding.
B) Contractor shall provide all equipment, manpower and materials required to execute the requirements of the contract efficiently and effectively.
C) Contractor shall provide fencing, barricades, signage and flagging personnel to ensure visitor and employee safety during work hours.
a. When mowing along a driving or walking surface, the contractor must have signs displayed at the extents of the active area to alert drivers and pedestrians of “Mowing Ahead”. Signs must be removed at the end of each work day.
D) Contractor employees are to be dressed appropriately at all times, including shirts, pants and shoes. No cut off shorts, sleeveless t-shirts, or t-shirts with inappropriate language. Only ANSI approved safety shirts or vests may be worn. Apparel with contractors Name/Logo printed on them can be worn.
4.0 SAFETY REQUIRMENTS
A) While performing work, the contractor shall comply with OSHA standards and all standard safety practices and procedures applicable to the work.
B) Visitor safety is imperative - all areas of work must maintain a high safety alert for visitor traffic utilizing signage or orange fencing and cones.
C) All work must comply with applicable State and Federal codes and regulations.
D) Proper Personal Protection Equipment must be worn for each task.
5.0 Quality Assurance
A) The quality of all work shall be the responsibility of the prime contractor. Inspect and test all work often enough, including all subcontractors’ work, to ensure that the quality of all work is in compliance with applicable specifications, requirements, and drawings.
B) The project superintendent or project manager shall inspect the project, ensuring all work is complete prior to scheduling inspections or requesting payment.
C) All work shall be by qualified workers skilled in their trade. Substandard, defective, and inferior work shall be corrected or replaced at the contractor’s sole expense.
D) The contractor shall submit the following documentation outlining their qualifications for the work;
a. Key Personnel:
i. Contractor and personnel requirements;
1. Main Contractor (contractor that is awarded this contract):
a. The contractor awarded the contract must be able to verify that they have enough manpower and equipment to perform the required services.
b. The contractor shall provide a Project Manager/ Superintendent who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available all day on each day the contractor is on site.
c. The contractor shall have experience in successful completion of projects of similar scope, size , and complexity.
i. Minimum firm qualifications for the contractor is five (5) years of experience demonstrated by the successful completion of a minimum of three (3) projects of similar scope, size, and complexity in the last five (5) years.
ii. Provide a list of projects of similar scope size and complexity involving grounds maintenance completed in the last five (5) years. Provide a brief description including up to three (3) photographs of each of three (3) projects of similar scope, size, and complexity completed in the past five years.
2. Personnel
a. Site superintendent:
i. The site superintendent shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the superintendent is absent shall be designated in writing to the contracting officer. The site superintendent or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The site superintendent, or alternate, shall be present on site at all times when the contractor’s employees are working.
ii. The Site Superintendent must have a minimum of (5) five years of experience in grounds maintenance; at least (2) two years of managing grounds maintenance crews.
iii. Provide a list of (3) three projects that the Superintendent has worked on during his or her career. At least two (2) of the projects submitted must be one that he or she served as superintendent of the work.
E) Project Documentation
a. The contractor must provide a weekly summary of all areas completed for that week.
The summary must be submitted to the COR no later than 5:00pm on Monday of the following week.
i. This can be done using a spreadsheet and noting each area as complete, incomplete, or a percentage of completion. Any damage to stationary objects shall be noted at the end of the area. A sample template titled “Tracking sheet” will be provided for reference. Representative image below:
