Sawdust Contract Statement of Work:
Introduction The U.S. Park Police Maintains a series of five (5) stables and approximately 30-35 horses in the Washington DC Metropolitan Area (WMA). These stables require the periodic delivery of sawdust to be used as horse stall bedding.
Historical Usage In F.Y. 2018 there were 53 sawdust deliveries totaling 1925 cubic yards. In F.Y. 2017 there were 41 sawdust deliveries totaling 1525 cubic yards.
In F.Y. 2016 there were 52 total sawdust deliveries totaling 1525 cubic yards. In F.Y. 2015 there were 56 total sawdust deliveries totaling 1825 cubic yards.
Scope of Work The contractor will deliver sawdust from Pine, Spruce, Douglas Fir, Cedar or Oak for bedding material in the horse stalls. The sawdust will be free of debris such as nails, screws, staples and other items dangerous to animals. Sawdust must be delivered all months of the year, so contractor should have several sources of wood.
The sawdust will be delivered in bulk via trucks. The trucks must be able to deliver between 20 cubic yards and 50 cubic yards depending on the size of the sawdust pit. Each delivery requires a full truck load of sawdust to the designated stable. The use of a self-unloading truck or a walking floor truck is recommended for several sites. Sawdust must be off loaded within the confines of the designated sawdust pit or off loaded and then moved by the contractor to within the confines of the designated sawdust pit. Alternatively, the delivery of a covered 20 - 30 Cubic Yard container, with a side opening allowing wheelbarrow access, offloaded in the designated sawdust pit area will also meet the scope of work requirements. Trucks and containers used for the hauling of manure shall not be used for the delivery of clean bedding.
The contractor must deliver to the five (5) U.S. Park Police stables in the National Park System within the WMA. These stables are accessible by restricted federal highways. Drivers must be knowledgeable of the roadways and applicable restrictions. Drivers must maintain current CDL certifications, if required.
The Stable addresses and sawdust pit locations are:
1) Edgewater Stable - 2400 Beach Drive NW Washington, DC. In Rock creek Park, at the intersection of Beach Drive and Rock Creek Parkway, underneath Connecticut Ave (Taft Bridge). Deliveries of 20 to 50 cubic yards. Sawdust pit is located on the west side of the stable under the Taft Bridge, immediately adjacent to the bridge support.
2) Central Stable (H-1) - 2100 Independence Avenue SW Washington, DC. On the Independence Ave side of the Lincoln Memorial Reflecting Pool, between 17th St (WWII Memorial) and 23rd Street (Lincoln Memorial). Entrance to the stable is through the WWII Memorial parking area. Deliveries of 20 to 50 cubic yards. Sawdust pit is located inside the fenced perimeter of the Central Stables, under the lean-to in the SE corner. The use of a walking floor truck or self-unloading truck is recommended due to trees with low hanging branches.
3) Ft, Hunt Stable (H-2) – 8999 Fort Hunt Rd Alexandria, VA. In Ft. Hunt Park, George Washington Memorial Parkway. Deliveries of 20 to 30cubic yards. Sawdust pit is located in the NW corner of the gravel parking area west of the stable.
4) Rock Creek Stable (H-3) – 2500 Horse Stable Rd NW Washington, DC. In Rock Creek Park, at the intersection of Oregon Ave and North Hampton Street, NW. Deliveries of 20 to 30 cubic yards. Sawdust pit is located on the south side of the stable, between the stable and the paddock fence.
5) Ft. Dupont Stable (H-5) - 3600 F Street SE Washington, DC. In Fort Dupont Park, the entrance is off Minnesota Avenue SE at F Street. SE. Deliveries of 20 to 50 cubic yards. Sawdust pits are in the lean to next to the NE corner of the paddock fence. The use of a walking floor truck or self-unloading truck is recommended due to the need to unload the sawdust under the lean-to roof.
When requested, delivery must be made year round within a fourteen (14) day turn-around from the date of call to the date of service. Deliveries should be made between the hours of 6 AM and 2 PM.
Indemnity of the Government The Contractor is not an employee of the U.S. Park Police or the National Park Service. The Contractor will indemnify and hold the U.S. Park Police harmless from any expense, including attorney’s fees and also claims on account of damage to property or bodily injury (including death) which may be sustained by him/herself or his/her employees in connection with any and all work performed.
Payment The Contractor will be required to submit an invoice at the end of each month for services rendered. All services rendered for that month, must be listed on the invoice. A copy of the invoice will be prepared by the Contractor and be submitted to the Contracting Officer’s Representative (COR) who will confirm work completed. This billing will include the location, date services rendered; specific services rendered and fee for each service. The fees will be in accordance with the fee schedule attached.
