Maintenance, Repairs, Annual Testing, and Reporting of Backflow Preventers Single Award Indefinite-Delivery Indefinite Quantity (IDIQ) at the National Mall and Memorial Parks (NAMA)

AMENDMENT 0001:

The purpose of this amendment is to accomplish the following:

1. Extend the quote due date:

From: June 30, 2023, no later than 5:00 PM ET To: July 12, 2023, no later than 5:00 PM ET

2. Incorporate FAR 52.204-27 – Prohibition on a ByteDance Covered Application (Jun 2023), contained within FAR 52.212-5 – Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services (June 2023).

3. Incorporate revised Attachment 2 – Inventory List dated 29 June 2023, which identifies the devices that are in a confined space or require an NPS escort.

4. Incorporate revised Attachment 3 - Price Schedule dated 29 June 2023. Provide pricing for Item Numbers 0001 –

0004 in the “Price Schedule” tab and pricing per device in the “Price Per Device” tab.

5. Respond to vendor questions below:

Question #1:

Can NPS provide a list of which Backflow preventers that are installed in confined spaces?

Response:

Refer to revised Attachment 2 – Inventory List dated 29 June 2023.

Question #2:

Does NPS have and can NPS provide the dates of last inspection for each asset in the list that accompanies the solicitation?

Response:

All devices were recently inspected in June 2023. Testing for all devices will occur every year in June.

Question #3:

Please identify all assemblies located in confined space and require confined space equipment entry such as the vault at 1100 Ohio Drive.

Response:

Refer to revised Attachment 2 – Inventory List dated 29 June 2023.

Question #4:

The ones that are in Bunkers can be listed separately as they will just require an additional man at the entry way. Can we assume that the NPS escort will serve as the additional man?

Response:

NPS escort can serve as additional person for bunker entry.

Question #5:

We assume that any equipment that may be affected by water shut down during and after the testing/repairs will be the responsibility of NPS? Please confirm.

Response:

Assuming proper shutoff and service restoration procedures are followed by the contractor, the NPS will resume responsibility when work is complete.

Question #6:

Will all testing take place during normal working hours? The bid sheet does not allow for afterhours testing.

Response:

Yes, all testing will take place during normal working hours. The NPS Plumbing division hours are 6am-4pm M-F.

Sites with high visitation or offices are scheduled between 6am-9am to avoid impacting services.

Question #7:

Is the current inventory list up to date, and correct? How are we to proceed if there are additional backflows not listed?

Response:

Yes, this is the most up to date and accurate inventory list. If additional backflows need to be added to the contract, this will be negotiated and awarded as a task order.

Question #8:

We assume that notification of tenants, alarm companies, fire service, etc. that the testing/repairs are taking place and the water will be off until the task is completed will be the responsibility of NPS. Please confirm.

Response:

NPS will notify facility occupants of scheduled work.

Question #9:

Will the awarded contractor be provided with the latest records of previous backflow testing for all assemblies?

Response:

Yes, NPS will provide latest inspection information when the contract is awarded.

All other terms and conditions remain unchanged.
