United States Park Police Horse Mounted Unit Hay Contract

Statement of Work

General Requirements:

The U.S. Park Police maintains a series of five (5) stables and approximately 25-35 horses in the Greater Washington DC Metropolitan area. The U.S. Park Police has utilized hay to supplement grazing and grain feeding of horses. These stables require separate periodic hay delivery services to each individual stable. Each stable can hold approximately 25,000 pounds of hay.

In FY2020 the Horse Mounted Patrol required eighteen (18) deliveries totaling approximately

142.71 tons of hay. In FY2021 the Horse Mounted Patrol required seventeen (17) deliveries totaling approximately 135.46 tons of hay. The quantity of hay needed for this requirement is not anticipated to change dramatically over the course of this proposed contract period or ordering periods.

Stable Locations, Estimated Deliveries per Stables and Hay Storage Access

The hay shall be delivered at the following locations:

1. Edgewater Stable (Training Barn) - 2400 Beach Drive NW Washington, DC 20009.

Intersection of Beach Drive and Rock Creek Parkway, Underneath Calvert St. (Taft Bridge), in Rock Creek Park. Approximately five (5) deliveries per year. Two hay lofts with second floor exterior access requiring a vendor furnished elevator apparatus

2. Central District Stable (H1) – 2100 Independence Ave SW Washington, DC 20006.

Independence Ave Side of the Reflecting Pool, between 17th St. (WWII Memorial) and 23rd St. (Lincoln Memorial). Ground level hay storage. Currently being redeveloped and is not anticipated to be staffed until Fall 2022.

3. Fort Hunt Stable (H2) – 8999 Fort Hunt Rd. Alexandria, VA 22308. In Fort Hunt Park, George Washington Memorial Parkway. Approximately one (1) delivery per year. One hay loft with second floor exterior access requiring a vendor furnished elevator apparatus.

4. Rock Creek Stable (H3) – 2500 Horse Stable Rd. NW Washington, DC 20015. In Rock Creek Park, at the intersection of Oregon Ave and North Hampton St. NW.

Approximately two (2) deliveries per year. One hay loft with second floor exterior access requiring a vendor furnished elevator apparatus.

5. Fort Dupont Stable (H5) – 3600 F St. SE Washington DC 20019. In Fort Dupont Park, entrance off Minnesota Ave SE at F St. SE. Approximately two (2) deliveries per year.

Second floor split hay loft. Interior access to the lofts from the center aisle. Vendor furnished elevator apparatus required.

Changes During the Proposed Contract Period:

The U.S. Park Police anticipates the following changes may occur over the course of the proposed contract period and ordering periods. There are no affirmative plans to make any of the following changes, however, due to staffing and infrastructure issues they may be required to be initiated.

1) H2, Alexandria VA, may be closed by the end of the contract term. Officers and their horses will be moved to other stables and the need for hay will not be reduced. Should this closure occur we will provide the contractor with as much information and lead time as possible.

2) H3, Rock Creek Park, may be closed by the end of the contract term. Officers and their horses will be moved to other stables and the need for hay will not be reduced. Should this closure occur we will provide the contractor with as much information and lead time as possible.

3) H1, Central Stable, is anticipated to open in November 2022. Construction began in

October 2021. Officers and their horses will be moved from existing stables to the Central Stable. When fully staffed we anticipate this stable to require seven (7) hay deliveries. These may deliveries will reduce the need for deliveries from the other stables listed above. However, we do anticipate the same number of deliveries.
