1.0 OBJECTIVES

The objective of this project is to remediate mold issues and remove debris/insulation located in 2 separate crawl spaces and in the basement ceiling. It is intended the contractor will treat any effected areas within the crawl spaces and basement for mold. Existing insulation shall be removed from crawl spaces and the ceiling of the entire basement. Contractor will replace insulation, per code, in all crawl spaces areas. New vapor barrier will also be installed in all crawl space areas. Once completed air samples will be collected and tested for mold, all samples must fall within the “safe” range to bring a conclusion to the project.

2.0 BACKGROUND

This building serves as a seasonal housing for NPS employees during the summer and some winter months. Inspections revealed issues with the crawl space in regard to mold, deterioration of vapor barrier and failing of the existing insulation. Assistance is needed to get the unit back into a better state of affairs.

3.0 SPECIFIC WORK / TASKS

GENERAL:

The Contractor shall provide all management, supervision, labor, material, supplies, and equipment. Furthermore, they shall plan, schedule, coordinate, and assure effective performance of all services and systems described herein by following standard industry practices and applicable building codes.

The projects main components consist of removal of existing materials, mold remediation/removal, drying and cleaning surfaces/areas, and post remediation verification testing for basement and crawls spaces. New vapor barrier systems & new insulation systems will be added per code for the crawl space areas.

Contractor will complete the following tasks:

Remove and dispose of all mold/moisture impacted or unsalvageable materials from affected areas in basement and crawlspaces. Examples would be luan plywood, loose pieces of wood (other than structural: i.e., joists, sill plates), degradable materials (i.e., paper), insulation, plastics, barriers, debris and miscellaneous items not utilized or needed from basement and crawl spaces.

Remove old vapor barrier and install new vapor barrier system & sealing using a minimum of 20mil string reinforced liner for the vapor barrier. 20mil will be thickness of single sheet, not the effect of stacking thinner barriers together to achieve the 20mil requirement. Barrier will be made out of 100% virgin polyethylene resin to ensure maximum lifespan in crawlspace. Barrier install shall meet or exceed applicable building code requirements for crawlspaces. The Contractor Shall install vapor barrier to extend, at least, to the sill plate of each location it is installed in. Crawlspace should be clear of all debris, waste and other material before barrier goes down.

Remove all existing insulation from both the basement ceiling and the crawlspaces.

Basement ceiling has chicken wire covering the joist openings. Chicken wire and insulation will be removed (approximately 480 sf of open ceiling) without damaging existing electrical boxes, wires and tubing.

Contractor shall install new insulation on all crawlspace walls only after biocide has been applied, mold is visibly gone and the area has been dried as per manufacturers specifications. New insulation shall be ridged type foam board. Insulation board shall be rated no lower than an R-15 value. Furthermore, the foam board shall have a minimal rating of 1.0 permeance in relation to its ability to allow for inward drying and moisture control. Insulation should be installed per manufacturers recommendations based on crawlspace application.

Crawlspace vents will be cleared around. Contractor will report back if issues are discovered with their functionality.

Contractor will re-frame and build new crawlspace doors, mimicking the existing doors, on crawl space entrances so that they will seal correctly and keep pests and insects from entering inside house. Old frame and doors can be discarded. Extreme care will be used while removing existing wood. Masonry structure is considered “historic”.

Air scrubbers with a rating of 1200 cfm shall be used to reduce residual airborne particulates and assist with odor during remediation services.

HEPA rated vacuums will be used for all vacuuming needs.

A final cleaning and wipe down of floor joists, exposed utilities, walls, ceilings, and doors will be performed before project is considered finished. Basement floor shall be swept, cleaned of debris and wet mopped/cleaned as part of the final cleaning process.

“Basement” refers to all masonry surfaces located in stairwell leading to the actual basement.

Main floor, basement, and crawl space areas must undergo post remediation air testing.

All areas must receive a safe range rating before job can be considered finished. The Contractor shall utilize and independent lab for air sample collecting and processing.

Contractor must coordinate with Park POC for start and end dates as occupants will be returning to the building in March. Quotes shall clearly indicate a realistic schedule from award (if awarded) to final completion.

The contractor shall dispose of all wastes, trash, & debris pursuant to the applicable federal, state, and local laws and to the satisfaction of Shenandoah National Park, legally outside the Park.

CONTRACTING OFFICE’S REPRESENTATIVE - Jon Beck, Safety & Occupational Health Manager, (540) 999-3500 x 3501.

ACCESS, PROTECTION AND TEMPORARY FACILITIES
