140P4223Q0083 CAJO Werowocomoco National Historic Landmark Nomination Preparation Questions and Answers
Q1.
I see that $3,500 is to be allocated to each Tribe participating in the project. Is that the total amount for all three years, or can we budget for that annually meaning that each Tribe will receive $3,500 for each year of the project totaling $10,500 per Tribe.
A1. The solicitation language reads: “Quote must include renumeration of $3500.00 to seven Tribal Nation participants and at least three on-site visits for the full team of key personnel.” NPS’s intent is that the quote must include remuneration of $3500.00 total to each of the seven named tribal nation participants and estimates to cover costs of at least three on-site visits for the full team of key personal.
The renumeration covers time for tribal nation attendance at two in-person meetings, on-line meetings as needed, and review of key deliverables.
Q2.
Given that research is a major component of the Scope of Work we do plan to incorporate oral history as a methodology. Typically, in our oral history work with tribal citizens, elders, and experts we provide a stipend for their time spent being interviewed. Can we include stipends for tribal citizens who participate in oral history interviews in the budget?
A2. Yes, you may include stipends for oral histories with tribal citizens, non-indigenous neighbors, former residents, etc., in your research method, and you may include stipends in your quote.
Q3.
We are planning to subcontract with another cultural resources management firm that also has an established relationship in completing projects related to Werowocomoco. Can we also list some of the projects they have experience with in the section on Recent Examples under Relevant Prior Experience?
I ask because the section calls for experience with either completing an NHL or a National Register of Historic Places Nomination, and to provide an NRHP example, if an NHL is not a part of the experience.
My team has experience in completing PIFs, NRHP Amendments, and sitting on state boards that oversee the review and approval of NRHP Nominations, but we have not completed an entire Nomination to date. However, our subcontracting partners do have ample experience in completing NRHP Nominations, and thus we would like to mention that particular experience and provide a nomination they have authored if it is allowed.
A3. Vendors may meet the requirements via a combination of their own qualifications and those of their subcontractor(s), however they must provide all the same evidence of qualifications, experience, etc. of the specific subcontractor and personnel as would be required of the prime contractor, and personnel who execute performance on any resulting contract must be those referenced for these roles in materials submitted with quotes.
Q4.
Page 3 of the RFQ, under Technical Subfactor 2 "technically acceptable" states the Contractor must provide examples of projects that have taken place within the past five (5) years, that are relevant to the work specified in the Statement of Work, and of sufficient number and type to satisfy the five (5) criteria listed below. The Contractor shall provide contact information for each project (not to exceed five (5) pages). Can you please clarify not to exceed 5 pages. I assume we need to keep the 5 criteria examples with contact information to a max of 5 pages total, but under the bulleted criteria the second bullet asks about NHL or NRHP experience and calls for providing an example for evaluation. Does that "sample" mean you want to see the NRHP nomination in its entirety or just a sample section and is that supposed to be included in the 5 page limit or in addition to it?
A4. Correct the page limit is for references; to “provide example for evaluation” vendors will attach as applicable:
• Non-NHL cover page
• Publication information, if published
• NR#, if listed
• Similar proof of work completed
• Link to full report
