A quoting vendor may use the experience of a subcontractor to satisfy the five year requirement for experience in manufacturing, repairing or rehabilitating Civil War or Revolutionary War era cannon carriages. Questions and Answers
Q1. Please elaborate on “The contractor shall have five (5) year’s demonstrate experience in the manufacture, repair, or rehabilitation of Civil War or Revolutionary War Era cannon carriages.” Can a quoting vendor use the experience of a subcontractor to satisfy this requirement?
A1. Yes, a quoting vendor may respond with a mix if their and/or a subcontractor’s documented experience to satisfy the solicitation requirements, HOWEVER, the quoting vendor must:
• Specifically identify subcontractor(s) and their personnel who carry the relevant qualifications and/or experience being cited.
• Provide the same level of detail in documentation of the subcontractor’s qualifications and/or experience as the quoting vendor’s.
• Use the same subcontractor in performance of any resulting contract – subcontractor(s) who’s experience and/or qualifications are used to meet the solicitation’s requirements may not be swapped out at a later time.
