The National Park Service plans to solicit and award a firm fixed price service contract to spread limestone sand or equally efficacious material (aka “liming”) across the Meadow Run Watershed located in a largely remote and inaccessible backcountry area of Shenandoah National Park.
Draft Statement of Need is attached detailing the requirements stated above. The Government anticipates awarding a firm-fixed price service contract that will include base activity over the winter of 2024-2025with the possibility of additional activities in the base period and additional activities in the winter months of 2025 – 2026.
Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov.
This Sources Sought is not a solicitation document. Responses to this Sources Sought are used by the NPS in developing Market Research Reports and will be used in determining the most suitable sources to solicit this requirement.
The National Park Service (NPS) is looking to better understand:
• What kinds of equipment would be used to accomplish the limestone sand spreading?
• How can a contractor verify the amount and location of the limestone sand dispersed? How is this tested?
• What would a contractor’s logistics plan look like?
• The NPS was planning to price the work as a fixed dollar amount “per acre”. Is there a different pricing format contractors would suggest?
• What NAICS code is suggested?
Funds are presently available for this requirement.
Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents.
