ASSATEAGUE ISLAND NATIONAL SEASHORE

SPECIFICATION

Delivery of Clamshell Material for Parking Lot Repairs

July 19 2023

1.0 INTRODUCTION

Assateague Island National Seashore requires crushed clamshell material to maintain and repair the road and parking areas.

2.0 PLACE OF PERFORMANCE

Delivery shall be made to the stockpile area for the recreational beach in the Toms Cove area of the Chincoteague Island National Wildlife Refuge located at:

8586 Beach Road, Chincoteague, VA.

3.0 PERIOD OF PERFORMANCE

Work shall be completed between approximately 8/9/2023 and 12/10/2023. The Contractor shall coordinate to work within the Government’s schedule. No deliveries will be allowed on weekends or holidays due to heavy visitation.

4.0 REQUIREMENTS

The Contractor shall deliver four thousand (4,000) cubic yards of a clamshell material to be used to construct roads and parking lots. The delivery of the material must be completed in a prompt manner at the request of the National Park Service.

Shell must be clamshell (not oyster shell, mussel shell, etc.) broken into pieces of assorted sizes, but not crushed so fine as to be ground into powder. The shell must be free of fresh clam body material that will cause a prolonged undesirable odor. The clamshell must also be free of any foreign matter such as processing waste, stones, gravel, etc.

The Contractor shall provide trucks, equipment, and drivers necessary to deliver material addressed in this Statement of Work.

The contractor shall deliver consistent load sizes for the truck or vehicle as agreed upon with COR.

The Contractor shall operate their vehicles in a safe manner, and require their drivers to obey all speed limits, all local laws dictating load capacities, and drive in a safe defensive manner at all times.

The Contractor shall dump each load on site in the area as directed by the Government.

5.0 GOVERNMENT RESPONSIBILITIES

The government will maintain the stockpile areas and maintain space for delivery, keeping material pushed up. The government will provide a suitable area that includes ample space for turnaround and a solid base for dumping.

6.0 REVIEW AND ACCEPTANCE

A sample of the clamshell materials must be provided by the Contractor and approved by the COR prior to acceptance and approval of delivery. The Contractor shall have each load approved by a representative of the Government.

The Government reserves the right to reject any subsequent delivery of product that does not meet this specification or is otherwise unsuitable for use. The Contractor will be responsible for completely removing from the project site any product that is rejected by the Government.

The contractor shall supply to the COR a list of all trucks or vehicles that will be making deliveries of materials the list must contain Model, Year, Tag#, Serial Number, color, body dimensions of area where the material is transported, and any additional information requested by COR.

The contractor shall allow the government to measure the sizes of body of each truck to confirm measurement.

The Government shall agree of the capacity, using cubic yards as the unit of measurement, for each truck or vehicle that is making deliveries before that truck or vehicle will be accepted to make deliveries.

This may be accomplished on the first delivery load of that truck or vehicle.

Work will be considered complete when all material is delivered and accepted by the Government.
